Emergency Motion in the names of Councillors Nial Ring, Janice Boylan, Cieran Perry, Christy Burke and Anthony Connaghan
That this committee notes, with concern, the fact that the Health Service Executive has summarily cut the €8 per day allowance paid to users of the SOILSE addiction recovery services at Henrietta Place and Green Street, service which have been in place for over 25 years. The committee further notes that staffing numbers in SOILSE are at critically low levels in both programmes, with the future sustainability of this vital North Inner City service now in doubt.
Finally, we would like to bring attention to the accommodation of both programmes. Henrietta Place’s 25 year lease expired in September 2019, and the facility is being rented on a month to month basis. Green Street’s lease expires in August 2020. The HSE have provided no solution, as of yet, as to where these programmes will be situated in the short, medium or long term. In light of the foregoing, this committee demands that the Minister for Health and the Minister for Finance immediately address these issues and find solutions which will ensure the continuity of the essential recovery services being provided by SOILSE on a secure, sustainable and long term basis

That this committee notes, with concern, the fact that corporate policy group (CPG) has intervened in the heretofore independent operation of the councillors' discretionary funds by issuing guidelines in relation to the selection process and operation of the fund. In particular, this committee rejects the edict which attempts to prevent an Educational Scholarship fund being set up in the Central Area as has been done in the past number of years to hugely positive effect and feedback.
Therefore, the members of this committee agree to overlook the CPG guidelines in this instance and agree to set up an Educational Scholarship fund as heretofore. This committee also notes the allocation of over €40,000 from the NEIC programme to support an M.A. (Masters Degree) in Education course through the School Principals' Network

That this Central Area Committee calls on the Manager to get an update report from City Council Senior Management and the HSE to outline the plans to try and prevent the virus Covid -19 from effecting the 1000 families and 4 000 children who are in hotels and B and B’s due to the homeless crisis and to ask if the families have been advised by HSE and the City Council regards plan B
