The North Central Area Committee acknowledges the tragic shooting of Mr Eoin Boylan  at his home on Clonshaugh Avenue and that drug trade context of this most recent shooting. Following on from the failure of the Minister for Justice and Equality, Charlie Flanagan to provide any follow up to the stakeholder engagement meeting, hosted by the Northside Partnership, in the aftermath of the previous outbreak of fatal shootings in  Darndale and Kilmore West, the North Central Area Committee requests that the Manager write to Minister Flanagan asking him to indicate how he will support the requests made to him by the local community and what long terms measures he will put in place to support the local community to break the cycle of violence and young people  becoming involved in drug trade and associated crime. 

 

In the absence of a local task force, the North Central Area Committee asks that the Manager establish a local stakeholder engagement group to join up the dots on the ground and put a plan in place to better support young people's health, well being, career choices & opportunities in the area.

The North Central Area Office has engaged Mr. Jack Nolan, former Assistant Commissioner of An Garda Síochána to undertake a project, the terms of reference of which are outlined below. Public Representatives will obviously be a key stakeholder and input into this project and will be given an opportunity to input at an early stage as well as updates as the project progresses.

In response to these recent issues it is proposed to engage an independent consultant to undertake a review, to report on the following and develop a report including the following:

Current demographics of the area to include:

    • Population
    • Age profile
    • Education
    • Employment
    • Income levels
    • Crime statistics
  • A profile of the current level of services including a mapping of existing statutory, community and voluntary groups, structures and programmes operating in the Darndale area.
  • A review of previous and existing statutory and non-statutory plans and reports for Darndale.
  • Carry out a public engagement process with all the key stakeholders working and living in the area to garner the opinions of local people, community groups and statutory service providers as to the issues in the area and ideas to address these issues.
  • To review best practice in the area of socio-economic and community development on a national and international level to identify successful actions from other areas which may be applicable to Darndale.
  • Indicative topics such as Community Development, Sports, Arts, Environment, Public Realm, Education & Training, Safety & Policing, Health Promotion and Economic Development/Job creation should be considered and addressed
  • Develop a set of sustainable objectives and actions, to be implemented over a 3 year period, to address issues and put a structure in place to manage the implementation of these actions.
  • Recommend revised operational and management structures for oversight of issues in the area.

            Timeframe

            The report should be completed by the end of May 2020.
