Presentation on Criminal Assets Bureau - Detective Chief Superintendent Patrick Clavin

Minutes:

Chief Superintendent Clavin introduced the guest’s attending from Malta as observers with regards to setting up CAB in Malta.

 

CAB was set up in 1996.  CAB links with the local Garda through the use of trained Asset Profilers.  It foster links with local communities.  CAB is a statutory body funded by the Department of Justice and not part of An Garda Siochana.  There are 2 categories of staff 1). Bureau Officer - Garda, Revenue and 2). Bureau Staff - Legal Officer, Forensic Accountant, I.T and Admin.  The Chief State Solicitors Office looks after all the legal work.  Cllr Bourke commended CAB on the great work they do. Cllr Flanagan had a question regarding are there revenue targets to meet, Chief Superintendent Clavin discussed it is not revenue target driven, its target is for criminals, CAB are going after people not money.  Cllr O’Moore asked about how CAB liaise with DCC regarding people in tenancies that are known to CAB, Chief Superintendent Clavin advised he does liaise with Local Authorities and possibly there is more they can do.

Order:   The Garda discussed the statistics for the DMR North.  The incidents of domestic violence are down, the Garda are satisfied that these incidents are categorised correctly and the figures are recorded correctly.  There has been an increase in robbery from establishments in Raheny/Clontarf.  Theft of vehicles is up in Coolock Sub-district, this is due to the difficulties in  the Darndale area where significant public order units have been deployed a couple of days a week since Christmas to tackle the joyriding incidents in Darndale.  Superintendent Donnelly advised that this cannot continue as it is a high outlay of both finance and resources.  Both Chief Superintendent Curran and Superintendent Donnelly emphasised the importance of local people providing names, the difficulty guards have in apprehending these offenders is that they are covered up in hoodies and they cannot identify them.  They are primarily juveniles, mid to late teens; it is a small cohort of people carrying this out.  Anyone can contact Superintendent Donnelly or Inspector Healy in Coolock Garda Station with information. 

- The Community Garda in Coolock are participating in TAG programme (Teenager and Guard) with youths from the Darndale area.  There is positive feedback from the members who are participating.

 

- The Policing Plan 2018 is nearly complete and Darndale and Edenmore are documented as a priority, when complete request garda do presentation on same (An Garda)

-  Cllr Gilliland asked about the 5th class programme run in the schools, could this be delivered to other classes within the school.  Superintendent Donnelly spoke about it not being a good idea for younger children than 5th class but the danger of scrambler bikes could be discussed. 

-  Cllr Mahon thanked the Garda for their hard work within the community.

-  Cllr Flanagan asked about assaults, do the person pressing charges have to appear in court, Superintendent Donnelly advised yes they do have to appear in court.  - Superintendent Donnelly queried the CCTV in Darndale is it still linked to Coolock Garda Station?  (Deirdre to contact Aidan Fitzsimons re CCTV link)

- Cllr Moran had a question regarding prosecuting people for Illegal Dumping; Superintendent Donnelly stated no one has been prosecuted. 

- Cllr Tom Brabazon queried if having extra guards in Darndale leaves other areas short?  Superintendent Donnelly advised that this extra garda patrol was being done on overtime.  Cllr. Brabazon  asked about other areas of Anti-Social behaviour like Clare Village are 999 emergency calls being responded to?  Chief Superintendent Donnelly discussed how emergency calls to the Garda are prioritised that resources are a constant challenge.

- Chief Superintendent Curran spoke about the shortage of Management and Supervisory Garda; competitions are going to be held in April to address this shortage.  He believes that collaboration with the community and the local authority can get achievements.

- Cllr O’Moore requested a letter on behalf of the NCA JPC be sent to the Commissioner appealing for more resources.  (Deirdre to contact City JPC re same)

Garda Queries raised at Clongriffin Belmayne Community Forum HTM 30 KB

Minutes:

Order: Vanessa Carey outlined the issues raised by Declan Cahill, Chairman of the Clongriffin Belmayne Community Forum.   Cllr Brabazon requested that the report on crime figures which is verbally given at the Forum, that this report is circulated with the minutes, Superintendent Donnelly agreed to the issuing of written reports.  Can  a Garda Sub-office/Clinic be established to service the area.  Such an office was set up in the past but attracted very little business.  Superintendent Donnelly advised that if there is a demand for it to be set up in the evening time he will talk to Sergeant Dan Creedon about it.

Motion (Cllr. Gilliland) referred to from NCA December, 2017 Area Committee - That the North Central Area Committee recognises the need for an audit of traffic calming measures and a traffic management review in the Darndale estate in order to review and evaluate the effectiveness of current traffic management and calming in the area.

Minutes:

Order: Chief Superintendent Curran advised this was discussed at the Parks Sub-Committee; this is on-going and will require the input of DCC Engineering Department.  Dave Dinnigan advised when looking at the road networks in Darndale there needs to be a careful balance, need to look at neighbourhood design, you don’t want it to look hostile. He doesn’t want the road problem exported into parks and open space. (In conjunction with DCC and the guards examine Roads network Darndale Estate  -  DCC & An Garda)

North Central JPC Sub Committee Draft Plan 2018 - For discussion pdf icon PDF 528 KB

Minutes:

Order:  Deirdre Murphy requested if any of the committee had suggestions for the Work Plan 2018.  Cllr O’Moore suggested more Community Policing.  Superintendent Donnelly referred to CCTV –  Darndale and Belmayne.  Suggestions can be e-mailed to Deirdre at deirdre_a.murphy@dublincity.ie.  It is proposed to have the 2018 Work Plan finalised, agreed and signed off at the next NCA JPC in April, 2018.
