Lord Mayor's Business PDF 2 MB Additional documents: Minutes: The Lord Mayor opened the meeting by expressing condolences on his own behalf and on behalf of the City Council to the families and friends of the following recently deceased: · Geraldine (Ger) Mullen who worked in the IS Department who died Saturday 15th April · Treasa Ni Raghallaigh (O’Reilly), who died on 20th April, Mother of Deirdre Ní Raghallaigh · Catherine Humphreys Mother of former Councillor and Deputy Lord Mayor, Senator Kevin Humphreys
All stood for a minute’s silence as a mark of respect for the deceased.
The Lord Mayor then welcomed Mr Richard Shakespeare who has recently been appointed Assistant Chief Executive to the Planning & Property Development Department of Dublin City Council. He then extended congratulations to Councillor Hazel De Nortúin on the birth of her daughter, Zara and he also congratulated Councillor Claire O’Connor on her recent engagement and wished her and her fiancé every happiness in the future.
A Presentation on the River Basin Management Plan was made by Gerard O’Connell, Engineer-in-Charge, Regional Projects & Flood Advisory Office, Dublin City Council to inform members as part of the National Consultation process - "Draft River Basin Management Plan for Ireland 2018-2021" - see Appendix A to these Minutes. Members were advised to email their questions to Mr O’Connell for response. The Lord Mayor then sought and was granted approval for Councillor attendance at Victim Support Europe Annual Conference: "Victims of Crime: Rights, Needs & Responses". He also informed Members that Minister Coveney would attend the June City Council meeting and it was suggested that time be allowed for Members to pose questions to the Minister at that meeting.
He then informed Members that a Special Meeting of the City Council would take place on the 18th May @ 3.30pm to consider the Poolbeg West SDZ.. The Lord Mayor then announced that, at the request of seven Members, another Special meeting will be held on the 22nd May, starting @ 5pm This Special Meeting on the 22nd May will discuss a Service Delivery Plan for Dublin City Council.

(a) "Dublin City Council recommends that the proposed development be under the control of the State and suggests that an Board Pleanála may wish to include this recommendation by way of planning condition for the management of the facility. Furthermore that this individual and the firm of which she is a director in whose name two of the purchases are being made have their booking deposit returned and Dublin City Council resolves that units it owns shall not be sold to property or investment firms and where sales do take place they are to named individuals who intend living in said units”

The Lord Mayor requested that the meeting be adjourned at 9.05pm for ten minutes to allow members of the Protocol Committee to withdraw to the Richard O’Carroll Room to discuss issues of a possible conflict of interest raised in a letter received by the Chief Executive’s Office and by the Vice Chair of the Protocol Committee in relation to a motion listed on the breviate. When the meeting resumed, the Chair of the Protocol Committee, Cllr D Lacey, informed the City Council that it was agreed by the members of the Protocol Committee that there was no conflict of interest involved and that consideration of the breviate including the motion in question could proceed.
An amendment to the motion, Item 3 on the breviate was put forward by Councillor A Feeney and seconded by Councillor N O Muiri but was defeated.
