The following emergency motions were tabled;

 

Emergency Motion in the names of Councillors Ray McAdam, Gaye Fagan & Christy Burke.

 

 

That this Committee, following on from the recent JPC Policing Matters Public Meeting in East Wall, agrees to formally request Helen Smirnova and the Traffic Engineers involved with the Neighbourhood Traffic Scheme project meet with representative group of residents from East Wall to discuss the ongoing traffic management issues in East Wall. Traffic and Parking issues dominated this policing meeting which highlighted the severity of the situation and of the need for Dublin City Council to act in preparing for a Traffic Management Plan for East Wall.

 

ORDER: Agreed.

 

Emergency Motion in the name of Lord Mayor Councillor Nial Ring, Councillor Gaye Fagan, Councillor Ciaran Cuffe, Councillor Ray McAdam, Councillor Christy Burke, Councillor Janice Boylan, Councillor Gary Gannon and Councillor Eilis Ryan.

 

 

That this Committee requests that the following planning conditions apply to Case reference: PL29N.302919, Retention of the "Former Bakery" (a protected structure), demolition of remaining buildings and construction of 257 no. student accommodation bed spaces and associated site works.

124-126 Parnell Street, Dublin 1

 

“The fourth floor of Block E shall be omitted. Reason: to improve the amount of sunlight and sunshine to adjacent residents on the opposite side of Temple Lane North in Father Scully House and Temple House, and reduce over-looking.”

 

“The bin stores shall be placed on the south side of Block E with no ventilation to Temple Lane North. Reason: to reduce noise and odour to adjacent residents in Temple House.”

 

“The ESB Station shall be placed in the interior of the development without access or openings to Temple Lane North. Reason: to reduce the potential for low-level hum and noise pollution for the adjacent residents.”

 

“The facade to Block E facing Temple House and father Scully House shall be in traditional red bricks rather that coloured fibre-cement panels. Reason: to provide a decent quality finish that has been proven to last the test of time.”

 

“That a Student Management Plan spell out in detail what mechanisms will be available to nearby residents in the case of difficulties arising with the proposed development and include a 24h contact number for the management team. Reason: To allow nearby residents raise concerns as they arise.”

 

“That a construction phase traffic plan shall be submitted for approval by the Planning Authority with emphasis on protecting vulnerable road users including children and older people from construction traffic. All existing structures shall be examined for the presence of asbestos or other toxic substances, and if detected all appropriate Health and Safety precautions shall be observed. Reason: to protect the amenity of nearby residents”

 

“That the levels of construction traffic using Temple Lane North using the construction phase shall be kept to a minimum. Reason: to protect the amenity of nearby residents”
