That this area committee agrees that the wooden bridge access to Bull Island should be closed to cars (excepting residents, golf club and disability access) to improve safety and quality of experience until such time as community consultation can be undertaken.

Reply:

 

The wooden bridge remains in the control of Dublin Port.  Discussions are to be held later this week with Dublin Port and the Gardaí to ascertain if there is anything that can be done in this regard.  It is not clear at this time how such restrictions could be monitored or enforced.

Motion in the name of Councillor Donna Cooney

Welcoming the newly published Dublin City Council and Transport Authority Covid Mobility report with an ambitious plan to increase active transport to 89,000 commuters in the city, could this NC area request that Dublin City council agree to quickly expanding measures into the suburbs to link up with routes into the city, for example Fairview which is the second busiest for walking and cycling numbers in the city yet has a high level of serious road injuries, with the Malahide, Howth and Clontarf road feeding into Fairview, it also have six lanes of traffic (so plenty of room to expand the pavements on both sides and two way protected cycle ways) as temporary measures awaiting completion of the new C2CC also Eastwall road and Alfie Byrne road, protection of cycle lanes there and all Collins Avenue before schools and DCU reopen in September, also to extend 30k zone to The Bull Island causeway or 10k under park by-laws and protected clearly marked cycleway and walkway, to limit car parking on both the causeway and wooden bridge entrance to applied for permit only, with a possible shuttle bus along the causeway during bathing season, also to make Vernon avenue by the shops and restaurants at the Coast end one way with expanded pavement and safe cycling, only loading bay and only disability parking.

Reply:

 

Enabling the City to Return to Work, Interim Mobility Intervention Programme for Dublin City”, addresses the new and urgent needs which have emerged as a result of the Covid-19 Public Health Emergency. The programme initially priorities key radial routes into the city, the city core and a number of interventions in urban villages but is very much a “live” programme and a citywide approach is being taken.  Work is underway on assessing feasible locations for interventions across the city and we have set up a dedicated portal for specific requests, Covid Mobility Measure Request Form.

 

Regarding your specific requests for interventions, Fairview links up with the North Strand to City Centre route which has been identified as one of the key radial routes on the Interim Mobility Intervention Programme. As such it will be investigated as a priority.  The additional locations will be forwarded to the Covid Mobility Team for consideration. If you have any further requests, please enter via the Covid Mobility Measure Request Form and we will process accordingly.

 

A dedicated webpage (www.dublincity.ie/covidmobilityprogramme) has been developed to provide information on all aspects of the programme and will include all updates on implementation.  In addition, Councillors will be provided with regular updates directly via email.

This area committee believes that the introduction of the Strategic Housing Development legislation in Dec 2016 has resulted in a vastly diminished planning system that has disenfranchised locally elected representatives and the Irish public, allowed private interests to by-pass local-authority development plans and local area plans, is less transparent and has failed in its stated objective of "fast-tracking" housing; therefore, this committee calls on national government and the relevant minister to repeal the Planning and Development (Housing) and Residential Tenancies Act 2016 and the Planning and Development (Strategic Housing Development) Regulations 2017, return  the planning powers to the local authorities and restore democracy to the planning system.

 

If passed by this area committee, the motion will be sent to the Housing SPC and a letter written to the Department of Housing, Planning and Local Government informing it of our stated position and intention.

Reply:

 

The Planning and Development (Housing) and Residential Tenancies Act 2016 (the Act), introduced new streamlined arrangements, for a limited time-period, to enable planning applications for strategic housing developments (SHDs) of 100 or more housing units, or student accommodation or shared accommodation developments of 200 or more bed spaces, to be made directly to An Bord Pleanála (the Board) for determination. The Board is then required to make a determination on such an application within a period of 16 weeks of the lodgement of the application.

 

In June 2019, a Strategic Housing Development Review Group was established to review the operation and effectiveness of the SHD provisions.  The Report of the SHD Review Group indicates that the SHD arrangements have generally been a success and recommends some changes to improve the system.  The Ministerial Response accepts some of the proposed changes including some streamlining of the existing SHD arrangements so that interested parties will have access to the planning application documents at the earliest opportunity, thereby enhancing public participation in the SHD process. This will involve some minor legislative changes to be incorporated in the next available Planning and Development Bill.  Full details of the review report are available at the following link:

The SHD provisions came into effect on 3 July 2017 and will now apply until 31 December 2021. There is no objection to a letter being written to the DHPLG in the terms set out in the motion.

The North Central Area Committee recognises the significant level of vehicular and pedestrian use along the Oscar Traynor Rd. The North Central Area Committee recognises the significant level of development that will take place along this axis of this road in the near future - Santry developments, development on the Lawrence Lands, Cromcastle Court redevelopment, the underpass site, Bunratty Phase 3 and the Chivers site development. Given the importance of this route the North Central Area Committee seeks that a comprehensive traffic, transport and public realm plan be put in place to upgrade and  develop this route in a sustainable way that future proofs its aspect and use for the next decade.

Many of the issues raised in the motion are addressed through the Development Management (planning application) process.

 

The Transportation Planning Division within E&T Department is a multi-disciplinary team that inputs to the Development Management process. The division reports on planning, Strategic Housing Development (SHD) and part 8 applications and is represented on the MUHDS working group (previously the Housing Land Initiative). An important part of the division’s role is to shape private developments in a way that facilitates and encourages sustainable movement. This involves proactive engagement with developers at pre-app stage in the preparation of mobility strategies for sites which provide for an integrated set of measures addressing the mobility requirements of all modes. The strategies address vehicular access and movement, connectivity to public transport, permeability and environment for pedestrians and cyclists, car and cycle parking provision, servicing and emergency access and shared mobility provision e.g. car clubs. Through the Development Management process, setbacks for wider footpaths are achieved, new footpaths and pedestrian crossing facilities are provided and the public realm is upgraded as part of the developments to DCC requirements. The same approach is being applied to all development sites citywide including the above mentioned sites.

 

A transport study was commissioned late 2016 for the Housing Land Initiative site at Oscar Traynor Road. The report by Arups examined transport issues in the wider area around the site. One of the challenges identified was the connection across the Swords Road to Santry Village.  A study is currently under way to look at options for improving the pedestrian and cycling environment at the interchange.

 

The Bus Connects project will improve public transport connectivity for the area as well as infrastructure for pedestrians and cyclists.
