The following emergency motions were tabled:

 

 

Emergency motion in the names of Cllrs. Christy Burke and Anthony Flynn

 

That this Committee agrees that the new cycleway park and walk area at Spencer Dock to North Strand, be named after the late local man, Stephen Gateley, former Boyzone member. The family are in support of the naming.

 

ORDER: Agreed.  Motion to be sent to Commemorative Naming Committee.

 

 

Emergency motion in the names of Cllrs. Colm O’Rourke and Ray McAdam

 

That the traffic management department of Dublin City Council immediately conduct a review of the traffic light sequencing in Phibsborough and introduce measures to improve the safety of pedestrians, cyclists and other road users in the area.

 

ORDER: Agreed. Motion to be sent to the Traffic Department.

 

Emergency motion in the names of Cllrs. Ray McAdam and Colm O’Rourke

 

That the Central Area Committee expresses its concerns about the volume of illegal fireworks and bangers, as well as their use across the districts of Dublin Central and calls upon the Gardai to put in place an effective operation and initiative to halt the sale and supply of these fireworks; and to ensure that householders across Dublin Central are protected and kept safe. 

 

ORDER: Agreed. Letter to be sent to An Garda Siochána.  Item to be listed on the agenda for the next Central Area Joint Policing Committee meeting.

Grangegorman Filtered Permeability Scheme

That the Central Area Committee agrees to extend the trial period of the Filtered Permeability scheme at Grangegorman until 31st December 2020 so that an informed assessment can be made of the scheme at the December Area Committee.  During that time the Traffic Department and Covid Mobility Team would undertake the following community consultation and reporting process:

1.     A leaflet to be distributed to all households and businesses in the Grangegorman, Stoneybatter and Phibsborough areas, as agreed at the Area Committee meeting in July;

2.     All the major stakeholders to be consulted including residents’ associations, the business community, each of the primary and secondary schools in the area, TU Dublin, the Grangegoman Development Agency, The HSE Primary Care Centre, the HSE Phoenix Care Centre, the DCC Bring Centre;

3.     The Covid Mobility Team/Traffic Department to liaise with BusConnects to determine the proposals for the Blanchardstown QBC which will cover all of Stoneybatter and Grangegorman

4.     The Covid Mobility Team/Traffic Department to produce a comprehensive traffic modelling report indicating the full impact of the scheme on the wider area;

5.     The issues raised by residents, businesses and institutions to be addressed fully in the report;

6.     The Covid Mobility Team/Traffic Department to give serious consideration to alternative proposals such as segregated cycle routes, time restrictions, speed limits etc. and report back on these;

7.     The Covid Mobility Team/Traffic Department to circulate a comprehensive report to Councillors at least one week in advance of the December Area Committee meeting for discussion and decision.

Emergency motion in the names of Cllrs. Janet Horner, Colm O’Rourke Darcy Lonergan, Cat O’Driscoll and Ray McAdam

 

 

Motion relating to the Grangorman Filtered Permeability Scheme.

The Central Area Committee proposes to extend the filtered permeability trial to Grangegorman until the end of January 2021.  At the January Central Area committee meeting, further consideration will be given whether to extend the trial until September 2021.

 

In the interim, this Committee calls upon the Traffic Department to engage, consult and implement whatever measures agreed with the Great Western Square & District Residents Association representing the householders on Monck Place, Avondale Road and Great Western Square, Avenue and Villas as well as the Rathdown Road & District Residents Association representing those householders on Charleville Road to improve road safety and enhance traffic calming on these streets by December 31st next.

 

Furthermore, this Committee calls upon the Traffic Department to report on measures to address trial with particular consideration given to accessibility needs for people with disabilities outstanding cycling safety concerns, in consultation with residents, associated with the Grangegorman and direct engagement be had with members of the Public Participation Network.

Post meeting addendum; The Councillors agreed to request that additional parking spaces be provided on the lower side.

Motions to the Area Managers:

 

Motion in the name of Councillor Christy Burke

That this Central Area Committee requests a report from the Planning Department regarding the GAA installing seating on Hill 16 in Croke Park. Was there a change of use requested and if so did the GAA apply.  Supporters agree that social distancing should be put in place on the hill but will the seating be removed if and when a vaccine is found for Covid 19.

That this Central Area Committee advise the Housing Department to  cease installing bathtubs in senior citizen accommodation and to have walk-in showers instead.

Motion in the name of Councillor Declan Meenagh

That this Central Area Committee calls for a report on conditions at the Ashtown Pound and to answer the questions below, as this Committee is concerned about conditions at the Pound:-

What kind of formal policies are in place at the Pound for the safe and professional care of dogs and how are these policies implemented?

What formal, written reports have been made by the management of the Pound to the Council, if any and can these be made publicly available?

What steps were taken by the management of the Pound to implement changes recommended by Councillors in 2018?

What training and supports are available to staff at the Pound?

That this Central Area Committee condemns recent evictions and calls on the Government to stop all evictions until the pandemic is over.

 

ORDER: A letter to be sent to Minister for Housing, Local Government and Heritage.

That this Central Area Committee agree that a further bottle bank should be provided for the residents of the North Inner City with locations in Mountjoy Square and the vicinity of Drumcondra Station to be explored initially.

That this Central Area Committee agree to erect a plaque on 12 St. Mary’s Abbey, Dublin 7, commemorating its former use as a synagogue.

That this Central Area Committee ensures that local City Councillors be invited to all Civic Events organised by the City Council in their Electoral Area.

Motion in the name of Councillor Nial Ring

That this Central Area Committee requests that at the next annual review of the funding available for distribution from the Tom Clarke Bridge (East Link) Community Gain Fund be reviewed to take account of the massive community gain funding provided as part of the incinerator project on the Southside which must be distorting the equitable distribution of overall community gain either side of the Liffey.
