To ask the Manager to give a full report on the plans for the Donnybrook Graveyard and to outline why it has been allowed to deteriorate to its present condition that has led to no tours of same for first time in many years (apart from Covid period).

To ask the Manager if he will request the TAG to examine the junction at Rathgar Avenue and Garville Avenue in Dublin 6 to review the accessibility of the junction for pedestrians and consider installing a pedestrian crossing to improve safety for pedestrians.

To ask the Manager will he review the safety measures on St. Teresa’s Road adjacent to Stannaway Park in Crumlin?  The speed ramps are in need of repair and there is high demand on these roads in particular when football matches are on.

To ask the Manager if he can arrange for street sweepers and the street sweeper vehicle to go down to sweep Sandford Avenue - off Marlborough Road, Donnybrook - as due to the pot holes etc. there is a lot of scree on the road making it very dusty etc. before this question is reached and replied to.

Can the Manager provide me with a full written report regards the rollout of the so called ‘gull bags’ bin bags that took place in the SEA Castle Street, South William Street, Fade Street etc.? 

 

There has been much negative reaction from the public and indeed business owners regarding the roll out of this initiative.  It is extremely unclear to the conscripted users of these bin bags as to who is responsible for this and who is managing this. 

 

This report to include a full breakdown of all those consulted prior to the roll out of this scheme.  What public consultation if any took place in the Dublin 8 area?  Who conducted the data and survey and questionnaire that was associated with this initiative?  Also, can DCC provide the service level agreement contract with those that are associated with this product?  Those agreements to include any commercial contracts with the BID Company or arrangements and any other private entity.  Also, the overall cost of this initiative including supply of the bin bags and who owns the bin bags.  Finally, what planning permission or consent was given to DCC or any private entity to drill holes in the walls of private commercial premises or residential premises that are protected structures in a grade A architectural area?

Can the Manager issue a full report regarding any updates for the Bishop Street greening playground initiative?  This report to include any contact DCC has had with the developers at former DIT Kevin Street who would appear are willing to support this project.  What plans have been advanced by DCC Parks Department for this area? And bearing in mind the ongoing issues of the cabbage patch garden park - the greening of this area for the residents would give many in the area a safe alternative.

Can the Manager issue a report as to what progress has been made with An Garda Síochána in relation to the ongoing issues of criminal damage to parked cars and wholesale anti-social behaviour that is continuing to take place on Long Lane area?

Can the Manager issue a full report as to what services are being provided by the likes of BID (we are Dublin town) and other such private companies to clean the streets of the City Centre?  This report to include a full breakdown of all streets that these private companies may have cleaned.  The times, cost and the dates and how many staff were involved.  Also what products do these companies use to clean down the streets and are these products environmentally friendly and to provide evidence of same?

Can the Manger have DCC’s noise department investigate increased noise levels such as loud music and loud crowd noise emanating from a number of public houses on Camden Street and particularly Wexford Street?

 

With the very hot weather many of these bars and night clubs because of lack of air conditioning opened their windows and doors and the music was blasting out onto the streets and surrounding residential areas such as Camden Row, Bishop Street, Digges Street, O’Carroll Villas and surround St. Kevin’s area and Camden Street causing great nuisance and annoyance, so much so that residents cannot enjoy the comfort of their own homes.

 

Indeed, in many cases these tenants not only have to put up with this noise but they cannot enjoy the fresh air and have to close their own windows in order to mitigate the desperate noise racket.

Can the Manager initiate a full clean out of Stella Gardens in Irishtown, Ringsend and deal with the ongoing issue down there of illegal dumping and littering?

Can the Manager issue a full report and update with regards meetings that were held by the Minister for Housing, Dara O Broin, TD and Jim O Callaghan, TD with DCCs staff and tenants at Glovers Court to discuss the serious issues of dilapidation there. This report also to include how DCC came to the decision to reopen 8 flats in Glovers Court that had been recently condemned.  This report to include what process of consultation with the tenants took place, if any?  What Councillors were aware of this? And what will be the overall cost to this particular initiative that has caused great alarm with the residents of Glovers Court.

Can the manager initiate the process of the extinguishing of the public right of way of No Name Lane beside Beaux Lane which is adjacent to the Glovers Court flat complex?  Many residents in the area and businesses have experienced massive ongoing anti-social behaviour at this spot. 

 

The lane has been temporarily closed over the past number of years and this has greatly assisted tackling anti-social behaviour and criminality at this site.  The location itself is a cul-de-sac that is separated from the flats by an ugly Harris fence railing that again was put in place in order to deal with anti-social behaviour. 

 

It is hoped that these blocks of flats would be demolished or indeed constitutionally retro fitted and that the community would remain in place.  IN the meantime, any effort to counteract the ongoing issues are greatly appreciated by all.

Can the Manager issue a full report as to how DCC in collaboration with other stake holders intend to address the ongoing criminality and anti-social behaviour and assaults that are taking place from the stretch at City Quay into Pearse Street and into the Grand Canal Dock area which has been the subject of many complaints by local residents at City Quay, and the Grand Canal dock and Pearse Street?

 

This report to include a full breakdown of all meetings DCC officials have had with residents and businesses in this area in relation to this serious issue.

 

All correspondence to be supplied regarding contacts between DCC and Waterways Ireland and how Waterways Ireland intends to manage this issue going forward bearing in mind the vulnerability of residents in house boats who have been regularly attacked in recent times.   This is a very serious matter and I’d like a full report as to how we intend to protect our citizens, the victims of this anti-social behaviour.

To ask the Manager to respond to the following email from a constituent re the MacMahon Bridge.

 

“I am surprised that having returned from an extended period away from our apartment in Millennium Tower that the bridge still remains grossly neglected.  Again I am surprised that none of your supporters or yourself have not noticed this neglect over the years.

 

We are resident over 20 years.  I do not have to remind you of the businesses operating in our area and the visitors to Bord Gáis theatre.  Please get this problem attended to and I would appreciate a report as to why this problem has not been attended to over the years."

To as the Manager to respond to the following from a constituent from Rugby Villas Ranelagh.

 

"I want to bring to your attention the lack of DCC service to this area:

 

1.    The lack of street cleaning 

2.    Weeds on cracked footpaths 

3.    Footpaths in a hazardous condition and a serious threat to the safety of the local residents. 

4.    Grass area poorly maintained.

5.    Pay for parking in Rugby Villas but not in an adjacent street - why preferential treatment in Swan Grove? 

6.    The road surface on the approach road to Rugby Villas need urgent attention & repair as well. 

 

This area is completely neglected.  They are paying their Local Property Tax and not receiving the services required."

To ask the Manager to respond to the following email from a constituent.  He writes,

 

"In each of the 3 public car parks along the Strand Road, as we run into the holiday season - there is an endless stream of motorhomes and campervans which are using the beach car parks for overnight stays.  In many cases multiple nights.  Quite apart from the inappropriate use of the car bays, intended primarily for short term visitors to the promenade area, waste material is usually just dumped either in the car park itself or deposited in the bushes.  Quite apart from the unsightly levels of litter, the main consequence is to attract rodents which migrate from the beach rock-armour area.  It was never intended that the car parks would be used in this way and there are no waste facilities provided.

 

The simple fix would be to restore the entry gate height barriers which have been left open since the Covid pandemic period.  These barriers have suffered some damage and require some maintenance but the much larger problem described above could be quickly remedied, if this was acted upon.

 

Before the problem escalates during the summer season, SAMRA requests a motion at the next SEAC for your support and urgent action."

To ask the Manager to respond to the following issues in Dartmouth Square Park Ranelagh.

 

·         The bin on the west side of the square is regularly overflowing with general rubbish, coffee cups and bags of dog faeces.

·         The hedge is grown wild with full sized shrubs / trees that have been thriving for at least one year, possibly two.

·         The ‘flower beds’ are quite simply a mass of weeds.  Several residents planted bulbs in the spring, it was impossible to enjoy these as they were swamped by the weeds.

·         Such signage that exists, is of poor quality and fails to convey important information.  There is nothing to indicate the regulations about times when dogs are allowed off leash.

·         A few magnolia trees which were planted about 2 years ago are in fact, dead and should probably be removed.  However, they are probably an appropriate metaphor for the state of the park.

Can our Road Maintenance Section resurface or replace the tarmac area on Devenish Road between nos. 7 - 16 (see photo).  The surface is in a bad state of repair.

Can our Housing Maintenance Section make safe the footpath and entrance to our tenant's home (details and photo supplied).  The drop to the drive-in is dangerous.  It is a fall hazard, particularly in the dark; there needs to be either railings or wall to make this safe.

The resident in (details and screenshot supplied) reports that there is overgrown vegetation along part of his back garden boundary wall with the FOLD housing complex.  He says “this isn’t part of landscaping and wasn’t part of any planning permission granted. This is a weed they’ve previously cut down but allowed to grow back and is now out of control".

 

Can DCC contact FOLD and request that they remove this vegetation which is causing a nuisance and blocking sunlight for the resident?

Can our Housing Maintenance Section inspect the back boundary wall that is part of the entrance to CCMA and our tenant’s house at (details supplied)?

 

Our tenant reports that part of this brick wall was damaged when our staff had removed some trees.  She fears that the wall may collapse and is a danger to persons on both sides.

To ask the local Area Manager and Bins Department in regard to resolving the removal of bins in the Terenure and Rathgar and others in South East Area, the enquirer has brought on major issue:

 

“Over the past two years DCC have been gradually removing bins from Terenure.  We appreciate we have an issue with people putting their domestic waste in these bins throughout Dublin.

 

But removing the bins is not the answer, the streets still need the bins to encourage anti-littering.  The traders pay very large rates in the village and these rates are on a power with the city centre.  Unlike the traders in the city most of the business owners in Terenure live and work in the community.

 

This means we are invested in our area (unlike the city).  It is an indictment on the council to be removing these bins to make life easier.  An alternative solution must be put in place. I’m not in a position to suggest, but other counties and also towns in Ireland have solutions for these issues.

 

(There are answer / suggestions / alternatives / solutions available to be implemented).

 

Simple removing bins is not the answer.  The village and surrounding areas are now littered to the point the area looks rundown and uncared for. 

 

We do our best; our Tidy Towns group are out and about but we are not at the level of commercial and domestic clean up. 

 

I have mentioned this before.  When we announced we had a Tidy Towns Group; the DCC road sweepers that came twice a week disappeared over night.  The council make it increasingly more difficult to keep our environment clean, by removing services.  DCC take it away, which then encourages bad feeling. 

 

The city centre can’t be the only area the council are concerned with.  While we are very grateful for the clean-up apparatus provided by DCC to the Tidy Towns, i.e. litter pickers, bags…  This very small group can’t be held responsible for the entire clean-up of Terenure and Rathgar and the surrounding areas on no budget a few litter pickers. 

 

Also, these people are volunteers, they are not paid workers, most are elderly and can’t be expected to do the heavy lifting. 

 

Removing the bins has forced their wonderful intentions and enormous efforts to just go about ‘picking up litter’.  They have no time for the real environmental issues that they actually could help with.

To ask the local Area Manager and Parks Department in regard to enquiry about the health and safety in the area of the playground in Harold's Cross Park.

 

I am notified that the surface of the playground is covered in wood chips.  There have been several minor accidents where children have fallen on the wood and injured themselves.  Children also use the wood chips to throw at each other, and there have been instances where eye injuries have occurred.  The enquirer is asking that Dublin County Council remove the wood chips and cover the playground with a suitable surface that is safe for children.

To ask the local Area Manager and Parks Department in relation to the weeds on Larkfield Grove.

 

The enquirer has requested to know if / when they are going to be removed?  It is notified that they are making the area look very unkempt and enquirer noticed some locals (including enquirer) remove them outside of their own properties.  They are particularly bad where Larkfield Grove meets Larkfield Gardens.

 

Secondly, enquirer requests if there is a plan to fix the footpath at the same intersection?  It is noted that it was done on the Larkfield Gardens side but not on the Grove side.

To ask the local Area Manager and Roads Department in regard to pedestrianisation of Wynnefield Road, Rathmines, Dublin 6, which is brought on by elderly people in the area needing nearby parking.

 

The enquirer and neighbours object to the proposal.  The enquirer lives over their shop and it has been their family home since 1991.  It was not possible to park outside their property, they parked on Wynnefield Road and when paid parking was introduced in the mid 1990's they were issued with two permits, one of which surrendered as husband can no longer drive.  This facility has been essential to us being able to live where we do and it is even more vital now due to our age, re husband lack of mobility and enquirer own health issues.  The enquirer states that the closure would also mean the exit onto the Rathgar Road / Charleville Road / Grosvenor Road junction may have to be revisited - in light of the Bus Connect plans it may raise issues - this could cause a form of land lock - an example being if they park on Charleville Road and need to bring husband out it would entail having to drive out onto to Leinster Road, to Grosvenor Place, to Grosvenor Road, to Rathgar Road and pulling into the top of Wynnefield, illegally of course.  Enquirer fully appreciates the need to reduce car usage and promote other means of transport but there are going to be victims of these policies and request they are to be taken into consideration.

To ask the local Area Manager and Roads Department in regard to the poor condition of the footpaths on Upper Rathmines Road and Lower Rathmines Road.  The enquirer notes that in places they are quite hazardous - some paving stones are not level and are creating a tripping hazard for pedestrians.  Also where works have been carried out, the repairs have not been well finished and the repaired areas are not in fact level with the existing pavement.


On 6th June 2023 the enquirer in the morning tripped and fell but fortunately was not seriously hurt but it could well have been otherwise.  Enquirer notes that it won’t be long before there is a serious incident.

  
It is noted that it would be good if an engineer could assess the situation all along Upper and Lower Rathmines Roads and see to it that the problem areas are finished to a proper standard.

To ask the local Area Manager in regard to Tivoli Avenue, Harold’s Cross, Dublin 6W with enquirer who is seeking advice on getting the road and foot pavement resurfaced and is in serious need of maintenance.

 

“It is a one way road that is a very busy through way for surrounding roads to the main Harold’s Cross Road.  There is only a footpath on one side of the road which has a dangerous raised piece on concrete left from where a post / concrete post once stood. It was removed but not cleanly and is a trip or fall hazard.”

 

Enquirer has stated that she has tripped over this several times.  Enquirer has been in contact with road maintenance in Dublin City Council and has been advised that they are short staffed and that there is only one Engineer currently looking after the South East Area.

 

Enquirer has been advised to follow up in three months’ time if they have not had a response.

To ask the local Area Manager and Traffic Department again, about Stannaway Avenue.

 

As stated in my enquiry a year ago, enquirer currently lives on St. Teresa’s
Road in Crumlin.  It is notified that there is a very sharp bend on St. Teresa’s Road and traffic moves very fast from Stannaway Avenue.

 

Former request for speed ramp on the road near there as it has become very dangerous with cars driving around when traffic is busy from St. Agnes Road i.e. a short cut to avoid traffic. 

 

The council marked speed limit in white paint on the road.

 

This is considered a negative alternative to putting a ramp there, as there are ramps on most parts of the road except for the bottom part.

 

It is considered extremely dangerous and cars continue to drive dangerously around the bend.

 

Secondly the whole road needs the ramps upgraded or repaired as they are in serious damage and are considered useless at this point.

 

Enquirer has talked to residents who would be in favour of both and is wondering what could be done.

 

Enquirer requests would it be possible to get extra ramps and upgrade the already damaged ramps as it has become very dangerous the last few months with cars speeding up and down. There are ramps to a certain point but there should be one or two more.

To ask the Manager if the new re developed Portobello Harbour will be accessible to people with disabilities and if it will conform to the 7 principles of universal design.

To ask the Manager to address the following matters:

 

1.    That a system of business and residential passes be a condition of granting licences by DCC for any events that involve the closure of footpaths and that the organisers of such events should be required to contact all affected parties through direct leafleting.

 

Reason: The closure of footpaths for public events is a major issue for impacted residents and businesses. It can prevent residents from accessing their own homes as they wish and can be detrimental to businesses which are effectively closed by DCC for the duration of such events.

 

2.    As a condition of granting a licence for events by DCC that involve the suspension of parking or traffic diversions, notices are prominently displayed along the event route 14 days in advance of event day detailing the traffic and parking plans, so that residents and businesses are adequately informed of the event plans.

 

Reason: Given the varying means of how people access news today, placing notices along event routes or directly leafleting along the route is the only way that all impacted residents and businesses will be made aware of the event.

 

3.    When conditions attached to the granting of a licence by DCC are breached, a clear penalty clause is in place for the failure of the organisers to adhere to such conditions.

 

Reason: It appears that if the organisers of events fail to adhere to the conditions of their licence and no penalty is paid by the organisers for their failure to adhere to the conditions of the licence.

To ask the Area Manager if the intersection of Rathgar Avenue and Garville Avenue can be assessed for a pedestrian crossing?  Currently, there is no pedestrian crossing signal available on any arm of this junction, preventing safe crossing by pedestrians.

To ask the Area Manager, further to a question asked in February about the quality and reliability of internet service in Rathmines library, what is the timeline for completing the upgrade to a fibre connection?  For reference the reply in February was:

 

“Libraries has commissioned a technical survey of the building.  Two issues were highlighted, in that some equipment needs to be replaced, and the line into the building needs to be upgraded to fibre (from copper).  New equipment is being ordered and we are in discussion with our telecoms providers about the installation of a fibre connection.”

 

Will this work be completed ahead of the next academic year so that students have access to this facility?

To ask the Area Manager if the property at (details supplied 1) is on the list to receive external insulation?  A contractor (details supplied 2) has been carrying out surveys recently on nearby houses but failed to call to this home, where the resident has health issues and requires better insulation.

To ask the Area Manager if Road Maintenance can carry out an assessment of the road surface and footpath at Tivoli Avenue, Harold’s Cross, as both road and footpath are in a very poor state and require resurfacing and / or maintenance.  Tivoli Avenue is a busy through way for surrounding roads to access the main Harold’s Cross Road and the footpath is cracked, broken and has a dangerous concrete protrusion from where a post / concrete post once stood, presenting a clear trip hazard.

To ask the Area Manager if a Dog Warden can attend Stannaway Park between the hours of 9am and 11am on a number of consecutive days to have a presence in the park and ensure that restricted dog breeds are being kept on a lead, and to follow up with a report listing the dates and times of the warden visit, along with breeds observed.  Regular park users report that large, heavy, restricted breeds are being exercised off-lead on a daily basis in the park, causing a risk to other park users.

To ask the Area Manager if two large areas of pavement at the junction of Leinster Road West and Effra Road (see image attached) could be considered for mixed planting and tree pits to improve drainage, shelter, shade and biodiversity on this road?

To ask the Area Manager if Traffic Engineers can carry out a speed assessment on St. Theresa’s Road in Crumlin with a view to establishing if additional speed ramps are needed on the approach to the acute bend outside numbers 51 and 60?  Residents report that drivers approach this bend at speed from Stannaway Avenue and would like to see traffic calmed, or access to through traffic restricted.

To ask the Area Manager, in light of the prolonged dry weather, if the recently planted trees on Clonmacnoise Road can be watered to ensure they establish and thrive, as they currently look to be in poor condition.

To ask the Area Manager if legal parking spaces can be demarcated and if some physical infrastructure can be installed to prevent double parking and parking on a corner at the junction with Ferns Road and Sundrive Road (see location map attached).

 

Double parking is an ongoing issue here and blocks visibility for pedestrians and other road users.  Repeated requests for enforcement here have not resulted in any change in parking habits.

To ask the Manager for an update in relation to the placement of CCTV at litter black spots and crime black spots (e.g. bicycle racks; laneways etc.).

To ask the Manager for an update from Parks in relation to the commitment to move a bench from its current location in Mount Argus Park to a location away from the houses adjacent to the park.  The commitment was given in early 2022 but so far has not been progressed.

To ask the Manager to install pedestrian lights at the junction between Rathgar Avenue and Garville Avenue.  This is a very busy junction at peak traffic times.

To ask the Manager to make available a dog warden in Stannaway Park from 9 - 11am on random days to deal with the issue of dangerous dogs off lead in the park. This issue is restricting other users of the park who feel unsafe while this unregulated activity is going on.

To ask the Manager to put a new speed ramp on St. Teresa’s Road at the junction with Stannaway Avenue to address the danger at this bend in the road and slow traffic down.  Also the other ramps on the road need resurfacing.

To ask the Manager to schedule footpath and road repairs on Tivoli Avenue, Harold’s Cross.  There is only a footpath on one side and there is a raised piece of concrete on it which is a serious trip hazard.

I raised the issues on Harold’s Cross Road at June’s meeting but want to raise them again in July.

 

·         There are four primary schools within 300m on the R137 with several children walking and cycling to school.

·         There is extremely low road safety in the Harold's Cross area and in specific on the R817 and R137 due to high traffic volumes and high traffic speed.

·         Road safety for the children and in general for vulnerable road users is further aggravated by the poor cycling infrastructure, low footpath space due to aggressive illegal parking on footpaths.

 

Can I request to decrease the speed limit on the R137 and R817 to 30kph in proximity to the schools to increase the road safety for children and other vulnerable road users in the area?

 

Can I once again request to deploy traffic calming measures on the R137 and R817 in proximity to the schools to increase the road safety for children and other vulnerable road users in the area?

Residents from St. Teresa’s Road in Crumlin have once again been in touch regarding the very sharp bend on road with traffic moving very fast from Stannaway Avenue.  It is creating anxiety and stress for residents and is unsafe.  They are seeking once again put another speed ramp on the road near the corner; it has become very dangerous with cars driving around when traffic is busy from St. Agnes Road i.e. a short cut to avoid traffic. 

 

Since I last raised this the council marked speed limit in white paint on the road.  This is a ridiculous alternative to putting a ramp there as there is ramps on most parts of the road except for the bottom part.  It is extremely dangerous, and cars continue to drive dangerously around the bend.

 

Secondly the whole road needs the ramps upgraded or repaired as they are in serious damage and are useless at this point.

 

Again, I would ask that this be addressed.

Can Tivoli Avenue, Harold’s Cross Dublin 6W road and foot pavement be listed for resurfacing, it is in serious need of maintenance?

Regarding the new Traffic Lights on Sally's Bridge a constituent wrote.  Can the synchronisation of these lights be adjusted to address this problem?

“When coming from South Circular Road (SCR) and looking to turn right on Parnell Road, vehicles wait in the middle of the junction for a gap in traffic of vehicles (travelling in the opposite direction from Clogher road to the SCR).  The lights are not in sync here in both directions, so the lights turn red when coming from the SCR and the lights from Clogher to SCR remain green for a number of seconds afterwards.  This is confusing drivers, trying to turn right at Parnell Road and likely to cause an accident. Could this be reviewed by the Traffic Department?"

To ask the Area Manager what can be done to improve safety for cyclists at the junction of Patrick Street / Winetavern Street / Christchurch.  Since the traffic changes were made to accommodate the contra flow bus lane, which is very welcome, it has become even more difficult and dangerous for cyclists travelling towards the city centre to turn right safely onto Lord Edward Street.  Can the Area Manager look into this and respond please?

To ask the Area Manager if the road surfacing of Morehampton Terrace can be formally inspected with a view to adding this small road for refurbishment and resurfacing works; if the corner of Morehampton Terrace as indicated in the photograph below where double yellow lines are located could be examined for possible solutions to further disincentivise illegal parking on this spot, including but not limiting to the placement of planter at this spot which the residents would be happy to support.

The road surface of Morehampton Terrace will be inspected and will be put forward for consideration for inclusion in our future resurfacing programmes as appropriate.

 

The Parking Policy and Enforcement section will liaise with the area engineer about enforcement measures.

Morehampton Terrace road surface was inspected and is listed for             consideration for inclusion in future resurfacing programmes.

 

The double yellow lines will be reinstated once the road surface has been repaired.  Transport Advisory Group do not recommend the placement of planters on the footpath at this spot as the footpath width is to narrow and would hinder pedestrian movement.

 

The Transport Advisory Group will liaise with Parking Policy and Enforcement section about enforcement measures.
