That this North Central Area Committee provide funding support for two schools (De La Salle, Kilbarrack and Manor House, Raheny) in the North Central area, to participate in the Yellow Flag programme in line with council policies on inclusion and diversity.

The Yellow Flag Pilot Programme & Research Report is supported by the E.U Directorate-General for Employment, Social Affairs and Equal Opportunities. Its funding is provided under the European Community Programme for Employment and Social Solidarity, PROGRESS (2007–2013). This programme was established to financially support the implementation of the objectives of the European Union in the employment and social affairs area.
There is no provision within the North Central Area budget to provide funding support for this initiative.

2. Motion in the name of Cllr. Damian O'Farrell (deferred from February)
That this North Central Area Committee requests the area manager to organise the repair of a park wall which was clearly knocked over by a utility vehicle (bin) a couple of months ago. The wall is located at the smaller green in Griffith Court, Fairview D3 near the entrance to Fairview Community Unit. There is CCTV footage of a refuse vehicle clearly marked Panda obviously damaging the wall. The firm initially denied and had no report of the incident. I'm not sure what their position is now but the wall remains damaged. This Committee also instructs DCC to recover all costs from Panda Refuse. I have the footage available for further action.

That this North Central Area Committee calls on the manager to examine/identify/confirm the source of the very unpleasant smell recently at North Bull Wall coming from the direction of the Port and waste water treatment plant and the incinerator and explain the causes and the risks to human health, outline if same poses a risk to swimmers at North Bull Island and users of the island in general and say what steps are being taken to resolve the issue.

Air Quality Monitoring and Noise Control Unit The Air Quality Monitoring and Noise Control Unit received complaints about a pungent odour described as chemical in nature from residents of the Clontarf, Killester and Ringsend areas week commencing 12/02/2024.
Inspections were carried out by officers of the Unit over a number of days at multiple locations. No pungent odour was witnessed.
Irish Water were contacted to determine if the smell may be related to Waste Water Treatment Plant.
They confirmed that works are ongoing on the upgrade of the secondary treatment tanks which involves cleaning some of the tanks.
They advised that this involved the process of removing the debris from the tanks which may create a certain amount of odour and that they are working to get this work done as soon as possible.
It is unclear if this was the cause of the odour and further inspections will be carried out. This includes arranging to walk the Port Area with Dublin Port Officials.
PWBO The Protection of Waterbodies Office (PWBO) is responsible for the management of groundwater, surface water and the associated network. The origin of reported odours appears to be from EPA licenced facilities, with air being the receptor/pathway rather than water. Thus, risk to bather health is deemed low.
The EPA has a particular role in the assessment of nuisance odours from pertinent licenced sites. Complaints can be made to the EPA directly here.

A lighting assessment has been carried out on Bettystown Avenue with focus on the Howth Road end and additional street lighting is required. Twoadditional lights will be installed on two ESB network poles in the coming months.
