· supports the residents of Brighton Road, Rathgar, Dublin 6 in their request to Dublin City Council, to have a ‘Playful Street Pilot Scheme’, like what is operating in Fingal County Council; · agrees, as part of such a pilot scheme, to support the residents’ request to limit access to vehicles for a few hours, along the stretch of that road between the junctions of Harrison Row and Garville Avenue Upper, on Saturday the 2nd of September 2023, ideally between the hours of 1pm and 5pm; and · recognises that the Brighton Road residents are ready to work together with the relevant departments within Dublin City Council, along with local Gardaí, to deliver and implement this pilot scheme to encourage local children to play outside, while at the same time promoting a stronger community in the area. Motion 2 from Councillor Dermot Lacey Recognizing their importance locally and across Dublin and the unique Dublin Bay Biosphere this committee requests a serious action plan in relation to Sandymount and Merrion beaches and adjacent areas. Such a plan would to have immediate and medium term objectives to include tackling
· It is not clear if this is meant to be a water overflow outlet but recently raw sewage has appeared on the beach near it, together with many rats and a very bad stench. The stench worsens at certain times of the day which may be associated with release times.
And any other matter the Manager would like to report on in relation to this issue.
And to request that action be taken prior to this meeting and through notification by this motion to deal with the smell issue before the real summer period commences Order: Report to Councillor.
Motion 3 from Councillor Dermot Lacey This committee requests the board of the Swan Leisure Centre and Dublin City Council to prepare a precinct improvement and public access / use plan for the area in front of the centre to create an attractive, accessible public space. Motion 4 from Councillor Dermot Lacey This Committee requests a comprehensive report on what action will be taken to deal with the issues detailed in the submission attached to this motion relating to Dartmouth Square Park.
“I am sending you a selection of photos taken in Dartmouth Square over the past few weeks.
They say a picture is worth a thousand words which is just as well as I’m not sure that I can adequately express my dismay, frustration, and disappointment at the condition of the park.

Questions to the Chief Executive 10.07.2023 PDF 208 KB Additional documents: Minutes: Q.1 Councillor Dermot Lacey To ask the Manager to give a full report on the plans for the Donnybrook Graveyard and to outline why it has been allowed to deteriorate to its present condition that has led to no tours of same for first time in many years (apart from Covid period).

Q.3 Councillor James Geoghegan To ask the area manager if he will detail the total number of parking permits currently in issuance for Mountpleasant Square, Ranelagh, Dublin 6.
Q.4 Councillor Fiona Connelly To ask the Manager if he will request the TAG to examine the junction at Rathgar Avenue and Garville Avenue in Dublin 6 to review the accessibility of the junction for pedestrians and consider installing a pedestrian crossing to improve safety for pedestrians.
Q.5 Councillor Fiona Connelly To ask the Manager will he review the safety measures on St. Teresa’s Road adjacent to Stannaway Park in Crumlin? The speed ramps are in need of repair and there is high demand on these roads in particular when football matches are on.
Q.6 Councillor Dermot Lacey To ask the Manager if he can arrange for street sweepers and the street sweeper vehicle to go down to sweep Sandford Avenue - off Marlborough Road, Donnybrook - as due to the pot holes etc. there is a lot of scree on the road making it very dusty etc. before this question is reached and replied to.
Q.7 Councillor Mannix Flynn Can the Manager provide me with a full written report regards the rollout of the so called ‘gull bags’ bin bags that took place in the SEA Castle Street, South William Street, Fade Street etc.?
There has been much negative reaction from the public and indeed business owners regarding the roll out of this initiative. It is extremely unclear to the conscripted users of these bin bags as to who is responsible for this and who is managing this.
This report to include a full breakdown of all those consulted prior to the roll out of this scheme. What public consultation if any took place in the Dublin 8 area? Who conducted the data and survey and questionnaire that was associated with this initiative? Also, can DCC provide the service level agreement contract with those that are associated with this product? Those agreements to include any commercial contracts with the BID Company or arrangements and any other private entity. Also, the overall cost of this initiative including supply of the bin bags and who owns the bin bags. Finally, what planning permission or consent was given to DCC or any private entity to drill holes in the walls of private commercial premises or residential premises that are protected structures in a grade A architectural area?
