Emergency Motion in the name of Councillor Janice Boylan:

That this Area Committee calls on Dublin City Council to immediately undertake repair works on the former Magdalene Laundry site on Seán Mc Dermott Street given its historical importance and future possible designation as a National Site of Conscience or Archive. Giving the many promises from government so far that haven’t yet materialised and in line with the report published today we, the elected Councillors need to ensure that the promises and commitments are fully honoured. The starting place in Sean Mac Dermott for DCC is to make sure all relevant repair work is carried out fully.

ORDER: This motion was not agreed.

Emergency Motion in the names of Councillors Joe Costello and Declan Meenagh:

Considering that Dublin City Council management and staff carry out essential work in running the City;

Considering that approximately 1,000 staff members have been unavailable for work for Covid-related reasons at some stage since the pandemic began;

Considering that the increase in staff unavailability is having an impact on service levels;

This Committee calls on the Minister for Health and the National Immunisation Advisory Committee to designate Council staff as frontline workers who should receive the Covid Vaccine at as early a stage as possible.

ORDER: Agreed. Letters to be sent to the Minister for Health and to the National Immunisation Advisory Committee.

That this Central Area Committee express our sorrow and sadness to the families and close friends of two great community activists who passed in the last week.  Ms. Breda Nolan in the Ballybough area and Mrs. Maureen Grant late of Drumalee, Dublin 7 and the Olympia.  Both women played great roles in the city and we thank them.

Emergency motion in the names of Councillors Ray McAdam, Janet Horner, Anthony Flynn, Cat O’Driscoll, Darcy Lonergan and Christy Burke:

That this Area Committee in endorsing the Report of the Filtered Permeability Traffic Trial at Grangegorman, and in light of the agreed motion at this Committee in September 2020 for a Phibsborough Traffic Management review, calls upon the Traffic and Transportation Department to expedite the proposed Neighbourhood Traffic Scheme process so that measures to:

·         Reduce rat-running,

·         Tackle illegal and unsafe parking,

·         Reduce commuter parking,

·         Cut vehicular speeds,

·         Reduce traffic volumes,

·         Enhance pedestrian and cycling opportunities

are prepared by the Engineering & Transportation Department with a view to implementing across the Cabra, Phibsborough and Stoneybatter, following appropriate local consultation in each neighbourhood, like the initial works undertaken, to date, in East Wall. In advancing this work, further opportunity will be provided to the Council to further understand and address any consequences or impacts of the Grangegorman Trial, including:

·         The traffic and environmental measures requested by Phibsborough Residents to offset the adverse impact of the closure.

·         Signalling and other traffic measures required to reduce traffic delays on adjoining streets, particularly on the North Circular Road, Prussia Street and Aughrim Street;

·         Traffic measures to deal with rat-running on to local adjoining streets

·         Measures to ensure integration with the NTA/Bus Connects plans for the Blanchardstown Bus Corridor and to provide details of all consultation with the agencies involved

·         Public realm issues including a review of planters/street furniture/public lighting/road surfacing and road markings to ensure the highest standards are provided.

This Area Committee further resolves that the Engineering & Transportation Department undertake these works within the next 12 months, so that consultation, led by the Area Office and local Councillors can be facilitated across 2022.

ORDER: Agreed.  Motion to be forwarded to the Roads and TrafficTeam involved.

Emergency Motion in the names of Councillors Cieran Perry, Nial Ring, Christy Burke, Anthony Flynn, Janice Boylan and Séamas McGrattan:

This committee completely opposes the proposed ‘co-living’ developments at Phibsboro Shopping Centre and Hendron’s in Broadstone. We believe the proposed ‘co-living’ concept is developer-led, is unsustainable and lowers living standards for those who will occupy the development. We believe the primary motive for ‘co-living’ developments is to maximise profit by building large numbers of tiny living units.

Co-living, by its very nature, attracts a transient population which will not contribute to a sense of community in the locality. Family homes or permanent secure accommodation would provide much needed permanent homes while also creating a sense of community.

This committee notes that: -

·         developers of ‘co-living’ building are not required to provide social housing or community gain.

·         there is no evidence that ‘co-living’ developments contribute to addressing the housing crisis.

·         the Minister for Housing, Planning and Local Government has introduced new planning guidelines to restrict all future ‘co-living’ developments.

·         nine ‘co-living’ developments are currently in the planning process or granted permission in the general area.

ORDER: Agreed.  Motion to be forwarded to the Planning Department.

The following motions were tabled:

Motion in the name of Councillor Christy Burke:

That this Area Committee express their thanks to all involved, who assisted persons in need, during Covid-19 in 2020.

ORDER: Agreed.  Motion to be forwarded to Corporate Services, Transformation & Human Resources Department.

Motion in the name of Councillor Nial Ring:

That this Area Committee request that all public realm projects presented to this committee for approval (Part 8 etc). should include a report from  the Joint Working Group of the Public Participation Network Disability Group and Dublin City Council so that our decision may be informed as to the suitability of such proposals, having regard to disabled users.

ORDER: Motion withdrawn.

Motion in the name of Councillor Joe Costello:

That this Area Committee calls on the Area Manager to conduct a survey of all vacant or under-utilised excess office space/buildings in the Central Area with a view to repurposing those buildings that may be suitable for social housing.

ORDER: Agreed. Report to Councillor.
