Minutes:

The following Emergency Motions were tabled.

 

 

Emergency Motion in the names of Councillors Nial Ring, Janice Boylan, Cieran Perry, Christy Burke and Anthony Connaghan

 

 

 

That this committee notes, with concern, the fact that the Health Service Executive has summarily cut the €8 per day allowance paid to users of the SOILSE addiction recovery services at Henrietta Place and Green Street, service which have been in place for over 25 years. The committee further notes that staffing numbers in SOILSE are at critically low levels in both programmes, with the future sustainability of this vital North Inner City service now in doubt.

 

Finally, we would like to bring attention to the accommodation of both programmes. Henrietta Place’s 25 year lease expired in September 2019, and the facility is being rented on a month to month basis. Green Street’s lease expires in August 2020. The HSE have provided no solution, as of yet, as to where these programmes will be situated in the short, medium or long term.  In light of the foregoing, this committee demands that the Minister for Health and the Minister for Finance immediately address these issues and find solutions which will ensure the continuity of the essential recovery services being provided by SOILSE on a secure, sustainable and long term basis

That this committee notes, with concern, the fact that corporate policy group (CPG) has intervened in the heretofore independent operation of the councillors' discretionary funds by issuing guidelines in relation to the selection process and operation of the fund. In particular, this committee rejects the edict which attempts to prevent an Educational Scholarship fund being set up in the Central Area as has been done in the past number of years to hugely positive effect and feedback.

 

Therefore, the members of this committee agree to overlook the CPG guidelines in this instance and agree to set up an Educational Scholarship fund as heretofore. This committee also notes the allocation of over €40,000 from the NEIC programme to support an M.A. (Masters Degree) in Education course through the School Principals' Network

 

            ORDER: Agreed.

 

Emergency Motion in the names of Councillors Anthony Flynn and Christy Burke .

 

 

That this Central Area Committee calls on the Manager to get an update report from 

City Council Senior Management and the HSE to outline the plans to try and prevent the virus Covid -19 from effecting the 1000 families and 4 000 children who are in hotels and B and B’s due to the homeless crisis and to ask if the families have been advised by HSE and the City Council regards plan B

This Committee calls on the Manager to immediately issue a statement on the Compliance concerns that have arisen on the Regeneration site at Dominick Street, Dublin 1 and the Cornamona Court Development, Dublin 10 concerning a number of sub-contractors not adhering to the terms and conditions of the Construction Sectoral Employment Order, resulting in workers not being covered for Pensions, Sick Pay and Death in Service.*

 

 

A consequence of Dublin City Council not addressing non-compliance on their sites is that construction workers are being forced into Bogus Self Employment roles - a practice that cannot comply with Construction, Mechanical or Electrical SEO’s and this committee is calling on the council to introduce an independent Auditing body to ensure full compliance with employment legislation.

 

 

 

Motions to the Area Managers

 

Motion in the name of Councillor Janice Boylan

 

That the Central Area Committee agree to direct the Manager to deviate from the normal scheme of lettings and allocate the 56 units in O’Devaney Gardens with consideration for those who previously lived there and want to come back.  Once these people are on the transfer list and obviously near the top of the list, which indicates that they have been a number of years on the housing waiting list.

 

I am calling on the Manager to support my motion to allocate the 56 units fairly, taking into consideration those who are on the list and have an attachment to the area.  I am not requesting that all are allocated this way, but that we ring fence some for genuine cases of those who lived there before and want to return.

 

I would also call for the breakdown to be done as near as possible to the following breakdown:

 

20 from the housing list

20 from the transfer list

16 from the homeless list

 

To me, this is the fairest way to do the allocations.  I would appreciate everyone’s support on this motion.

Motion in the name of Councillor Christy Burke

 

That the Central Area Committee agree to place a fitting tribute on the new pitch on the Markets site, to the late Danny Pender for his outstanding community work over many years in the area.

Motion in the name of Councillor Darcy Lonergan

 

That the Central Area Committee agree to write to the Office of Public Works expressing our disappointment at the felling of the birch trees lining the pathway in the cemetery towards the entrance to the Botanic Gardens from the Prospect Square end.

Motion in the name of Councillor Janet Horner

 

That the Central Area Committee request An Garda Siochana asking for more enforcement if illegally parked cars in the Dublin Central area - particularly where there is a dangerous obstruction to vulnerable road users.

Motion in the name of Councillor Janet Horner

 

That the Central Area Committee request that the 20% roads maintenance budget ring-fenced for cycling be first spent on areas where there is a dedicated cycle lane in need of resurfacing before being spent on shared bus and cycle lanes.

That the Central Area Committee call on DCC to urgently secure funding for the development of social and affordable homes on the site on Bannow Road recently acquired by DCC and to provide a report outlining plans for same.

That the Central Area Committee call on the Government to urgently ament Part V Housing Legislation to ensure a minimum 10% social, 10% affordable purchase and 10% affordable rental homes are provided in every new development.

Motion in the name of Councillor Mary Fitzpatrick

 

That the Central Area Committee call on the Government to urgently introduce a minimum two-year rent freeze, a tax rebate for renters and landlords with no more than one rental property,  in recognition of the increasing unaffordability of residential rents in Dublin Central.

That the Central Area Committee call on Government to engage with the Post Masters Union to ensure continued operation of all Post Offices in Dublin Central as Post Offices in Dublin Central provide important service to our community.
