Minutes:

The following motion in the name of Councillor Michael O’Brien was posed at the October NCAC and was deferred for discussion at the November NCAC.

 

“That this Area Committee, with great regret, resolves that due to the unavailability of a webcasting facility in the North Central Area that we relocate future area committee meetings to City Hall in the interests of making our deliberations available to our constituents”.

Motion in the name of Councillor Jane Horgan Jones

The North Central Area Committee of Dublin City Council notes:

 

1.   The pressing need for a flood defence scheme for Clontarf that protects the local amenity and provides effective protection for areas at risk of flooding.

2.   The ongoing discussions and negotiations between residents and Dublin City Council regarding the design of a flood defence scheme between the Wooden Bridge and the Alfie Byrne Road.

 

The North Central Area Committee of Dublin City Council calls on the Chief Executive of Dublin City Council to commit formally, and in writing, to requiring any final proposal on a flood defence scheme for this area to be democratically approved by the full Council meeting before proceeding with the project.

Motion in the name of Councillor Alison Gilliland, Councillor Tom Brabazon, Councillor Micheál MacDonncha, Councillor Larry O'Toole, Councillor John Lyons, Councillor Damian O'Farrell, Councillor Michael O'Brien, Councillor Edel Moran and Councillor Ciarán O'Moore.

The North Central Area Committee acknowledges the deep distress and fatal suffering caused by the mis-reading of a significant number of cervical cancer screening smear tests, brought to public attention by the bravery of women such as Vicky Phelan and Emma Mhic Mhathúna.  The North Central Area Committee also acknowledges the establishment of the Standing 4 Women advocacy group and supports their demands for 

  • legislation and policy on mandatory open disclosure independent of the patient safety bill, 
  • provision of a start and end date and full disclosure on the 1800 smears yet to be audited, 
  • a breakdown of the new packages being negotiated laboratories carrying out smear slide analysis including mandatory site audits.

Motion in the name of Councillor John Lyons

This Area Committee notes the recent large and dangerous bonfire on the green between Howth View Park and St. Doangh's Road that threatened the safety of residents living in the vicinity; aware also of previous appeals from residents that this green space be developed to help reduce the anti-social behaviour that occurs at this locality, calls on the manager to draft proposals to develop this green space so that is becomes an asset for the local community rather than remain a threat to their safety and well-being.

Motion in the name of Councillor Deirdre Heney

That the Manager arrange for the installation of a water pump/tap for human consumption 

 

(a) in Raheny Village where the old water pump is located outside the health centre at 33 Main Street,

 

(b) in St. Anne’s Park by the astro turf/ tennis courts which would allow GAA/football/tennis groups to avoid supplying plastic drink bottles to young children participating in training/camps etc,


(c) at the  playground in St. Anne’s Park, and

 

(d) arrange for the erection of a sign at the water tap next to the dog park area in St. Anne’s Park, indicating that the water is fit for human consumption.

This committee calls on the Government to implement fully the recommendations of Paul Coffey SC in relation to the Stardust Disaster.

Motion in the name of Councillor Ciaran O'Moore

In light of the housing crisis situation and the vast number of temporary log cabins in gardens accross Dublin. Can Dublin City Council request that the  planning dept demonstrate a degree of flexibility  in the planning regulations and grant for example a five year licence  to allow a cabin in the garden. This licence could only be applied for when an relative allows a son or daughter / immediate relative  to place a temporary  cabin in their garden. This will give families or individuals an opportunity to save for a deposit for a house . Currently the average house price in Dublin is 375,000, if people are paying excess of 2000 euros a month rent they will never be able to save the deposit of 37000 thousand euro.

 

This is a positive step forwarding in supporting people to save for a deposit to come out of the rental market.

That this DCC Area Council agrees that before the Clontarf Promenade Development and Flood Defence project proceeds to An Bord Pleanala for decision that the proposals first have to be approved by this local area Council.

That Dublin City Council includes funding in its 2019 budget for the purpose of initiating a new Richmond Road Area Action Plan in response to the escalating pace of residential and commercial development at this location.

2.    Councillor Damian O’Farrell requested that the report done by Brendan Kenny on the  reorganisation of the Area Wards be discussed at the next NCAC.
