The following emergency motion was tabled and agreed;

 

 

Emergency Motion in the name of Councillors Gary Gannon and Mary Fitzpatrick

 

In the interest of ensuring objective independent advice for the general public to engage in detailed consultations on the proposed MetroLink project, the elected members of Dublin City Council, call on the Department of Transport, as opposed to the NTA, to write the terms of reference, to manage the selection, appointment and operations of the independent expert.

That the Central Area Committee recognises the disrepair that the basketball and tennis courts section of Ashington Park has fallen into and that the Committee supports the necessary planning and funding to convert this space into a children’s play area.

That the Central Area Committee agree that double yellow lines be put on Campbell’s Row, Dublin 1.  With the current parking hazards, ambulance and fire crew are unable to access Portland Square.

That the Central Area Committee call on the NTA to erect a Real Time Passenger Information Sign at the Glasnevin Cemetery bus stop on the Finglas Road, to cater for both residents and the large volume of tourists that visit the area.

That the Central Area Committee agree that a ‘Children at Play’ sign be erected at Carnew Street.

That the Central Area Committee support the expeditious re-opening of the former wholesale Fruit and Vegetable Market, Dublin 7 as a municipal fresh food and produce market to serve the residential community of Dublin City.  We call on the Manager to advise how DCC is engaging independent indigenous fresh food producers and traders in defining the future of the market, how DCC will finance the redevelopment and build the expertise to successfully run a municipal Dublin city fresh produce market.

That the Central Area Committee call on DCC to establish a community cultural hub in Phibsborough to support the development and delivery of a 10 year anniversary Phizzfest programme in 2020.

That the Central Area Committee, in the interest of developing strong, stable,  healthy inner city urban communities and in recognition of the independently documented over concentration of homeless facilities in Dublin 1, 7 & 8, call on DCC in future to only fund long term,  permanent, affordable, well designed public housing in these areas.  We call on DCC to develop a programme to actively reverse the imbalance of transient to permanent public housing in these areas over the next five years.   We call on the Manager to write to the Ministers for Justice, Health, Housing and Welfare,  draw their attention to the over concentration of homeless and other support services in these areas and ask their departments to commit in future to funding long term, secure, affordable public homes in these areas.

Motion in the name of Councillor Cieran Perry and Councillor Anthony Flynn

That the Central Area Committee calls for the green area at the entrance to Montpellier Gardens to be designated a fenced in play area for local children with a playground. Apart from the history of neglect for the area, the local community have also tolerated an intrusive construction program for the last couple of years and deserve some community gain. We understand the green space is under the control of the Parks department and we ask that the Manager confirms the process for proceeding with this request.

Motion in the name of Councillor Cieran Perry

That the Central Area Committee calls on the Manager to carry out a review of the street clutter in the Berkeley Road area as per Dublin City Development Plan policy. Local residents believe the excessive amount of signage detracts from the visual appearance of the street.

 

Of particular concern are the old guardrails at the traffic lights. The Design Manual for Urban Road and Streets published by the Dept. of Transport, Tourism & Sport in 2013 acknowledges that such guardrails may be counterproductive and as

 

· It may increase vehicle speeds and aggressive driver behaviour.

 

·  Create a false sense of safety for both drivers and pedestrians (guardrails will only stop vehicles travelling at very low speeds).

 

·  Block intervisibility between drivers and children.

 

·  Result in pedestrians/cyclists being trapped on the carriageway or found in

    locations that are not anticipated by drivers.

 

·   Reduce the width and capacity of footways and crossings.

 

·   Create a collision hazard for cyclists where built in close proximity to cycle lanes.

 

There are also 17 traffic and advisory signs on Blessington Street & Geraldine Street, 6 traffic & advisory signs on Geraldine Street & O ' Connell Avenue, 5 traffic & advisory signs on O'Connell Avenue & Vincent’s Street, 5 traffic & advisory signs on Vincent's Street & Sarsfield Street and 11 traffic & advisory signs on Sarsfield Street and North Circular Road.

That the Central Area Committee instructs the Chief Executive to carry out a review of the facilities in place for matches in Croke Park. This review should include the extent and cost of the cleaning contract, the current provision of portable toilet facilities (portaloos) around Croke Park, and in relation to the latter, a proposal to have these facilities extended to the Ballybough side of the stadium.

That the Central Area Committee agrees that any and all planting undertaken by the council must be pollinator friendly species and in accordance with national biodiversity best practice.

That the Central Area Committee acknowledges and congratulates the residents of Ballybough for their thoughtful organising of a vigil to show support for Paddy Hansard and his family, following the recent violent attack on this well respected elderly gentleman.
