Minutes:

Order:   The Garda discussed the statistics for the DMR North.  The incidents of domestic violence are down, the Garda are satisfied that these incidents are categorised correctly and the figures are recorded correctly.  There has been an increase in robbery from establishments in Raheny/Clontarf.  Theft of vehicles is up in Coolock Sub-district, this is due to the difficulties in  the Darndale area where significant public order units have been deployed a couple of days a week since Christmas to tackle the joyriding incidents in Darndale.  Superintendent Donnelly advised that this cannot continue as it is a high outlay of both finance and resources.  Both Chief Superintendent Curran and Superintendent Donnelly emphasised the importance of local people providing names, the difficulty guards have in apprehending these offenders is that they are covered up in hoodies and they cannot identify them.  They are primarily juveniles, mid to late teens; it is a small cohort of people carrying this out.  Anyone can contact Superintendent Donnelly or Inspector Healy in Coolock Garda Station with information. 

- The Community Garda in Coolock are participating in TAG programme (Teenager and Guard) with youths from the Darndale area.  There is positive feedback from the members who are participating.

 

- The Policing Plan 2018 is nearly complete and Darndale and Edenmore are documented as a priority, when complete request garda do presentation on same (An Garda)

-  Cllr Gilliland asked about the 5th class programme run in the schools, could this be delivered to other classes within the school.  Superintendent Donnelly spoke about it not being a good idea for younger children than 5th class but the danger of scrambler bikes could be discussed. 

-  Cllr Mahon thanked the Garda for their hard work within the community.

-  Cllr Flanagan asked about assaults, do the person pressing charges have to appear in court, Superintendent Donnelly advised yes they do have to appear in court.  - Superintendent Donnelly queried the CCTV in Darndale is it still linked to Coolock Garda Station?  (Deirdre to contact Aidan Fitzsimons re CCTV link)

- Cllr Moran had a question regarding prosecuting people for Illegal Dumping; Superintendent Donnelly stated no one has been prosecuted. 

- Cllr Tom Brabazon queried if having extra guards in Darndale leaves other areas short?  Superintendent Donnelly advised that this extra garda patrol was being done on overtime.  Cllr. Brabazon  asked about other areas of Anti-Social behaviour like Clare Village are 999 emergency calls being responded to?  Chief Superintendent Donnelly discussed how emergency calls to the Garda are prioritised that resources are a constant challenge.

- Chief Superintendent Curran spoke about the shortage of Management and Supervisory Garda; competitions are going to be held in April to address this shortage.  He believes that collaboration with the community and the local authority can get achievements.

- Cllr O’Moore requested a letter on behalf of the NCA JPC be sent to the Commissioner appealing for more resources.  (Deirdre to contact City JPC re same)

- Cllr Gilliland spoke about the Anti-Social behaviours in Belmayne. Chief Superintendent Donnelly and Sergeant Dan Creedon will meet with Cluid and other bodies to get overview of what the issues are. (Update from Superintendent Donnelly at next meeting).

- Cllr O’Moore praised the Hybrid and Thor patrols they may be a slight inconvenience to residents but they are very effective and residents are delighted with them.

-  Inspector Downey from Santry Garda Station gave an update on the old Whitehall district.  Santry is also experiencing the same resource problems.  The station now closes for the public at 9.00 p.m (it is manned).  It is making good progress and a Sectoral Area Policing Network will be in place by the end of Jan 2018.
