Motion in the name of Councillor Deirdre Heney
That this North Central area committee requests that the manager agrees to partner up with the owners of newly opened Base Wood Fired Pizza shop in Killester and arrange the installation of a Pizza Box Bin in Killester, (similar to that which was done via the DLR Beta Project and in Fingal), in order to prevent the littering of the local area/filling up of litter bins with pizza boxes.

Waste Management Services will engage with DLR Beta regarding project, outcome, optimum locations, learnings and if future expansion is planned to this pilot.
Initial DCC engineer review suggests reservations that a solar compactor bin or other public bins that fit on most foot paths in front of takeaways can hold a big enough quantity of pizza boxes to warrant their cost. Cardboard and pizza boxes are designed to have a certain rigidity and only few will make up a considerable volume when folded into a box and not flat packed.
Waste Management Services litter infrastructure is funded internally and not commercially and would be conscious of competitive influence in the many pizza restaurants in the city.
Under the Bye-Laws outlets have the responsibility to provide their own bin and to clean and remove litter around their premises. The option mentioned could be adopted by the industry within that remit.

That this North Central Area Committee requests that we and the Active Transport Office write to the NTA to support funding measures to prevent more motor traffic entering Richmond Road from the Drumcondra Road as part of the Swords bus connects route and that works take place including; filtered permeability, greening, planting, active transport route with residents participating in a liveable neighbourhood plan for Richmond Road.

As per all the schemes, once a decision has been announced by An Bord Pleanála and pending on the details of that decision, the NTA and Dublin City Council will work closely in monitoring the surrounding areas and develop the necessary plans.

Richmond Road is indicated as a secondary routes in the 2021 GDA Cycle Network Plan. However, Richmond Road does not form part of the core Dublin City Active Travel Network that has been prioritised for delivery over the next eight years.
The Active Travel Programme Office is currently very constrained with regards to staff resources. It does not have the capacity to design and implement additional schemes outside of the prioritised network. On this basis, it is not considered appropriate to request additional funding for works on Richmond Road.
There are currently 310km of walking & cycling routes included on the Active Travel Network. The Active Travel Programme Office has been tasked with delivering 210km of this network. Our multi-disciplinary teams are actively working on developing designs and implementing over thirty schemes.
Further works will be considered for inclusion in the review of the Dublin City Active Travel Network which is expected to be undertaken in two to three years. Inclusion of additional roads and streets is dependent on substantial progress of the current network of 310km.
In the meantime, The Active Travel Programme Office will work with other departments as required but is not in a position to take a lead role in addressing the matters raised.
