Motion 1 from Councillor James Geoghegan

That the South East Area Committee;

 

·         supports the residents of Brighton Road, Rathgar, Dublin 6 in their request to Dublin City Council, to have a ‘Playful Street Pilot Scheme’, like what is operating in Fingal County Council;

·         agrees, as part of such a pilot scheme, to support the residents’ request to limit access to vehicles for a few hours, along the stretch of that road between the junctions of Harrison Row and Garville Avenue Upper, on Saturday the 2nd of September 2023, ideally between the hours of 1pm and 5pm; and

·         recognises that the Brighton Road residents are ready to work together with the relevant departments within Dublin City Council, along with local Gardaí, to deliver and implement this pilot scheme to encourage local children to play outside, while at the same time promoting a stronger community in the area.

Motion 2 from Councillor Dermot Lacey

Recognizing their importance locally and across Dublin and the unique Dublin Bay Biosphere this committee requests a serious action plan in relation to Sandymount and Merrion beaches and adjacent areas.  Such a plan would to have immediate and medium term objectives to include tackling

 

  • The horrendous stench (sewage like smell) - possibly emanating from a sewage / water outlet at far end of Sandymount Strand near the top of Sydney Parade Avenue.

·         It is not clear if this is meant to be a water overflow outlet but recently raw sewage has appeared on the beach near it, together with many rats and a very bad stench.  The stench worsens at certain times of the day which may be associated with release times.

  • Sufficient waste bins.
  • Agreed cleansing programme.
  • Update and plan of action from EPA.
  • Integrated agree plan with OPW.

 

And any other matter the Manager would like to report on in relation to this issue.

 

And to request that action be taken prior to this meeting and through notification by this motion to deal with the smell issue before the real summer period commences

Motion 3 from Councillor Dermot Lacey

This committee requests the board of the Swan Leisure Centre and Dublin City Council to prepare a precinct improvement and public access / use plan for the area in front of the centre to create an attractive, accessible public space.

Motion 4 from Councillor Dermot Lacey

This Committee requests a comprehensive report on what action will be taken to deal with the issues detailed in the submission attached to this motion relating to Dartmouth Square Park.

 

“I am sending you a selection of photos taken in Dartmouth Square over the past few weeks. 

 

They say a picture is worth a thousand words which is just as well as I’m not sure that I can adequately express my dismay, frustration, and disappointment at the condition of the park.

 

  • The bin on the west side of the square is regularly overflowing with general rubbish, coffee cups and bags of dog faeces.
  • The hedge is grown wild with full sized shrubs/trees that have been thriving for at least one year, possibly two.
  • The ‘flower beds’ are quite simply a mass of weeds. Several residents planted bulbs in the spring, it was impossible to enjoy these as they were swamped by the weeds.
  • Such signage that exists, is of poor quality and fails to convey important information. There is nothing to indicate the regulations about times when dogs are allowed off leash.
  • A few magnolia trees which were planted about 2 years ago are in fact, dead and should probably be removed. However, they are probably an appropriate metaphor for the state of the park.

 

I could go on.

 

I have lost count of the occasions over the years that my neighbours and I have met with members of the Parks Team.  We have walked the park, discussed the issues of concern. Plans and promises were made, and we looked forward to their implementation.  Sadly, we have been badly let down.  This is particularly ironic given the many contributions – including financial – that residents have made over the years.

 

Dartmouth Square is at the heart of an Architectural Conservation Area and could be a jewel in the crown of Dublin city parks.  Rather it is a source of shame and embarrassment to DCC.”

Motion 5 from Tara Deacy, Pat Dunne, Deirdre Conroy, Fiona Connelly and Carolyn Moore

That this committee agrees once again to address the serious and life-threatening issues that continue to occur on the Crumlin Road in relation to traffic calming.

 

Background: 18 months ago, Cllr. Dunne and I submitted a motion to deal with the traffic calming issues on the Crumlin Road.  The suggestions we made to deal with this ongoing dangerous situation were not implemented and I believe the only measure that was introduced was the employment of a lollypop lady at the school.

 

We said at that time that it is an accident waiting to happen and several incidents have occurred since, most recently on Sunday June 18th a very serious accident occurred (outside 57 Crumlin Road) involving a young child on his bike out for a cycle with his parents on Father’s Day.  The Crumlin Road is unsafe and is unfit for local residents to use.

 

Can we please revisit the traffic calming measures, can something meaningful please be done this time before there is a fatality.  Please don’t reply with ‘Bus connects’ will fix it.

Motion 6 from Councillor Carolyn Moore

Many users of Dublin city libraries, students in particular, could be using refillable water bottles while they use the library services, so to promote a circular economy and reduce waste, this committee agrees that drinking water taps, fountains or bottle refill stations should be available in all our libraries in the South East Area.  In particular a drinking water fountain / bottle refill station should made available to users of Rathmines Library, similar to what is currently available in Kevin Street, before the start of the next academic year.

Motion 7 from Councillor Pat Dunne

This area committee notes with concern the major flooding events in the Dublin 12 area that occurred on 13 June 2023.

 

It would appear that the gully drainage system was unable to handle the volume of rainfall that fell.  In particular Slivenamon Road, Crumlin village, Windmill Road and Sundrive Road were badly affected.

 

These locations have a history of flooding and we ask that a full investigation in the adequacy of the drainage system be carried out and that long term remedial actions be undertaken.

Motion 8 from Councillor Pat Dunne

This area committee once again asks that the Part 8 development for 30 parking spaces at the Rutland Grove entrance to Eamonn Ceannt Park be actioned.  Commitments in the past have faltered and the frustration of local residents due to lack of progress is understandable. We now call on the relevant sections of the council to prioritise this plan.

Motion 9 from Councillor James Geoghegan

That the South East Area Committee agrees that the Parks Department will spend the money that was allocated to them by the South East Area discretionary budget to add clasps to the gates of Sandymount Green to enable the gates automatically close for safety purposes for young children and children with additional needs, while ensuring access for persons to the green with physical disabilities is not compromised, and that this will be done before the end of the summer.

Motion 10 from Councillor Claire Byrne

That this area committee calls on the Area Manager to please install coloured road markings to signify the contraflow cycle lane on Molesworth Street.  It is very dangerous for cyclists travelling towards Dawson Street facing traffic turning on to the street who aren't aware of the contraflow lane.

Motion 11 from Councillor Claire Byrne

That this area committee calls on the Area Manager to please fix the pathway outside Mr. Chippies on Camden Street at the gyratory as a matter of urgency.  The pathway has been left in disrepair seemingly since the installation of the digital advertising totem and there are sandbags and signs there also.  This is unsightly and unsafe.
