With reference to motions to the Area Managers.

The following Emergency Motions to the Area Mangers were tabled.

Emergency Motion in the name of Councillor Séamas McGrattan

This Area Committee opposes the proposal in the TAG report to install bus stop infrastructure on Broombridge Road until there is adequate public consultation with residents on the road.

ORDER:  Agreed.

Emergency Motion in the name of Councillor Ray McAdam

That the Central Area agrees on the need for Dublin City Council to provide an update on plans for 'The Triangle', the cordoned off space immediately outside the Dublin 7 Educate Together National School along Rathdown Road.

The update should detail:

- who from a City Council perspective is now responsible for the project

- drawings of the detailed design work,

- indicative consultative engagement locally, given that planning permission was   granted more than five years ago,

- when it is hoped that works will begin.

ORDER:  Agreed.

The following motions to the Area Mangers were tabled.

Item 1

Motion in the name of Councillor Declan Meenagh

That the Central Area Committee agrees we offer support to all groups and for smaller groups without bank accounts, the Central Area Committee will offer support including by directly providing plants for the community to plant.

ORDER:  Agreed.

Item 2

Motion in the name of Councillor Declan Meenagh

The Central Area notes the concerning increases in crime, drug dealing and anti-social activity in the Blessington Basin and Linear Park.  Agrees to keep this as a standing item on the JPC to continue to call for more visible police in the park.  Agrees to organise a series of events in the park to encourage better use of the park through the area office and sports partnership.

ORDER:  Agreed.

Item 3

Motion in the name of Councillor Cat O’Driscoll

This committee calls for a new traffic management plan for Phibsborough Village and its environs. In the heart of the village pedestrians have been killed by drivers and residents are greatly concerned about increased levels of rat-running on narrow residential roads, the breaching of one way systems and limited safe crossing points for pedestrians. With recent changes to traffic flows and new infrastructure at Cross Guns Bridge a new traffic management plan which prioritises the safety of pedestrians in Phibsborough is required

ORDER:  Agreed.

Item 4

Motion in the name of Councillor Janet Horner

This area committee calls for the area manager to engage with Irish Rail with a view to using their lands along Ossory Road as a community garden in the interim until there is any long-term use identified or brought forward?

ORDER:  Agreed.

Item 5

Motion in the name of Councillor Janet Horner

This area committee calls for social and cultural uses of the ground floor unit on Dominick Street to be considered and expresses its frustration that the process of finding a tenant has not progressed when it is an essential part of the regeneration of the street?

ORDER:  Motion withdrawn.

Item 6

Motion in the name of Councillor Nial Ring

In noting the upcoming fiftieth anniversary of the Dublin-Monaghan Bombings, this committee reiterates our support for the Justice for the Forgotten Campaign and their  quest to get to the truth behind the atrocities. This committee further notes that in 2008,2011 and 2016, the Dáil unanimously passed motions on the bombings which called on the British Government to release any and all files that they hold and, given the British Government's refusal to comply with this reasonable request, this committee further requests that the Irish government continue to demand these files until they are forthcoming

ORDER:  Agreed.

Item 7

Motion in the name of Councillor Nial Ring

That this committee instructs the Area Manager to ensure that no contract is signed in relation to the outsourcing of the services being provided at the Shamrock Terrace Recycling Centre and that Waste Management Services be advised that it is the instruction of this Area Committee that the centre be managed and maintained directly by DCC and that the employees of the centre be employed directly by DCC

ORDER:  Agreed.
