Motion 1 from Councillor Mannix Flynn (carried forward from May SEAC meeting)

That this committee of Dublin City Council call on the Dublin Cycling Campaign and other such pro cycling groups to actively promote and endorse the wearing of helmets for cyclists and e-scooter users and the like.  It is unacceptable that such bodies would not endorse the absolute safety of all cyclists and scooter users on our roads.  In a recent report regarding single cyclists who had accidents on the Luas line, head injuries were the most serious cause for concern in the report as many of those individual cyclists had not been wearing a safety helmet. 

 

While we hand out bicycle lights in the middle of winter and rightly so, the Dublin Cycling Campaign and others need now to endorse and support the mandatory wearing of helmets for those cyclists and scooter users using the roads.  At a recent meeting of the subcommittee of the walking and cycling it was revealed by the National Transport Authority (NTA) that the Dublin Cycling Campaign and others did not support calls for the mandatory wearing of helmets.  We know from surveys that were done in the past that there is this hair brained idea that if people have to wear helmets they won’t go cycling?  Well this needs to be rubbished and stopped.  If one was to take the example of the smoking ban or indeed if one was to look at mandatory wearing of safety belts in cars and the foreboding around those issues but we now know they are the norm saving many people’s lives and many from catastrophic injury.

Motion 2 from Councillor Anne Feeney

To call on this committee to request Council management to resist two of the Compulsory Purchase Orders (CPOs) proposed by the National Transport Authority (NTA) as part of the Templeogue / Rathfarnham to City Centre Core Bus Corridor.  The two CPOs in question relate to (a) Bushy Park - large swathe of land with mature trees adjacent to Templeogue Road and (b) a large green median on Rathdown Drive, also with mature trees and adjacent to Templeogue Road.  The CPOs will undoubtedly result in the felling of mature trees.

Motion 3 from Councillor Anne Feeney

To call on this committee to support the allocation of appropriate resources to complete by end of Q3 2023, the long overdue car park and park boundary works at Herzog Park, Rathgar.  This is an outstanding phase of an approved and funded initiative as part of the Rathgar Village Improvement Plan.

Order:  Agreed.

 

Motion 4 from Councillor Carolyn Moore

This area committee agrees that consideration should be given to a proposal by the Rathmines Initiative to make Wynnefield Road traffic-free, or introduce a filtered permeability scheme that would allow people to reclaim the space from vehicular traffic.  The proposal has the support of local businesses and traffic engineers should assess the road for suitability, progress their report to consultation, and trial this intervention over the summer months with a view to making it a permanently traffic-free outdoor space in the heart of Rathmines village.

Motion 5 from Councillors Claire Byrne, Carolyn Moore and Hazel Chu

That this area committee:

  • Welcomes the recent progress on the Dodder Greenway and the two new proposed routes recently published for public consultation.
  • Calls on Dublin City Council to actively progress the remaining sections, prioritising the Donnybrook to Milltown section.
  • Agrees with the draft proposals to make Beaver Row one way to facilitate the Donnybrook to Milltown route.
  • Calls on Dublin City Council to pursue the Milltown route alongside the south side of the river, through a small section of Milltown Golf Club practice green, to avoid the unnecessarily steep gradients that the on road option offers.
  • Requests Dublin City Council to actively engage with Milltown Golf Club on this preferred route, and in the event of a failure to reach agreement, agrees to initiate a Compulsory Purchase Order of the lands to develop this route.

Motion 6 from Councillor Mannix Flynn

That this meeting of Dublin City Council calls on the Planning Department and CEO to include all planning applications for street furniture licenses on the Planning List; this gives transparency and the opportunity for the public residents and other concerned citizens to make observations in relation to such planning.  There is no reason whatsoever that this planning process should not be included on the Planning List that I send out to customers on a weekly basis and they’re published on Dublin City Council’s planning website.

Motion 7 from Councillor Mannix Flynn

Can the Manager give a full report that will include a report from Dublin Fire Brigade regarding the setting of a fire as an act of intimidation towards homeless, asylum seekers in and around the Mount Street area?  This report also to include the recent break-ins in Saint Andrew’s Court, empty flat complex and how Dublin City Council are dealing with those that are sleeping rough in tents and homeless in this particular area of the city.

Motion 8 from Councillor Mannix Flynn

Can the Manager of the Street Furniture License Enforcement Section remove the dozens of tables and chairs that are constantly placed in Palace Street?  This amount of tables and chairs is causing great hindrance to the many pedestrians that use this area, including those who use it as a cycle way.  There are far too many tables and chairs here, also can the Manager supply the Street Furniture License document that the restaurant here presently holds.

Motion 9 from Councillor Fiona Connelly

This committee requests that a full safety audit of the Harold’s Cross Road be undertaken as a matter of urgency.  This is with particular regard to the two new schools at the greyhound stadium and the existing school St. Clare’s so that families are safe in the commute to and from school and that active and safe travel is possible.

 

The current school population at Harold’s Cross Educate Together primary and secondary will be over 415 pupils by September this year.  Reducing the speed limit and placing school pencils / signage would alleviate some of the challenges facing the school population and be in keeping with signage provided for other schools in the area.

 

Given the staff shortages are possibly presenting as a barrier to this issue I request that there are monthly updates until new signage is in place

Motion 10 from Councillor Fiona Connelly

I would like to propose a motion that the Traffic Department examine and monitor the impact of the new crossings on Sundrive Road on adjacent roads being used as rat runs with particular regard to Ferns Road.

I would like to propose that the council fully support the work being done on installing a community garden in Eaton Square.  Could the council clarify ownership of the Eaton Square and facilitate discussion with owners to help progress the community garden.

Motion 12 from Councillor Fiona Connelly

That the Human Resources Department set out the process for permanent appointment of personnel to replace the two retired Community Officers in the South East Area.  This committee agrees that the appointments are urgently needed in order to maintain continuity of service in the community.  We therefore urge that they are expedited and agree that this area committee receives a monthly progress report until the personnel are appointed.

Motion 13 from Councillor Hazel Chu

To request of the Manager that any areas where rights of way are closed off as a result of Bus Connects that the Manager examine as places for public seating and tree planting.  Example, Corrigan's on Mountpleasant Avenue could be a small plaza.

To request that the Manager update the lighting in the park at Ramleh Milltown especially from Ramleh Close from the park.  This area is very open with green overgrown bushes and has proven an issue for residents.

Motion 15 from Councillor Claire Byrne

That this area committee calls on the Area Manager to come up with a strategy to deal with the following ongoing issues in the playground in Sean Moore Park:

 

  • Damage to the fencing.
  • Anti-social behaviour.
  • Pathways in disrepair.
  • Graffiti.
  • Vandalism.
  • Litter.
  • Broken glass.
  • Delays to the installation of promised toilets.

Motion 16 from Councillor Claire Byrne

That this Area Committee calls on the Area Manager to increase the waste collection / cleansing schedule for Irishtown Nature Reserve on weekends and bank holiday weekends.

Motion 17 from Councillors Daniel Ceitinn and Claire Byrne

That Dublin City Council:

·         Expresses deep concern with the proposed agreement issued by the Department of Housing to Lioncor on 27th April 2003 regarding the delivery of affordable homes in the Poolbeg West Strategic Development Zone; and

·         Considers that the terms of this proposed agreement does not guarantee the 15% additional social and affordable homes called for by the Irish Glass Bottle Housing Action Group and unanimously supported by Councillors and inserted into the SDZ masterplan in 2018, and as such is not in compliance with Modification 3 of the SDZ Masterplan as ordered by An Bord Pleanála in 2019; and

·         Calls on Council management to:

– reject the proposed deal; and

– call on the Government to transfer the 20% interest held in the SDZ by NAMA to Dublin City Council in order to guarantee the delivery of genuinely affordable homes within the scheme.

Motion 18 from Councillors Daniel Ceitinn and Claire Byrne

That Dublin City Council shall install yellow boxes along the remainder of the R111 road from its junctions with the R131 and R815 at junctions with local roads and examine the feasibility of other traffic calming measures in the wider area to reduce congestion in the short term, and further to put in place a traffic management plan for the wider area with a view to reducing through-traffic in the medium to long term.

Motion 19 from Councillor Daniel Ceitinn

That the South East Area Committee:

·         Expresses concern that tenants are being moved into Glover’s Court flats despite the fact that these flats are not fit for habitation and are scheduled for regeneration.

·         Considers that the rehousing of additional tenants in Glover’s Court will further delay regeneration and create difficulty in de-tenanting the flats in the coming years.

·         Condemns the failure of the Minister for Housing to expedite the regeneration of Glover’s Court and Pearse House and the redevelopment of St. Andrew’s Court, and

·         Resolves to write to the Minister for Housing to request that he intervenes to expedite the delivery of these key housing projects in inner city Dublin.

Motion 20 from Councillor Daniel Ceitinn

That the South East Area Committee considers that the stretch of Accommodation Walk from and including Fitzwilliam Quay to, but no further than, Londonbridge shall be named Margaret Keogh Walk to give additional prominence to her name and memory at this location, and that the area committee resolves to request that the Commemorations and Naming Committee proceed with this recommendation.
