I wonder could you ask Waste Management to consider this request please?

 

Good morning. I live in (details supplied).  The bin which was on the street by the bus stop (opposite Leeson village) was removed about a year ago and as a result litter in the street has increased.  I used to pick up litter and put it in the bin but I can’t do that now and it is awkward bringing litter from the street into my own house and putting it into my bin.  You can leave or put litter along the drain way for the street cleaners to remove but that is unsightly.  It would be great to have a bin back where it was.  You have to walk for ages before you encounter another one.  It would be great if you would ask the local authority is there a plan to replace the bin.  I would appreciate your help.

This committee requests the Traffic Advisory Group to examine what intervention may be made to improve the safety of all in the Mountpleasant Terrace / Price’s Lane area – options to be considered include, speed reduction ramps, strategically located planter boxes, one way route within the area also that consideration be given to move the No Right Hand (7 - 10 Monday to Saturday from the current pole to the lamp standard just one pole further down as this would greater visibility for the restriction.

To ask the Manager to have the following issue reviewed in view of the additional information submitted with this question by a local Teacher.

 

Dear ITS Officer,

I previously made an inquiry about a dangerous junction for pedestrians (details supplied).

 

It is at the junction coming from Herbert Park to Eglin road beside the American embassy.

 

I am a secondary school teacher and was escorting my class across this junction with a pedestrian green man and 3 of my students were almost hit by someone taking an illegal left turn. After this I investigated this junction and its traffic sequencing. The turn has a static no left turn sign by the traffic light which is an arrow green only for straight traffic light. I stayed observing this junction for 20 minutes and observed a number of cars taking this illegal left turn, much more than would be expected if we are taking into account the percentage of people that would break a clear red light.

 

The response was “The junction has been checked and there are two no left turn signal signals, there is also a straight ahead arrow signal to make it clear that you can only go straight ahead at this junction. If cars are breaking the law and taking the left turn, it is an enforcement issue."

 

The issue here is that clearly the two left turn signals are an ineffective measure to prevent drivers from turning left into pedestrians. This is evident by the frequency with which cars break these rules. When observing this junction it is clear to me when cars are driving quickly they just see the green light and go left.

 

Now I recently have again had another incident where students in my class that I am supervising have almost been hit by a driver going at a high rate of speed taking this left hand turn. This driver then shouted at my students for being in the road. When informed they said that they "had not seen the no left turn sign". This is a recurring issue that is not going away. I pass this location every day and I see the same issue of drivers taking this left hand turn when the pedestrians have a green man. With the greatest of respect stating that it is an "enforcement issue" that is clearly passing the buck from the faulty traffic design. In reality there has been and will be no enforcement. You must take as feedback the behaviour of drivers around your design. If they are consistently breaking the rules to a greater extent than would be expected from the small percentage that would break traffic lights anyway, then it is the design that is at fault. I am certain if you did a monitoring of this you would find this to be the case. 

 

I am a concerned member of the public with responsibility for children that has twice now had near misses at this junction with children under my care. Please can you actually address this and not essentially ignore this issue again.

Can the Manager respond to the response from residents to the replies I received to questions in relation to Annesley Park as set out below and highlighted.

 

Thank you for following up, apologies for the delay in responding, I wanted to double check with some neighbours before replying.

 

With regard to the lampposts, it seems that signs were put up briefly at the end of the road but there were no signs on the lampposts on the rest of the road. Apparently there was heavy rain on the planned day so nothing happened. It would seem sensible for proper noticing to go up in time or a letterbox drop organised so that neighbours could move their cars.

 

The footpaths were redone. Instead of treating the base of the trees for weeds, the base of the trees are now covered in black tar macadam which to be honest looks a bit strange and some of the weeds are coming through.

We will examine the public lighting columns on Annesley Park and if the columns are suitable and painting is required, they will be added to a list for inclusion on a future painting programme, subject to available finances.

To ask the Manager if he will arrange to have the trees on Annesley Park, Ranelagh seriously pruned due to their current overhanging and in some cases dangerous conditions.

 

Reply:

There are No. 29 Malus trees on this road. Following the ground inspection, low branches that could potentially cause obstruction have not been identified and therefore no immediate attention is required.  However, to preserve the natural form of the subject trees, crown reshaping will be undertaken as part of 2022 tree pruning programme.”

The footpaths on Annesley Park (between Dunville Avenue and Ormond Road South) were upgraded as part of our 2022 Footpath Renewal Programme.

There are six no. columns on Annesley Park and painting had commenced with one lighting column primed. However there have been access issues, due largely to parked cars that have prevented us from carrying the painting works (painting signs were put up asking for the areas around the columns to be kept clear but to no avail). The South East Area will be asked for assistance in organising access so that the painting works can be completed on these columns.

To ask the Manager to examine the location of the cul de sac sign at the entrance to Colliers Avenue, Ranelagh with a view to placing it in a lower and more prominent position to reduce the number of cars entering that road unintentionally.

 

Reply:

The Transport Advisory Group has investigated the location and height of the Sign F350 Cul de sac sign and it is deemed at appropriate height and location at the entrance to Colliers Avenue.

To ask the Manager to enter into discussions with the residents of Colliers Avenue, Ranelagh with a view to placing a bike bunker at the existing bike rack location.  This is especially important given that none of the houses on this road have back gardens or yards.

 

Reply:

Currently a scheme review of the Bike Bunker Project is underway by ARUP Consultants. The scheme review will produce a comprehensive report on the Bike Bunker Scheme from its initial trial, including the existing scheme, providing strategic recommendations and possible future proposals. The expansion of the scheme is a consideration and will be aligned with the strategic recommendations of the report.

To ask the Area Manager if the first 4 trees on the left hand side of Tritonville Court if you are driving in from Tritonville Road could be inspected in circumstances where the resident of (details supplied) Tritonville Road is claiming that the trees are causing cracks in their property wall via root growth and the roots are coming right into their garden and under their shed and in circumstances where it is claimed the trees are too tall and require pruning as per photos supplied.

He writes:

"I am actually contacting you about the Newbridge Avenue, Tritonville Avenue intersection with Sandymount road. The increased volume of traffic down Tritonville due to the beach road water works (at least 4x previous volumes) has turned a dangerous junction into an accident waiting to happen. 

 

This junction urgently needs a pedestrian crossing over Tritonville which is a very wide road and now extremely busy. 

 

There are 3 major primary schools in the area and it isn’t possible for children to cross this junction safely even with parents, we have had 2 near misses despite holding hands. 

 

I would greatly appreciate it if you could raise this matter if you feel it appropriate. I will happily spread the word about your support at the school drop off should we make any progress on this important children’s safety issue."

To ask the Manager to deal with the following issue from a constituent.  His complaint relates to the reinstatement of the roadway at the pedestrian crossing located at the junction of Baggot Street, Waterloo Road and Pembroke Road.  He says that Irish Water have done work in the area but the roadway has not been reinstated properly.  He said that there has been some tarmac put on as a surface but that this is still a trip hazard.  He feels that the crossing is in a dangerous condition.

 

He writes:

“How can Irish Water dig up roads all over the city and get away with no proper reinstatement?  They should be held accountable and laws enacted to sanction them if they do not reinstatement roadways etc. to a proper standard within a proper timeframe”, he says.  “Dublin City Council should not be allowing them to treat our roadways in this way”, there should be intervention from them if they do not carry out the work to a high standard”.  DCC should be able to intervene”.

To ask the Manager to respond to the following email from a constituent.

 

He writes:

"I've been meaning to send this email for the past few years but I would like to bring to your attention the persistent and dangerous traffic light breaking that occurs from car, bus and van drivers every morning at the junction of Stillorgan Road and Greenfield Park.  Every single morning, drivers going inbound towards the city centre break the red lights in this location: https://goo.gl/maps/Fs6otZQTw1gMAvYw6

 

I cycle from Drumcondra to UCD every day so I see some bad junctions for light breaking in the city but this junction is always the worst one for light breakers.  What makes it all the more frustrating is that this is the very same junction where a 19 year-old cyclist was killed in 2018.  As well as this, there are always a good few pedestrians crossing this junction as they walk to UCD via the Greenfield Park entrance and they have to wait for cars to pass before they can cross even when the green man is showing.

 

The City Council's Traffic Department could add a few more seconds after the traffic light turns red before the green man appears for pedestrians but I feel this only gives in to car, van and bus drivers as they will continue to break the red light.  What would be great to see is the presence of An Garda Síochána every so often.  All is required is one Garda from the Dublin Roads Policing Unit or Donnybrook Garda Station standing at the junction beside their motorbike and hopefully their presence would deter drivers from breaking the red light. 

 

I have attached a short video from this morning at 9am of two car drivers breaking the red light and driving through the junction even though the green man is clearly showing for pedestrians."

To ask the Manager to respond to the following issue from a constituent in Park Avenue Sandymount.

 

She writes:

"I would like to bring the pictures below to your attention and understand what can be done about it? 

 

This is just a small sample of the complete disintegration of our road due to the buses. There is no doubt that this is the cause. It is impacting multiple sections of the road. 

 

As you are aware no doubt the buses on Park Avenue continue to cause significant upset.  I have emailed before, and to the NTA - they are dangerous, the road is too narrow and Dublin Bus is using the area around the church as a bus terminus.  I have counted 8 empty buses there on numerous occasions.  Of course this is all linked to the cycle lane... another disaster for the area. 

 

Whilst it is clear that there is no desire to do anything about the buses on the road (and as a mother walking my two small children to school it causes me daily angst... all is needs is for one of them to trip on their scooter or bike onto the road and they will be in front of a bus going too fast or on the pavement).  I do believe the council is now duty bound to do something about the road condition."

To ask the Manager to respond to the following issue from Sydney Parade Avenue residents association:

 

The suggested opening of the right hand turn on to Ailesbury Road lower leading on to Sydney Parade Avenue is not favoured by our residents as it would lead to our road becoming the new Merrion Gates.  As it is we have flooded with traffic for months since this water mains project started and especially now with Merrion Gates is fully closed for a few weeks. 

 

It would be good if you could confirm that Strand Road will be reopened in both directions when the current work at the Merrion Gates is complete in a few weeks’ time.

To ask the Local Area Manager, and Roads Department, for cycle safety, and to advise when road and footpath repair can be taken on Palmerston Road close to Rathmines, the house enquirer has provided her address as the broken part of the road is outside two houses. Parkside and Silverdale.

 

The enquirer states there is dangerous damage to the road outside her house. She and her children cycle and am notified that:

 

the road is all broken up and dangerous. Cars don't see it and are aggressive when we try to avoid it by signalling and going around it on our bikes. Could it be fixed please.

To ask the Local Area Manager and Clerical Officer, Transport Advisory Group and Traffic Department to provide safety for pedestrians and cyclists on traffic speed in Greenlea Grove, which I have requested several times. There is information included from the Enquirer who lives close to the access to Terenure Rugby Club. Enquirer information provided below:



Following my representations the Council painted 'SLOW' in large lettering at each end of the road.  Unfortunately this has had a limited impact and we continue to have to navigate carefully into the road for fear of the cars emerging at speed from the rugby club or on their way into the grounds.  Given the use that is made of the grounds and facilities (Montessori, coffee shop, junior rugby, training, maintenance, social activities in the club etc.) traffic is a constant feature in this short road.  It appears to me that the only way to slow it down is to install speed bumps.  

 

At a local level we are engaged with the club to try to regulate the traffic flow for particular events - match day, junior rugby, training etc.  This is in itself indicative of the volume of traffic that passes through, and for such occasions with the agreement of the Gardaí, access to Greenlea Grove is blocked at Greenlea Rd.  However, something more permanent is required to slow down the constant flow of traffic speeding past our doors.

 

I hope the Council might consider this suggestion as it is only a matter of time before a cyclist or pedestrian is seriously injured.

To ask the Local Area Manager and Parks Department about the enquiry from Sundrive Residents in regard to Eamon Ceannt Park review of upgrade. They have provided the viewpoints of Resident, Sporting & Community PoCs regarding the proposed upgrade for ECP playground. The list below is written by Sundrive Residents secretary.

Additional Views -  ECP Playground Upgrade (April 15th 2023)

1.    Disabled Parking - Given the introduction of a wheelchair swing inside the playground it is imperative that designated disabled car parking bays be provided for at the entrance to ECP

2.    Playground Security & Protection - Sadly, ECP playground has been targeted on a number of occasions and equipment set on fire / damaged, broken and graphited, Just two weeks ago a brand new communications board was vandalized and had not even been in situ 24 hours.  Therefore we should suggest the following protection measures;

1.    CCTV to be installed overlooking playground similar to weaver square park  - (see photo attached)

2.    Lighting - in the vicinity of playground area (currently obstructed by Tram Cafe container from sightline entrance at Rutland), with the aim of minimizing anti-social activity congregating in the vicinity of playground/picnic benches, with the creation of a night-time corridor which is properly illuminated from main entrance to help with informal and formal surveillance 

3.    Locking the playground gate - the reintroduction of playground closing in evenings to reduce negative activity in playground in evenings/weekends by anti-social groups - residents are willing to offer their time to become de facto guardians of the playground.

We understand that there is a cost involved in the above suggestions and our collective groups are willing to fundraise and/or push for funding via Community Safety Innovation Funds (and/or other funding streams).  This will not only allow us to introduce protective mechanisms for the playground, it will in-turn help improve ECP safety for park users overall.  It would be an absolute shame to see a newly upgraded playground vandalized and we cannot stress enough the high-risk of that happening which would be an incredible shame.  We have a great opportunity to approach this upgrade in the correct manner and we kindly ask for your consideration of these important views.

To ask the Local Area Manager and Parks Department for response to enquirer about DCC Parks Bushy Park Tree Care Programme Report (2023-2025)



The enquirer information is set out below:

 

Please ensure the DCC Parks Bushy Park Tree Care Programme (2023-2025), including felling and making monoliths of 84 trees this year, is stopped, or at least deferred until the dormant season (31st September), while an independent review occurs because:

 

It breaks the law (the Wildlife Act, The Cruelty to Animals Act, EU law).

 

It is nesting season. Countless birds, chicks, eggs, small animals, bees, other pollinating insects, and habitats are being unnecessarily killed during this DCC Parks Programme of works.

 

There is no imminent risk to human life and welfare.  Risk of harm by tree is 1:10 million.  It includes dead and living trees.  So there is no urgency.

 

Please advise me of your decisions so I can pass that information on to all the local residents associations.

To ask the Local Area Manager and Conservation Officer if the 2 properties, 20 Palmerston Park and Palmerston Lane are on the Vacant Site/Derelict Site lists. The protected structure at 20 Palmerston Park continues to deteriorate having been vacant since 2007.

To ask the Manager if he can have the following examined:

There is a constant issue with flooding outside Brookfield and Hazeldene, Anglesea Road, due to the speed bump. Can a new drain be put in to alleviate this problem?

Can the Manager issue a full report outlining the legislation and planning criteria that will underpin the Sandymount Green temporary road closure?  This report to include whether cyclists will be allowed to cycle through this area?  What planning process will be in train regarding street furniture?  Who will manage this space?  What provisions will be in place to deal with any litter issues?  Is this space being targeted at children or is the space being designated as a general amenities area? What materials will be used to cordon off the area?  What relationship will this cordoned off area have to Sandymount Green park space?  It is also important that you define in language whether this is a temporary pedestrianised space, or a traffic free space, or a car free space in order to avoid any confusion like what is taking place in Capel Street?   It is also vitally important that this initiative by DCC does not become over commercialized under the guise of being pedestrianised and that this particular space becomes awash with tables and chairs and barrels and the like.  Every effort should be made to make this particular initiative at this location the gold standard.

Can Planning Enforcement Section examine the use of the Staircase building in Aungier Street?  This building has recently come back into use as accommodation.  Planning enforcement and fire safety need to be examined to ensure that this building is appropriately used and is safe and is compliant within the law.

Can the Manager ask building control and the scaffolding license section to examine the structures that now surround the former Central Hotel in Georges Street?  I have had a number of complaints from members of the public that they don’t feel one bit safe passing through these long structures.  Many people have taken to walking on the roadway, particularly at the busy junction at Exchequer Street.  Also there is an interference to the businesses in the area particularly the restaurants and the night clubs which is leading to bottle necking and blockage of the footpath.  In the interest of health and safety I would ask for a full report on these matters.

Can the Manager organise a full presentation for councillors in the South East Area by the Peter McVerry Trust as to what their plans are for the new build homes at Smock Alley and Wine Tavern Street.  This presentation to be given at the earliest opportunity to a meeting of the South East Area.   Many residents and businesses in the area didn’t get an opportunity to attend the recent open day information sessions regarding this new housing initiative.

Can the Manager organise a full comprehensive clean-up of Liberty Lane.

Can the Manager issue a full update and report with regards the initiative for the order of protective structures of buildings in the RTE campus?  Further, can the Manager ask the conservation section of DCC to immediately go to the RTE radio Centre which is a unique building and in need of protection and examine that building and the manner in which it is being kept. There is great concern by public and indeed members of RTE staff that this building is being seriously undermined and kept in an appalling shabby state.  Also, why is there such long delays in protecting these important structures which were the foundation of the Irish State broadcasting initiative and are of huge cultural and architectural significance?  What’s happening here is an act of slow deliberate cultural vandalism.

Can the Manager ask the Peter McVerry Trust to attend to the ongoing serious maintenance issues and leaks that are now a regular occurrence for the tenants in their new build on Clanbrassil Street?  This is a recent build at considerable costs.  Many of the residents here have contacted me with ongoing issues of failures within the building.

Can the Manager issue a full and comprehensive report with regards to the recent devastating fire at Iveagh Trust flats in New Bride Street off Kevin Street?  This report to include what was DCC’s housing section involvement here?  Where are the tenants currently housed?  What procedures were in place to deal with such an emergency? What legal advice, if any, was offered to the tenants effected here whose homes were lost and whose properties were lost?

 

What counselling, if any, was offered to these tenants who were traumatised by this experience? What welfare and other support services, financial and otherwise was offered to these tenants?

Can the Manager issue a full report and update as to when St. Enda’s Primary School at Whitefriar Street will receive its school zones initiative that was agreed some time back?  It is very disappointing that there has been such a long delay regarding this safe schools zone initiative at this location.  I’d be most grateful if this initiate was fast tracked.

To ask the Parks Manager to provide Councillors in the Kimmage Rathmines LEA with a list outlining intentions and details of plans re the following for the next twelve months from April 2023:

·         New or upgraded playgrounds or play equipment.

To ask the Manager to provide detail in relation to three new trees planted on the green area in Laurelton (off Bushy Park Road).  What type of trees are these (not in keeping with the current trees) and why was this location chosen (not requested by local residents or Councillors)?

To ask the Manager for an update in relation to the Gulistan site and proposed development of age friendly and cost rental apartments and a Health Services Executive (HSE) Primary Care Centre which would also provide access for local community activities.  In providing the update, can the Manager advise if there was a requirement built into the contract with the HSE for the Primary Care Centre to be built in tandem with the other developments on this site?

To ask the Manager to address the noise nuisance from the new audio dog fouling announcement at the entrance of Dodder Park (Orwell Road bridge entrance).  It appears to be motion sensor activated and went off at least 30 times in 30 minutes on one day and can be heard loudly by all nearby houses and it as well as the dog fouling has become a significant nuisance.

·         Waste disposal trucks operating outside of the allowed hours, namely using the Crumlin Road between the hours of 1am and 4am.

To ask the Area Manager if traffic engineers can assess the parking situation on Aideen Mews. The Mews is a narrow residential laneway but wide enough for vehicles to pass each other if all vehicles park on one side of the lane. Frequently, however, people are parking on both sides of the lane, blocking in other residents and their cars. Could traffic engineers look at putting Double Yellow Lines along one side of the lane (opposite the homes) to prevent these blockages from occurring, or suggesting an alternative intervention.

This could help to protect both the bike lane and ensure buses are not obstructed.

“Another area that is a nightmare to navigate are the bike lanes on the south side of the Samuel Beckett Bridge. There are excellent cycle lanes already running East-West, but at this intersection, it becomes absolutely horrendous to navigate. The pedestrian crossings intermix with the cycle crossings, and the cycle lanes coming from the Samuel Becket Bridge from the North don’t integrate well into the east-west cycle lanes. Additionally, the cycle lanes on the East side are very narrow, cross a lot with pedestrians, and often pedestrians are walking directly in the middle of the cycle lanes. It’s very chaotic and very unsafe. I think the area needs better delineation, and more direction as to what is cycle lane, and what is pedestrian area to keep the flow moving without everybody crossing over each other.”

To ask the Area Manager can he please, as a matter of urgency, please investigate (details supplied).  They are on all day from 11am in the morning until 3am at night causing artificial light in neighbouring apartments.  This is unfair to the residents and causing serious light pollution and distress.  Can the Manager confirm whether planning permission was granted for such lights, if so why is deemed acceptable that such lighting be on during the day and allowed to impact on residents like this.

There are two spots highlighted below that are very dangerous in my opinion and will one day lead to an accident,

 

Red Marking

·         This is pretty simple but there is no pedestrian crossing here. It’s a popular crossing and people including children run across all the time, they recently added a crossing on the other side leading to Sean Moore Park so I don’t know why one can’t be added here.

 

Blue Marking

·         This is much more dangerous, cars taking a left on to R111 from R802 repeatedly going through the red light. This has happened to me on a number of occasions including when I have my young children with me. This is a popular crossing from children getting to St Matthews or Star of the Sea, so again it feels likely an accident will happen shortly. I don’t know why cars go through it as the light is plainly red, maybe a red arrow light would make it clearer but as it is so close to the Garda station it is a wonder why the light is so poorly respected.

 

·         Another issue at this junction impacts cars – cars trying to beat the lights coming from R111 and approaching R131 use both lanes of traffic on R111 as if there were both heading towards the east link essentially going against the traffic coming from the beach road – once again this is a head on collision waiting to happen.

 

There has been significant work completed around these junctions in the past while and the water works are happening now as well as an apartment build on the old Maxol site so it would be a great time to sort out these issues above before an accident happens.

 

New pedestrian buttons wouldn’t go astray either as we’re still on the very old ones, while the junction by Slattery’s pub on the top of Bath Avenue have had theirs replaced twice to keep up with the sensory ones.

To ask the Manager if the following can be addressed - three issues related to Byrne's Lane off Pearse Street:

 

The issues are the continuous illegal parking on yellow lines in the lane particularly cars parking overnight and leaving pre 7am wakening up people in Winter Garden whose bedrooms are on the ground floor.

 

Some of these markings have been eroded over time, and not repainted and there has also been the issue that some garage spaces for cars are no longer that given that the garages have been removed and new walls replacing them but the street markings have not been updated.

 

The final issue is the use of the rear of (details supplied) Pearse square / Byrne's Lane as a building site / supply yard /container base with white vans coming and going in the lane from 7am to 5pm.There is currently a full container in the lane (full) and overfilled with cut branches and other greenery brought from another site.  This is a regular occurrence.

(Photo attached) The traffic barrier would continue to serve its primary purpose as a traffic calming measure even if one or two central bollards were removed and the kerbs either side were dished, but such a measure would improve accessibly for pedestrians and cyclists without necessitating a detour off the desire line to access the nearest dished kerbs.
