Item 1

Motion in the name of Councillor Declan Meenagh

The Central Area Committee supports the Dublin Bike Scheme and believes it has been a great success. Welcomes the public's genuine interest in sustainable transport. Notes that transport emissions are up 6% which is a concern. Condemns the ongoing failure of the NTA and the traffic department to extend the Dublin Bike Scheme. Demands a Dublin bike station is installed in Hamilton Gardens, in Cabra and in other areas where there is a clear demand. Rejects the lazy attempt by startup companies to introduce stationless bike schemes, as this involves increased profits for them without providing the necessary infrastructure. Condemns the ongoing failure of the Department of Transport to allow the bike scheme service vehicles to use the bus lane.

ORDER:  Agreed.

Item 2

Motion in the name of Councillor Declan Meenagh

Noting the ongoing threats to the Central Area from flooding, the Central Area Committee agrees to consider a report every quarter on the flooding and drainage issues and works in the area and to have a flood engineer present at least once per year to answer relevant questions and the committee chair agrees to write to protocol suggesting this happens in all area committees.

ORDER:  Agreed.

Item 3

Motion in the name of Councillor Deborah Byrne

That Dublin City Council restates its support for the redevelopment of the Smithfield Fruit and Vegetable Market without further delay. That the Council dedicates itself to working with the Government, contractors, architects and engineers to remove any barriers to the progress of the development of this site and to bring it into public use. That the Council recognises the successful development of the Smithfield Fruit and Vegetable Market as providing a crucial amenity to residents of Dublin and as a positive example for the redevelopment of markets elsewhere in the city and that a clear timeline be put in place for its re-development.

ORDER:  Agreed.

Item 4

Motion in the name of Councillor Deborah Byrne

That the Area Committee agrees to write to the Chief Executive reaffirming our desire for the provision of full recycling facilities in the Grangegorman/Stoneybatter area equivalent to those currently being provided at the Grangegorman Bring Centre.

ORDER:  Agreed.

Item 5

Motion in the name of Councillor Deborah Byrne

Recognising the shared responsibility and sensible use of shared waste water systems, the Central Area agrees that where there’s a shared waste water pipe along a particular street involving Local Authority housing, that the Council takes the initiative to agree a shared maintenance and repair plan for incidents relating to blocked waste water pipes. Such a plan would ensure that the financial burden of repairs and maintenance in the case of blockages is not solely shouldered by the end of terrace resident, who may not have caused the blockage in the first place. The Central Area agrees that such a shared plan be piloted in 2/3 streets in the Central Area where recurring blockages are a regular occurrence.

ORDER:  Agreed.

Item 6

Motion in the name of Councillor Deborah Byrne

To ask the Area Manager to engage with the Department of the Taoiseach, the Department of Children and other relevant stakeholders and avail of government capital funding to ensure that the CTC Building on Saint Laurence Place East/Sheriff Street be restored and reopened for the benefit of the local community, with a particular focus on providing facilities for early years

ORDER:  Agreed.

Item 7

Motion in the name of Councillor Nial Ring

In noting the Area Manager's reply to my question (Q37 July CAC) in which he stated, inter alia, that "there is no provision in place for local businesses affected by the works to be compensated" this committee requests that DCC, the NTA and the contractor now engage with affected businesses to discuss a compensation scheme as the impact on local businesses has now been assessed by an independent survey which has indicated that over 90% of businesses along the route from Amiens Street to Malahide Road have suffered a loss of revenue/business of  between 10% and 75% and averaging at over 30%.

ORDER:  Agreed.
