That this committee propose that DCC will make available street grading information online within a short period after grading, a schedule for grading so residents can see when their street is being cleaned/graded and any information related to grading.

That this committee agrees to the installation of protective fencing around the playground area in Stannaway/Lorcan O’Toole Park.  This has been requested for some time by local residents and the playground has been damaged considerately by fire a number of times. Parents don’t feel safe when unleased dogs can ramble through it while children use the facility. Can we address this as a matter of urgency?  This is a very well used facility for the area and needs to be addressed.

That this committee agrees to begin the process involved in the discretionary funding process in a timely manner, to include discussions and analysis of poverty profiles in the area, and to ensure a more equitable process as was agreed last year.

That the Dublin City Council road sign on Parnell Avenue, Dublin 12 be urgently replaced. As can be seen in photo supplied the letters have worn off the sign so it is very difficult for people trying to locate this road to find it.

That this committee supports the implementation of an action plan to address the ongoing issue of litter and general waste disposal in the Kimmage/Crumlin Area as a matter of urgency. This should include a review of scheduling for bin collection and emptying, number of bins in the areas and engagement with local business re their responsibilities. Consultation and discussion with local interest groups must also be included.

“I am on holidays in Wexford and played Crazy Golf with my kids the other day at http://abbeypar3.com/ on the Hook Peninsula last week, where golf, footee golf and Crazy Golf is on offer. We've played here before and I mustn't have been paying attention - what struck me forcibly this year was the multi-generational groups playing Crazy Golf together. It was heartening to see. Grandparents and parents (including me) playing and engaging enjoyably with the kids of all ages in their charge, rather than overseeing them at arm's length glass-eyed/ fear-filled in a playground. It struck me that as part of DCC efforts to encourage citizens to #LiveLocal; it would be great to be able to access a similar facility in a neighbourhood park within walking distance of home (in my case, Ranelagh). I remember that the Ranelagh Gardens playground for 2-8 yr. olds cost €75,000 in 2017.

I would be grateful if you could let me know if this is something you would support and explore for our DCC Pembroke ward and/or the wider DCC area. In these Covid times, the more reasons we can provide for outdoor meet-ups the better, for our physical and mental health, for people of all ages and abilities. (Boules/ Petanque might have similar appeal though I think this may have met with disappointing results at some stage in the past - less popular appeal etc.). One other advantage of Crazy Golf is the opportunity it affords of profiling points of natural/ built/ cultural heritage through the design of each hole, informing users incidentally about their immediate locality”

That the South East Area Committee call on Kennedy Wilson as owners, and Marriott International as operators of the Shelbourne Hotel to reinstate the four bronze statues.  These statues at the front of the hotel are an integral part of Dublin's cityscape and were removed unilaterally and without planning permission from a protected structure.  As this was an unlawful act, it sets a dangerous precedent.

This committee requests that the manager reports on the issues referred to below and on how Dublin City Council intends to deal with the matters.

I am writing in relation to the stench that has been emanating from the Sewage Treatment Plant over the last couple of weeks, particularly during the warm weather.  The stench around Sandymount and surrounding was absolutely nauseating – it was nearly impossible to be outdoors and windows had to be closed.   

I have been in touch with Celtic Anglian Water over the years and I am told that the plant is at over-capacity and until an upgrade is in place, it is unlikely that things will change.

This is not good enough – apart from the stench, I am concerned at what we are actually inhaling – can you advise as to what you can do to rectify this unsatisfactory situation.

That this committee support the relocation of the recycling site on Sundrive Road to a more suitable alternative site. The existing site is unsuitable in terms of proximity to the residential area surrounding it and is causing problems locally in terms of illegal dumping. The site is an eye sore on a busy main road and needs to be considered for re location as soon as possible.

This committee agrees that any recommendations for change in parking arrangements or traffic management in Rathmines Park comes before the South East Area Committee in the first instance.

In light of many fitness and leisure facilities not open or open on a restricted basis, this Committee now calls on the Chief Executive to extend public opening hours (particularly on Saturdays and Sundays) in fitness and leisure facilities either owned or supported by the Council.

 

At present public opening hours are very limited and numbers at any one session are severely curtailed to meet Covid guidelines. 

 

Currently the privately owned Carlisle swimming pool on Kimmage Road West has not re-opened and there is no date for re-opening.  This facility was extremely well used by many people in the Dublin 12 and Dublin 6W area, particularly senior citizens as part of their health and exercise regime.   With this loss to the community and the fact that Dublin City Council’s Crumlin Swimming Pool is only open to the public from 12.30-1.15pm on Saturdays and no hours on Sundays, an extension in opening hours is now needed.

This Committee reiterates its support for completing the S2S proposal and requests the Chief Executive of Dublin City Council and the NTA to actively pursue its development along the existing Sandymount Promenade as a matter of urgency.

 

In the event of the Chief Executive seeking to implement the current proposals for Strand Road under Covid 19 legislation this Committee further requests:

 

  1. The Trial period be four months and commence on the 1st January 2021 to enable all prepare for such a significant change.
  2. The period between now and commencement of the trial be used to compile a report and a response to the issues raised in the public submissions to date.
  3. That a monthly report be given to the Area Committee on 2) above
  4. That a Monitoring and Consultative Committee be established before the October meeting of this Area Committee comprising representatives (if they wish to join) of the Sandymount and Merrion Residents’ Association, the Sandymount Tidy Towns and Community Association, the Bath Avenue and District Residents’ Association, the Sydney Parade Residents’ Association, the Merrion Road Residents’ Association and the Dublin Cycling Campaign and representatives of the schools in the area. The Committee would also be empowered to invite two additional members to represent any interests that they may feel could add to the work of the Committee.
  5.  In view of the local and regional importance of the issue that the Lord Mayor of Dublin be invited to Chair the Committee. 
  6. That a designated "Sandymount Traffic" (or similar) contact point to Dublin City Council be established on electronic and social media.
  7. That a full report on the initiative be presented to the Area Committee no later than the June  2021 meeting of the Area Committee prior to any final decision being taken.

That the South East Area Committee resolves;

  • following the passage of the emergency motion of the 22nd of June 2020 proposed by myself,Cllr Dermot Lacey and Cllr Paddy McCartan seeking that a ‘School Zone’ be considered for Star of the Sea, Leahy’s Terrace, Dublin 4.
  • the letter from the Board of Management of the Star of the Sea, Leahy’s Terrace, Dublin 4 wrote to ‘covidmobility@dublincity.ie’ on the 1st of July 2020 following the passage of the motion enclosing their request for a ‘School Zone’. 
  • the recently commenced ‘School Zone’ at Francis Street CBS, John Dillon Street, Dublin 8
  • the reference to a proposed school zone head of Head of Technical Services, Environment and Transportation Department at the recent information meeting on 1st of September 2020
  • to formally seek the swift introduction of a ‘School Zone’ at Star of the Sea, Leahy’s Terrace, Dublin 4.

That this Area Committee calls on the Area Manager to please address the following issues in Glovers Court as a matter of urgency:

  • Anti-Social Behaviour - there has been an on-going issue with crowds frequently gathering on the stairwells, drinking and making a lot noise, playing music, shouting etc. very into the late hours causing significant disturbance to the residents, and leaving a lot of rubbish in the complex

 

  • Broken Gates - the gates that were erected are constantly broken, with keys jammed in the lock. This means they are not serving the purpose that they were installed for. 

 

  • Rubbish / Rats - the shores, stairwells and common areas are not being cleaned properly and there are on-going problems with litter and rats in the complex

 

  • Smells / Dirty Water - there have been complaints about smelly, dirty water coming up through the kitchen sinks and washing machines in some of the flats. 

 

  • Trees - the trees need to be pruned as soon as possible as they are affecting the light in many of the flats, and causing issues with phone and Wi-Fi signals.

That this Area Committee calls on the Area Manager to once again contact the Irish Insurance Federation about the on-going issue of homes in the Irishtown / Ringsend area being charged unfairly high rates of flood insurance, or not being able to access flood insurance at all, despite the significant flood protection measures in the area. This issue was raised last year but there has not been any resolution and residents are still having issues.

That this Area Committee calls on the Area Manager to ensure that the trees that were blown down and removed in Portobello are replaced as a matter of urgency, and that the Council puts measures in place to ensure that the willow tree on the Harbour is properly protected from any further damage.

This committee request the area manager to facilitate a briefing or information meeting for Councillors with An Garda Síochána so we can find out what is being done to combat the setting off of illegal fireworks throughout the city, but particularly in areas of the South East Inner City where residents are already experiencing the noise, distress and inconvenience of nightly fireworks two months ahead of Halloween.

That this Committee expresses frustration at the unresolved disturbances caused regularly by activities in Dublin Port in the middle of the night, which has a significant negative impact on the quality of life of residents near the port.

That this Committee requests that the Chief Executive engage with the Minister responsible and the Port Authority seeking resolution to this issue and a cessation of activity in the port during the hours of 10 pm and 6 am, or some such similar arrangement that will cease late night activities.

That the manager installs electronic signage which measures driving speeds and displays it in real time on the R131 east link approach road and Sean Moore Road as there is increasing number of trucks and cars speeding on these roads.

That this Committee desires twice annual reports from Irish Water and Covanta on their operations and upgrading measures in the South East Area; for a summary of said reports to be communicated by them to the public through advertisement in local papers, such as Newsfour in Ringsend; and that the proceeds from said advertisements could be used to support aspiring young journalists in the form of a young journalist bursary in the locality.
