The following emergency motions to the Area Manager were tabled:

 

Emergency motion in the name of Councillor Janet Horner

 

This area committee calls for an immediate suspension of the planting of new trees along the median strip of Dorset Street, pending a meeting between the NTA, Dublin City Council Management, District 7 Alliance and other residents of the area to consider the feasibility of removing the median strip entirely. Residents, business representatives and road safety campaigners have all advocated for the removal of the median strip to support traffic calming, accessibility and improve the liveability of the area. This project should not progress until all stakeholders have met and a strategy agreed with road safety, air quality and accessibility as central considerations. 

 

ORDER:  Agreed.  Area office to arrange meeting with all stakeholders. 

Emergency Motion in the name of Councillor Eimer McCormack

With the deadline for submissions to the Bus Connects and Metrolink North applications rapidly approaching I would like to request the Traffic Department of DCC appear before the members and provide a report on the expected traffic impact on the Central Area, as these routes converge through the area. Bus Connects will include the routes from Swords, Blanchardstown, Ballymun and Finglas, all traversing the Central Area on route to the city centre and I feel councillors need to be made aware, in advance of submissions, of the potential for any and all eventualities for our area. Similarly, when the construction of the Metrolink begins, what traffic management plans are foreseen by DCC as being necessary and what actions will they take to alleviate congestion on our already busy streets.

Emergency Motion in the names of Cllr. Joe Costello and Cllr. Declan Meenagh

That the Area Manager request that the deadline for planning submissions for the Metrolink Project be extended by two weeks as sought by the Griffith Avenue and District Residents’ Association.

Item 1 

Motion in the name of Councillor Christy Burke

That this Central Area Committee requests an up to date report to the future of the Bring Centre at Shamrock Place, Dublin 1.

ORDER:  Agreed.

 

Item 2

Motion in the name of Councillor Christy Burke

That this Central Area Committee calls on Irish Rail to address the issue of the screeching noise which train wheels make on the metal track as it passes over the bridge on Ballybough Road, (as the rail tracks curve over that section from North Strand Road to Croke Park).  Greasing machines have been installed by Irish Rail but there has been little improvement.  Residents feel the noise levels are still too high and their quality of life is suffering as a result.

 

ORDER:  Agreed.

 

Item 3

Motion in the names of Councillor Colm O’Rourke and Ray McAdam

 

That this Central Area Committee

 

·         Thanks the National Transport Authority (NTA) for agreeing to our motion to use the unutilised lands north of Mount Bernard Park and for transferring the land to Dublin City Council for public access and community use, as well as for providing funding for same as part of the BusConnects programme.

·         We now call on the Chief Executive of Dublin City Council to proceed as quickly as possible with the remediation works and secure the specialist assistance required.

  • We ask that Dublin City Council consults residents regarding the best use of the sought-after community amenity. 
  • Furthermore, we request that an indicative timeframe is put in place for the completion of the entire project and it to be reported back to us as soon as possible.

Item 4

Motion in the name of Councillor Joe Costello

That this Central Area Committee agree to oppose the CPO by the NTA of a significant portion of the Constitution Hill Housing Regeneration site at Catherine’s Lane.

ORDER:  Agreed.

 

Item 5

Motion in the name of Councillor Joe Costello

 

That this Central Area Committee calls on Dublin City Council to consider refurbishing the CTC building in Sheriff Street and making it available for the provision of much needed crèche facilities in the North Wall.

ORDER: Agreed.

 

Item 6

Motion in the name of Councillor Joe Costello

That this Area Committee calls on Dublin City Council to detail the extent of Housing First in the Central Area and if he will carry out a review of its effectiveness, particularly, in light of the tragic events in Kevin Barry House over the last month.

ORDER:  Agreed.

 

Item 7

Motion in the name of Councillor Declan Meenagh

That this Central Area Committee commends the Parks Department for their response to the outbreak of Fireblight Disease in Riverston Abbey, Ashtown and that this Central Area Committee calls on the Parks Department to rapidly replace these trees with new trees and to look at other greening options for the area.

ORDER:  Agreed.

 

Item 8

Motion in the name of Councillor Nial Ring

That this Central Area Committee requests the Area Manager to contact the project management team for the Clontarf to City Centre Cycleway Project and instruct them to immediately reverse the decision/ plan to remove the two most used bus stops on North Strand Road, namely the outbound stop on North Strand Road between Charleville Avenue and Bayview Avenue and the inbound stop at the corner of Strandville Avenue.

ORDER:  Agreed.

 

 

 

Item 9

Motion in the name of Councillor Nial Ring

That this Area Committee requests the Area Manager to arrange for a complete review of the bollards on Manor Street as these are ongoing issues caused by the presence of these bollards including litter, access by sweepers and, most serious, the ongoing decline in business in local shops. 

ORDER:  Agreed.

 

Item 10

Motion in the name of Councillor Nial Ring

That this Central Area Committee requests the Area Manager to contact the project management team for the Clontarf to City Centre Cycleway Project  and instruct them to immediately reverse the decision to extend the inbound the bus lane time to 24 hours and reinstate the previous times (up to 7pm, Monday to Saturday) on that part of the bus lane from Annesley Bridge to the Five Lamps, thus giving some relief to the major inconvenience foisted on local residents who are currently not allowed turn onto the inbound lane.

 

ORDER:  Agreed.
