The following Emergency Motion to the Area Manager was tabled:

Emergency motion in the name of Councillor Janice Boylan:

That this area committee calls on the Area Manager, the CEO and the planning department to immediately stop the wilful destruction through sub division to No. 10 Moore Street. This building has been sub divided into three parts to accommodate yet another phone shop on Moore Street. The street is saturated with phone shops and does not need another phone shop. Planning regulations are not been met by the occupiers in doing this horrific sub division. We will not continue to allow Moore Street to decline further into a street with over 20 phone shops, this is ruining the heritage and culture of the whole street. Number 10 is a historic part of the battlefield site and this wilful destruction of such heritage has to be stopped immediately. 

Reason behind my emergency motion. 

Dublin City Council has a duty of care to rate paying business owners as well as having a duty of care to businesses. This duty of care has been breached on numerous occasions for the past few years, by Dublin City Council. 

The Department of Heritage also has a duty of care towards heritage buildings, such as No. 10 Moore Street in which both Hammerson and Chartered Land agree is pre-1916, many historians even claim that no.10 is the most important building historically, even more so than no. 16 Moore Street. It is in this building that the volunteers started their journey within the terrace, while the leaders of the rising spent their last night’s sleep and ate their last meal.  It is also this building where Elizabeth O’Farrell set up a treatment area for the wounded.

Recently and not for the first time but hopefully the last, Hammerson and DCC have allowed another hideous subdivision of a shop within the iconic Moore Street Terrace.  No. 10 Moore Street is the shop in question.  Over the last few days Builders have been working within this pre 1916 building, possibly damaging the pre 1916 elements to the building but also illegally subdividing the unit without the relevant planning permission or change of usage notices from Dublin City Council.

Motion in the name of Councillor Colm O’Rourke

That this Central Area Committee calls on Dublin City Council to work with the relevant stakeholders to identify a space in the Ashtown/Rathborne/Royal Canal Park area to acquire land for a community garden due to the high interest from residents for such a facility here, which could also be used as a community facility and location to host community events and initiatives. A community garden to be placed here where there is currently unused lands could help in mitigating some of the issues in this urban area, help with sustainable environmental needs, help with the community development of this new area and provide an amenity in an area that is lacking in a wide range of community resources.

Motion in the name of Councillor Joe Costello

That the Central Area Committee calls on the leaders of the three political parties in Government, Fianna Fáil, Fine Gael and Green Party, to publicly drop Ireland’s opposition to the Trade Related Intellectual Property Rights (TRIPS) Covid Vaccine Waiver at the World Trade Organisation so that Covid-related medical products can become available in low-income countries and thus help prevent the spread of deadly global diseases.
