Motion 1 from Councillor Chris Andrews

That this committee agrees that the names of Padraig Pearse, Willie Pearse, Thomas McDonagh and Con Colbert be placed on the three new granite bench seats being placed in position at the triangle in Ranelagh village in view of the fact that Pearse's first school, Cullenswood House, was top of Oakley Road (100 yards away) and the four were all teachers at the school and were executed for their part in the 1916 Rising (Padraig Pearse, Willie Pearse, Thomas McDonagh and Con Colbert), all of whom lived in Ranelagh.

Motion 2 from Councillor Dermot Lacey

This committee requests a meeting with Irish Water to discuss the problems associated with potential flooding matters at St. Alban's Park in the context of the reply ( attached to this motion) issued by Irish Water to this councillor.

 

“Thank you for your recent queries in relation to the operation of the pumping station at St Albans Park, to which you will find the response from the relevant department outlined below.

 

The pump station in question is Ailesbury Gardens, which is a storm water overflow station that only comes on when the main sewer backs up in storm conditions. This discharges to Merrion Strand and is the responsibility of Irish Water, managed under the Service Level Agreement by DCC. The pump station is on telemetry, and is monitored on a daily basis. Planned maintenance takes place on a regular basis with the pumps started every two weeks.

There were a number of flooding incidents reported throughout the city on the morning of Wednesday, 22nd November 2017 due to the extremely high levels of rainfall between the hours of 3am and 6am, with 35mm of rainfall recorded. A combination of events contributed to the flooding of the gardens of St Albans Park, with this type of flooding event now considered unusual;

 

1. An electrical fault occurred on a relay panel within the pump station serving the storm overflow area. This resulted in the switches tripping whenever a second pump turned on. The pump station reset automatically and restarted every 10 minutes or so, effectively disguising the fact that there was a problem. This was discovered at around 7 am, and responded to immediately. This has now been repaired.

 

2. There is a longstanding issue in relation to the storage capacity of the pump station which does not provide sufficient storage to protect the area if there is an issue at the pump station. This is currently being examined by consultants working behalf of Irish Water.

 

3. Road gullies along St. Alban's Park were covered with leaves, preventing rainfall from entering. The initial responders to the pump station at 7am reported this, and two crews were dispatched to clear gullies. These were on site before 9am.

 

Irish Water has carried out a full investigation of the local network and a survey of the pump station. The deficiencies as noted above were mechanical/electrical, and capacity. Irish Water intends to upgrade this pump station in terms of minor mechanical and electrical upgrades next year, to improve the reliability of the station in a capital maintenance bundle upgrade.

 

The capacity of the station is causing a back up of the local network as during extreme storm conditions, the existing station is not large enough to accommodate flows. This capacity upgrade will be a larger project, and dependent on a full detailed design. The project will be subject to planning/site approvals with various stake holders. This work is currently not part of the current CIP.”

Motion 3 from Councillor Claire O’Connor

Can this committee agree to write to Dublin Bus to ask them to improve the bus service in Terenure; in particular route numbers 15 and 15a and also the 65, 65a?  Specifically, could we request that an additional bus begin in Terenure between 7.40am and 8am when the buses on this route are passing by full and simply leaving commuters stranded at the bus stops in Terenure?

Motion 4 from Councillor Claire Byrne

That this area committee calls on the area manager to ensure thatthe old enamelled green street sign on Bull Alley Street remains in place.  I understand that some street signage on the neighbouring streets has recently been replaced by Dublin City Council, but the Bull Alley should remain as is, not be replaced.

Motion 5 from Councillor Claire Byrne

That this area committee calls on the area manager to please put in permanent pedestrian crossing signage indicating which direction for pedestrians to look when crossing at the junction of Richmond Street South, Camden Street Lower and Charlotte Way where the contra flow bus lane begins.
