510 Councillor Daithí de Róiste
The tragic accident that resulted in the loss of R116 touched each and every one of us. As a society we take those who work in our frontline emergency services and the daily danger they place themselves in for granted. Paul Ormsby, a Ballyfermot man, was one of those lost on that fateful night. To that end, this Area Committee calls for the renaming and dedicating of the park on Oranmore Road to his memory and that of the crew of R116 and looks for a significant memorial and plaque to be erected to mark their ultimate sacrifice.

That this Area Committee request that a traffic audit be carried out in the Tenters’ area. The audit to include how best to address the non resident parking, consideration of residents only parking, one way system on the narrow streets and parking enforcement to address dangerous parking. Residents are extremely frustrated at the huge increase in all day parking in their area plus the added factor of workers from all the local building sites parking there as well.

This Area Committee ask that the Area Manager writes to the tour operators who use Teeling’s Distillery in Newmarket, asking that they refrain from using their PA system while in residential areas or stopped at the traffic lights.

This Area Committee requests the Area Manager to arrange with our Traffic Management Section to undertake a traffic and environmental audit of issues relating to on street parking and overall traffic management in the Tenter’s area of Dublin 8. The lack of parking spaces for residents is a major issue since the beginning of construction projects in the immediate surrounding area.

This Area Committee, protocol permitting, will dedicate the green at Spiddal Road & Oranmore Road in memory of local resident Paul Ormsby, who was tragically lost during the recent rescue operation off Galway.

That Dublin City Council starts to take some responsibility for the horrific ongoing behaviour at the Californian Hills Park, Ballyfermot. A couple of years ago and dozens of questions later I can see our failure to properly manage the dumping, horses, and anti-social behaviour is turning this beautiful area into a no-go area. Drumfinn Celtic have said it is no longer feasible to bring children onto a site full of glass, rubbish, cars spoiling the area. At the recent meeting of the Ballyfermot Policing forum, serious concerns from neighbours took up a large portion of the meeting looking for answers of what Dublin City Council and An Garda Síochana are going to do to sort the issues out. I am aware of neighbours who are terrified to approach youths for fear to their homes. Why have we allowed this behaviour to take root and what are we going to do to address same? Losing the soccer, walkers from the park is a disaster.

That the South Central Area Committee requests that the Dublin City Council mobile library service expands its service to Chapelizod. Chapelizod is a village associated with writers such as James Joyce and Sheridan Le Fanu and has no library service. In examining this motion I would request that locations all around Chapelizod be considered for providing this service, such as the coach bus car park of the West County Hotel and any other suitable locations.

That this Area Committee request that Dublin City Council consider changing the parking bye laws with a view to allowing residents only parking in area's of high all day parking by non residents and in area's where a lot of development is taking place resulting in site workers parking all day.

This Area Committee notes with concern that as a result of the withdrawal of our area office funding to the local registered charity WALK, that a number of older persons with mobility issues have no access to a gardening service. We therefore call on the Area Manager to immediately resolve this problem so as to return the service to those who had it in previous years.

The Area Committee supports the request by the Ballyfermot Policing Forum for an urgent meeting with the Garda Commissioner and Minister Fitzgerald to address the lack of adequate Garda resources in Ballyfermot and the urgent need to increase the allocation of Gardai to this Station and explore ways of ensuring increased Garda engagement and visibility with the people of Ballyfermot, Cherry Orchard, Chapelizod and Palmerstown.

This Area Committee requests that Dublin City Council look at the ongoing traffic congestion at the Ballyfermot Primary Health Care Centre since the traffic lights were installed. Allowing traffic to turn right into Cherry Orchard Industrial Estate results in all the traffic backing up behind same as the traffic continuing up Ballyfermot Road cannot proceed as the roadway is too narrow. A simple solution is ban right hand turn, thus allowing traffic proceed and allow turning right approx. 50 Mt up on Ballyfermot, thus allowing access to Cherry Orchard Ind. Est.

That the South Central Area Committee requests that Our Lady's Hospital for sick children stop charging patients for the use of car parks on site. It is morally reprehensible to profit from another person’s misfortune and I hope that this practice stops as soon as possible.

This Area Committee requests clarity on the following: - in relation to the arrival of pay by weight by various waste collectors, can Dublin City Council please indicate what proposal they have, if any, to deal with the anticipated rise in fly tipping in our communities? I cannot see how this system is better for the environment. The simple issue we need to have manufactures, suppliers reduce the volume of packaging, introduce deposit return scheme for bottles, cans etc. Re-Pak has done nothing to help reduce this chain of the waste stream which results in the destruction of so much of our parks, beaches etc. In my community on any given day I could collect 100 soft drink cans / bottles. This is an indication we need pro-active responses to reduce the stream of waste on our streets.
