The following Emergency Motions to the Area Manager were tabled.

 

Emergency motion in the name of Councillor Ray McAdam

 

That the Central Area seeks a detailed update including indicative timeframe for the further delivery of the Bike Bunkers scheme in Stoneybatter and across the North Inner City

ORDER:  Agreed. Report to Councillor.

 

Emergency motion in the name of Councillor Janice Boylan

 

 

That this area committee continues to support residents of Palatine Square in having the collection of their domestic rubbish bags from their homes by their waste management companies. These homes have had this bag service for a long time because they do not have the ability to facilitate big plastic bins and this situation has not changed. We call on DCC to engage with the private bin companies to support the resident’s requests to continue a bag collection service.

That Dublin City Council takes immediate steps to have the letter from Greyhound Waste Collection Company sent to residents of Palatine Square, dated 9 June 2022, revoked.

Motion in the name of Councillor Christy Burke

That this Central Area Committee agree to the request from East Wall Bessborough FC, for the pitches on Alfie Byrne Road to be rejuvenated and enhanced to a standard deserving of the area, which has been overcome with construction and deprived of recreational facilities.

 

ORDER:   Agreed.

Motion in the name of Councillor Declan Meenagh

That this Central Area Committee notes the need for universal access to the Royal Canal Bank park.  That this Committee agrees that the Parks Department and Public Domain should talk about the best options to make the park accessible.

Item 3

Motion in the name of Councillor Christy Burke

That this Central Area Committee agree to look for an update report on the Smithfield Boxing Club at Aughrim Street, Dublin 7.  That the Chief Executive agrees to meet reps from the Club before the weekend after the June CAC Meeting to update the reps on progress at the Centre.

Item 4

Motion in the name of Councillor Nial Ring and Councillor Cieran Perry

That this Central Area Committee welcomes the Chief Executive's response to submissions to the Draft Development Plan regarding the retention of the Z9

Zoning for Tolka Park, and the inclusion of Tolka Park (in addition to Dalymount Park)  in Objective GIO51 of the Draft Development Plan. This committee further supports Shelbourne F.C's proposal to build a new stadium and ancillary sporting facilities at this iconic sporting venue and, recognising that Shelbourne F.C.is an integral part of the local and extended Northside community with  not only  a men’s and women’s team in the Premier Division but, more importantly, 25 Academy teams, nearly 500 mixed  underage players as well as  a disability team, this committee supports any application by the club for funding as the benefit to sports, disability, health, education, and community links of the proposed development are clear, obvious, and very necessary.

Item 5

Motion in the name of Councillor Nial Ring and Councillor Cieran Perry

That this Central Area Committee notes that later this month marks the centenary of the commencement of the Civil War (June 28th 1922) when Michael Collins, under pressure from the British Government and armed with artillery provided by the British Government, bombarded the Four Courts and stormed the building occupied by anti-treaty forces, and, in acknowledging the divisions caused by the conflict, asks that all Dublin City Council organised or sponsored events commemorating the Civil War are balanced, fair and impartial. 

 

Order:  Agreed.

Motion in the name of Councillor Ring, Cllr. Perry, Cllr. Boylan, Cllr. Costello, Cllr. Meenagh,  Cllr. McAdam, Cllr Horner, Cllr Lonergan, Cllr McCormack, Cllr O’Rourke, Cllr McGrattan and Cllr O’Driscoll

That this Central Area Committee notes that we received a presentation (February 2022)  in relation to a proposed Part 8 planning application for the construction of a new two storey and single storey extension to the north west (side) of the existing Aughrim Street Sports Centre and that this Planning Application has been submitted to DCC (Planning Ref 3791/22)

This committee further notes, with disappointment, that Smithfield Boxing Club, a longstanding and valued user of the facilities of the Centre, was not consulted, or had any input into the project, its direction, development or design since the discovery of a drainage issue on site, and issue which has fundamentally altered the project as borne out by the current design. Furthermore, we note that Smithfield Boxing Club Club requested technical drawings in December 2021, and continue to await them and that officers of the club were not made aware that the project had progressed to the planning stage or that the plans were brought before our Area Committee in February, notwithstanding having been heavily involved in the original (pre drainage issue) proposals.

This committee now reiterated our strong support for the original proposal made by Smithfield Boxing Club that it be allocated a minimum of 40 square meters on the first floor of the building to be used as training space and that additional space be also allocated to them for ancillary uses as would be required to run this type of sporting facility. Finally, this committee requests the Area Manager to immediately engage with the club to ensure that the previous level of communication, cooperation and collaboration which existed between DCC and the Club is re-established.

 

ORDER:  Agreed.

 

Item 7

Motion in the name of Councillor Ray McAdam

That this Central Area Committee resolves its support for the preparation of a dedicated Environmental Improvement Plan for the East Wall area and that steps be undertaken to begin that work. 

 

ORDER:  Agreed.

 

Item 8

Motion in the name of Councillor Declan Meenagh

That this Central Area Committee notes:

The Irish Society for Colitis & Crohn’s Disease is a patient-to-patient support group for over 40,000 people who are living with Inflammatory Bowel Disease (IBD) in Ireland.  Inflammatory Bowel Disease describes a group of conditions in which the intestines become inflamed. The two most common inflammatory bowel diseases are Crohn’s disease and ulcerative colitis.

Living with IBD can be a daily struggle, traveling outside the home has always been a challenge for many people living with IBD.

The Irish Society for Colitis and Crohn’s Disease is calling on all Councils and the Department of Health to recognise our “No Waiting” card, to support people in the community with IBD gaining urgent access to a nearby toilet.

The Central Area Committee agrees:

Dublin City Council to make all staff aware of this card

·         Dublin City Council to accept this card in leisure facilities, libraries and everywhere we operate public toilets and that we will train staff on this card 

·         The Economic Development department to work with Dublin Chamber and other groups to promote the card

·         Council will communicate with all members of the Business Improvement District to raise awareness of this card.

Item 9

Motion in the name of Councillor Declan Meenagh

That this Central Area Committee commends the parks department, contractor and traders in the Phibsborough Market and agrees to continue to promote and support this excellent market.

Order:  Agreed.

 

Item 10

Motion in the name of Councillor Joe Costello

That this Central Area Committee opposes the termination of visas for English language students in May and renewal in September when the school term starts again.

 

ORDER:  Agreed.

 

Item 11

Motion in the name of Councillor Cieran Perry

That this Area Committee notes with concern the decision of the Office of the Information Commissioner not to direct the Housing Agency to release details of Voluntary Housing Bodies in breach of the voluntary regulations agreed in 2013.

Millions of euros from public funds are used to finance AHB’s and AHB’s house significant numbers of council tenants. It is reported that significant regulatory breaches have occurred, including at least one which has resulted in a Garda investigation. This committee calls on the Housing Agency to release these important details in the interest of transparency and value for public monies.

Item 12

Motion in the name of Councillor Janice Boylan

That this Central Area Committee notes that since the Survey Reports under the listing process confirm the existence of 1916 buildings, structures and elements throughout no's 10 to 25 Moore Street. That members of the central area committee reiterate our call for this terrace of buildings that became the last Headquarters of the 1916 Provisional Government to be added to the list of protected structures without further delay as being of special architectural,historical,archeological,artistic cultural and social interest.
