Motion 1 from Councillor Dermot Lacey 

This Committee requests the Manager to examine the possibility of implementing the suggestion made in the email submitted with this motion in relation to retaining the colourful lighting on the Millennium Bridge.

“For the past number of years, Dublin City Council have erected multi-coloured, rainbow lights for Christmas on this bridge. It can only be described as a wonderful kaleidoscope of colour once illuminated in the dark evenings during the short period for when the lights are erected for the festive period.

This bridge is one of the closest bridges to connecting Parliament Street and Capel Street, two streets which are very socially important for the LGBTQ+ community.

The Millennium Bridge once illuminated up is a fantastic attraction and I have heard first-hand the entirely positive comments of visitors to the city of how distinctive the bridge is, and this includes children who are often fascinated by the spectacular array of colour. The many posts on social media referencing the bridge are indeed a testament to this. It is a unique attraction, which is free of charge for all to visit.

I would kindly ask Dublin City Council to please retain the wonderful lighting which is in place presently year around. It is so stunningly beautiful and it enhances the area remarkably well”.

Motion 2 from Councillor Dermot Lacey 

This Committee requests that Enforcement Action be taken against the HSE over the deteriorating condition of the Protected structure Baggot Street Hospital 15-18 Baggot Street and to see a fully report from the HSE on their plans for this iconic building entrusted to their care.

Motion 3 from Councillor Dermot Lacey & Councillor Fiona Connelly

To coincide with the major upgrade and Tea Room provision that is now underway in Palmerston Park this Committee requests the Area Manager to liaise with the Parks Department and the Arts office to explore the possibility of providing unique Artists studio (one or two depending on available space at the former public toilets buried under the mound of the waterfall in the Park and briefly shown in the video supplied with this motion. An alternative and suitable use might be some form of nature resource facility.

Motion 4 from Councillor Dermot Lacey

This Committee agrees to discuss possibilities for the former Station House at Merrion Gates that is owned by Dublin City Council but no longer in use by the Charity that had it for many years and to seek a report from all the relevant sections of Dublin City Council on same.

Motion 5 from Councillor Dermot Lacey

To ask the Manager if the promised works to resurface Wilfield Road, Sandymount as first requested by myself in June 2020 and the problems outlined in the email submitted could once and for all be actually undertaken and completed.

 

“As you can see from the photos the section of road between house 60 and 64 is dangerously damaged. It has been like this since the big snow fall of 2018. I am a cyclist and have always been careful of this patch (right in front of my house). My concern about this now as there are a considerable amount of children from 3 upwards with their parents from the road cycling presently and yesterday I witnessed a child taking a fall here. 

 

I am writing to you as I hope that you may be able to contact the relevant department and get this dangerous section of the road repaired.

This would be an ideal time to get work done as there is very little car activity presently.”

Motion 6 from Councillor Carolyn Moore, Councillor Anne Feeney, Councillor Fiona Connolly and Councillor Pat Dunne

In light of the ongoing serious safety issues on the Crumlin Road, this committee agrees to write to the National Transport Authority to request that some of the key junction changes proposed as part of the Tallaght / Clondalkin to City Centre Bus Connects scheme would be prioritised and expedited. The provision of a toucan crossing to replace the existing two-part signalised pedestrian crossing on the south arm of the junction and the provision of a toucan crossing on the north side of the junction to facilitate a four stop on red crossing system with the two existing signalised crossings on Parnell Road and Dolphin Road would significantly enhance safety for pedestrians and cyclists at this junction and support the measures being delivered by Dublin City Council traffic engineers.

Motion 7 from Councillor Carolyn Moore, Councillor Anne Feeney, Councillor Fiona Connolly and Councillor Pat Dunne

This committee notes the significant increase in vacancies in commercial units in Rathgar and calls on Dublin City Council to engage with representatives of local businesses and the Rathgar Resident’s Association to explore the delivery of a strategic approach to tackling vacancy and preventing dereliction in Rathgar village.

Motion 8 from Councillors Anne Feeney, Carolyn Moore, Fiona Connolly and Pat Dunne

That this Committee calls upon DCC to develop a public realm enhancement plan for the retail area on Upper Rathmines Road (opposite Rathmines Park).  The busy and popular shopping area is vibrant but regularly congested and in need of attention.  It is in reality, a village area on Upper Rathmines road.  Some relatively minor works would greatly enhance the area as has happened in other areas of Dublin City and given that this stretch of road will undoubtedly have a significant increase in traffic on the implementation of Bus Connects, it is important to take action before the new bus corridors are implemented. The following are some suggestions for consideration:

 

·         Widening of badly cracked pavement (path is very narrow,resulting in pedestrians (particularly at school times and weekends) having to step off the pavement onto a busy road or in between parked cars.

·         Seating and planters

·         More frequent clearance of litter and weeds

·         Consultation with local retail businesses; local residents (and residents association) and local schools.

Motion 9 from Councillor Claire Byrne

That this Area Committee calls on the Area Manager to please, as a matter of urgency, fix the paving on Castle Market which was left with tarmac dumped at either end in 2022 shortly after the new surface was laid but has not yet been fixed. Can the Area Manager also fix the pathways on South William Street as they are in a desperate condition'

 

See below previous motion that was agreed in August 2022:

 

'That this Area Committee calls on the Area Manager to urgently replace the tarmac dumped at either end of Castle Market Street. This has further destroyed this street and its new surface'.

Motion 10 from Councillor Claire Byrne

That this Area Committee calls on the Area Manager to actively progress

the Local Environmental Improvement Plan for the Camden Street / Wexford Street / Redmond’s Hill / Aungier Street and Georges Street.

Motion 11 from Councillor Claire Byrne

That this Area Committee calls on the Area Manager to please explore options for traffic calming on James Street East as cars travel very fast down this street posing a serious risk to the school children. Can the Area Manager also reinstate a Lollipop Person here in the mornings as another safety measure for the children?

Motion 12 from Councillor Claire Byrne

That this Area Committee calls on the Area Manager to please confirm whether a toilet and café will be installed in Sean Moore Park this year which has been proposed since 2021.

Motion 13 from Councillor Daniel Ceitinn

That the Area Committee shall examine options for tackling anti-social behaviour in laneways in Temple Bar and shall seek contributions from council departments and relevant stakeholders.

Motion 14 from Councillor James Geoghegan

That the South East Area Committee, with a view to supporting the traders in Rathgar village and the wider community, particularly in light of the recent fire that took place, agrees to prioritise a number of stated actions that;

 

·         It is agreed that the upgrade of the Car Park and completion of park boundary fence at Herzog Park be prioritised

·         The three main street lamps at the crossroads in the village which have been broken are repaired immediately, noting that the CCTV footage in the recent arson attack was poor because of the low level of street lighting in place at the time of the incident

·         Footpath repairs in and around the immediate vicinity of Rathgar village centre be carried out as a matter of priority

·         Additional bins be provided for Rathgar Village, in consultation with local businesses, where a proliferation of rubbish has grown on the street because of lack of bins despite hugely popular community grounds frequented by villagers

·         New plant pots, similar to those installed in the city centre (concrete or stainless steel) be provided to improve the greening of the village

·         Write to An Post requesting the installation of a post box in Rathgar village.

Motion 15 from Councillor James Geoghegan

That the South East Area Committee agrees that additional preventative measures which are taken to avoid risks of roadside or parkside trees falling during adverse weather conditions be examined.

Motion 16 from Councillor James Geoghegan

That the South East Area Committee agrees to write to the Minister for Defence and Minister for Housing, identifying that in any future redevelopment of Cathal Brugha Barracks that could see the barracks moved, that the existing playing pitches on the site remain as playing pitches, noting the zoning allocation that was made in the recent development plan and explicitly seeking their guarantees that this will remain the case irrespective of the final decision on redevelopment.

Emergency Motion 1 from Councillor Claire Byrne

That this Area Committee calls on the Area Manager to do the following in relation to the Poolbeg West SDZ Development: 

1) Request that the Housing Manager brief the Area Committee on the Poolbeg West Development and the provision of the 900 social and affordable homes on the site at a special meeting to be held in the coming weeks 

2) Write to the Minister for Housing reiterating our calls to finalise the deal to deliver the 25% social and affordable homes and to guarantee that 25% will be delivered at every phase of the development 

3) Immediately establish the Community Forum that was promised back in 2022 so that residents can be kept up to date on the development and concerns can be raised and resolved.

4) Provide an update on the developers plans to deliver a meanwhile use cultural space on the site
