DUBLIN CITY COUNCIL

SOUTH CENTRAL AREA COMMITTEE

16th February 2022

M149   Councillor Máire Devine

That this committee reluctantly acknowledge the timeline for the reopening of the Donore Community Centre to be 2023/2024. It is an unacceptable wait for the community and they urgently require meantime dedicated spaces. This committee will source appropriate space/buildings( like prefabs or the use of the vacant Weir Home For Nurses) ,on a temporary basis, in the Donore area and fast track all that is required to allow community groups gather again.

M150   Councillor Máire Devine

That this Committee expresses its frustration at the lack of progress in the demolition of the derelict buildings at Dolphins Barn. That the members be updated on the proposed housing development by AHB.

M151   Councillor Darragh Moriarty

That this Area Committee calls for the erection of a plaque to commemorate the life and death of Ettie Steinberg, believed to be the only Irish victim of the Holocaust, who lived, grew up and went to school in Dublin 8. She and her family lived at 28, Raymond Terrace, off the South Circular Road (now Raymond Street) and she went to school at St. Catherine's in Donore Avenue. Either location would be appropriate for the erection of a commemorative plaque.  This is long overdue and would be a fitting way for this Area Committee to mark Holocaust Memorial Day, which took place 30th January 2022.

M152   Councillor Darragh Moriarty

That this Area Committee notes with disappointment that DCC were unsuccessful in their attempt to relocate a community sports amenity from the St. Michael’s Estate regeneration site to the nearby Mercy Secondary School.

This Area Committee restates its strong preference for DCC to follow through on not one, but two previous iterations of drawings that saw the community sports pitch retained on the St. Michael’s Estate redevelopment site.

This Area Committee calls on DCC to revise its latest plans to incorporate the delivery of a community sports pitch immediately next to Inchicore Sports Centre to ensure proper management, supervision and access to changing facilities.

M153   Councillors Daithí Doolan, Sophie Nicoullaud and Hazel de Nortiún

The South Central Area Committee commends the cooperation shown by City Council management, community groups, youth services, Gardaí, City Councillors and TDs in working together to tackle the causes and consequences of the recent violence and anti-social behaviour in Cherry Orchard.

This committee supports the package of actions and resources agreed for the area and encourages the relevant Government departments to match fund this plan for next number of years.

This Committee further calls on the Minister for Justice Helen McEntee to upgrade Ballyfermot Garda Station and to provide it with adequate staff and resources to ensure the community enjoy a full and proper policing service.

M154   Councillors Daithí Doolan, Sophie Nicoullaud and Hazel de Nortiún

In noting the intense level of private development planned for Drimnagh and along the Grand Canal, the South Central Area Committee calls on DCC to ring-fence the levies from these developments in order to fund infrastructure, services and recreational facilities for the community.

M155   Councillor Sophie Nicoullaud

That the footbridge over the Chapelizod Bypass and the path going down to the river be part of the Liffey Gael /East Timor Masterplan.

M156   Councillors Vincent Jackson and Hazel de Nortiún

In light of the serious concerns with agreed amalgamation of the 3 secondary schools in the Ballyfermot Area i.e. St Dominics, Caritas College and St John`s College to one site i.e. St John`s College Le Fanu Road Ballyfermot Dublin 10 the new school “St Seaton`s College”.  Parents and students are now told that the new school will not be ready for September next and a fragmented arrangement will apply i.e each school with offer a different stream i.e. 1st, 2nd year etc to the whole school population. The Children of Ballyfermot deserve a proper fit for purpose School campus incorporating all the best possible offer teaching facilities / teaching methods. The New College needs to incorporate all these facilities from day one in a proper fit for purpose facility including sporting facilities, Sports Hall etc. This Committee calls upon the Joint Trustees and the Department of Education to ensure these facilities are provided from day one and ensure all the existing Schools remain open in their current format until the said facilities are ready. The mental anguish is horrific on many young people and parents with this constant worry and this on top of over 2 years of the covid pandemic makes for a very difficult learning environment.

Furthermore with so many new houses being constructed and proposed for the area, how will this be sustainable without services and infrastructure being frontloaded.

This Area Committee agrees to write to both the Minister for Education and the Minister for Housing to request that both departments look into the proposed amalgamations of the secondary schools in Ballyfermot.

M157   Councillor Vincent Jackson

In light of the serious ongoing issues with anti- social behaviour in some of our estates that Dublin City Council ensure that sufficient resources are made available to address these issues, that all stakeholders be asked to respond in a positive / pro-active way. The need for locally based services working as part of a team is vital to address these issues which are seriously affecting the quality of life and safety of those in our communities.

The area needs additional Gardaí,

Community / Youth Services

Neighbourhood facilities Café, Supermarket etc.

In addition, this committee invites the Minister for Children’s Affairs to come along to our next SCAC Meeting and outline how his Department can provide additional funding for Youth services in communities most effected.
