With reference to Motions to the Area Managers. 

 

The following motions to the Area Managers were tabled.

 

 

Item 1

Motion in the name of Councillor Nial Ring

In noting the Chief Executive’s reply to my City Council Q34 (November 2022) in relation to the retention of facilities at the Shamrock Terrace Recycling centre where he states that “It is confirmed that the services currently being offered at the Shamrock Terrace recycling centre will continue to be retained in their entirety” that this Area Committee now agrees that Dublin City Council should immediately (before expiration of the current service contract with Panda in April 2023) undertake a feasibility study with a view to DCC taking over the operation of the centre and the employment of the staff currently working there. Given that DCC receives no rent but actually pays Panda an annual fee to operate the facility, and also pays various rates for the disposal of each type of waste stream. It would seem prudent that such a feasability study should be undertaken as it is likely that such a study together with an all-encompassing cost/benefit analysis would conclude that it is in the best interests of the centre users and employees that DCC take charge of the operation thereof.

ORDER:  Agreed.

 

Item 2

Motion in the name of Councillor Nial Ring

That this Area Committee notes that the planned construction of 1,592 build to rent apartments at Clonliffe College has been blocked by the High Court following judicial review proceedings being brought by a private citizen. The Area Committee notes that the judge found, inter alia,  that An Bord Pleanála did not sufficiently engage with DCC’s serious concerns about the development (DCC had, like myself and may others who made submissions recommended refusal of the project on many grounds including height, scale, inordinate amount of one bed units (70%), tree removal, intrusion on local environs etc.) This committee congratulates all involved in making submissions, including local residents, public representatives, DCC,  concerned citizens and organisations who put in over 120 submissions, but, in particular, Fionuala Sherwin, the private citizen who challenged An Bord Pleanála’s decision by way of  judicial review.

ORDER:  Agreed.

Item 3

Motion in the name of Councillor Nial Ring

That this Area Committee instructs the Area Manager to request parking section to examine the situation in Father Scully House whereby the elderly residents therein have no access to parking spaces in the complex, and to issue them with parking permits for nearby Grenville Street or some other street in the vicinity which has pay and display parking.

ORDER:  Agreed.

Item 4

Motion in the name of Councillor Cat O’Driscoll

That this Central Area Committee condemns in the strongest terms the acts of violence and hostility against people seeking asylum and refuge in Dublin and calls on social media platforms headquartered in Dublin to tackle the rise of hate speech and aggression on their sites. 

ORDER:  Agreed.

Item 5

Motion in the name of Councillor Joe Costello

That this Area Committee request Dublin City Council to provide the new Men’s Shed at Sean McDermott Street with a suitable site and equipment.

ORDER:  Agreed.

 

Item 6

Motion in the name of Councillor Cieran Perry

That this Area Committee request the project team for the regeneration of Dorset St flats to review the timeline for the demolition of St Mary’s block? The flats have become one of the worst blackspots for drug dealing in the city and the Garda have recommended the demolition of the block to assist in their operations against the drug dealers.

ORDER:  Agreed.

Item 7

Motion in the name of Councillor Cieran Perry

That this Area Committee request the Housing department to include the regeneration of Cannon Burke senior citizens flats in Cabra in their program of works? The flats are in an extremely poor condition and unsuitable for any senior citizens. 

ORDER:  Agreed
