· Councillors requested that we ask the Planning Department to explain the reasons why this revised proposal to extinguish only 2 sections of laneway rather than the entire laneway network may still prejudice the development of 17 houses on the site of the tennis courts and bring this information back to the July Area Committee Meeting. (The report stated that there was an objection received from Dublin City Council's Planning Department who object to the extinguishment of public right of way at this location as it would not encourage permeability or connectivity contrary to the provisions of national and city policy and it may also prejudice the development of 17 houses on the site of the tennis courts (highlighted on the map) which were granted permission under An Bord Pleanala Ref: PL29N.242866 (DCC Ref: 2401/13))
· Elaine Mulvenny undertook to get legal advice from the Law Department with regard to Councillors Liability should they decide to vote against our recommendation to retain the public right of way at the location.
· Councillor Sean Paul Mahon requested copy of plan for the site to be brought to the July Area Committee Meeting.

Motion in the name of Councillor Alison Gilliland That the North Central Area meeting recognise and commend the work of the Edenmore Residents Association and the Edenmore Safer Forum and that this meeting commit every effort to their work to enhance the facilities, opportunities and public realm of the area.

Motion in the name of Councillor John Lyons This Area Committee believes that the new "Bargaintown" approach to homelessness, converting former commercial/industrial units and religious institutional settings into family hubs, is a result of the disastrous national housing polices of the Fine Gael-led government, is ill-conceived and an explicit admission by those in government have no interest in ending homelessness but merely managing it; furthermore, this Area Committee calls on Dublin City Council to cease immediately with this shameful plan of placing families into former furniture stores and seek instead solutions to the homelessness crisis that will result in families, couples and individuals being treated with respect and offered appropriate high quality, secure, long-term affordable accommodation.

Motion in the name of Councillor John Lyons This area committee requests a review of An Garda Siochana's role within the various community safety forums and calls for a detailed report from the gardai as to the level of staff reductions over the last six years and how these reductions impact upon their ability to respond to the needs of the communities of the North Central area.

Motion in the name of Councillor Michael O'Brien That this area committee notes - that the Minister for Housing, Planning, Community and Local Government unilaterally announced that commercial hotels and hostels would cease to be used for emergency accommodation by 1st July 2017 - that this announcement was made in the course of his discussions with representatives of housing activists who initiated the occupation of Apollo House in December 2016 until January 2017 - that the homelessness situation has continued to worsen in Dublin since that time - that in order to be seen to fulfill the deadline he set himself that various types of buildings have been identified for conversion into 'family hubs' Resolves that - that the site identified at Greencaslte Parade formerly occupied by Bargaintown is not a suitable location for the relocation of homeless families - that efforts and resources are better spent on housing the homeless rather than moving them between different types of emergency accommodation.
