Minutes:

The following emergency motions were tabled:

EMERGENCY MOTION IN THE NAMES OF CLLRS.CIERAN PERRY, NIAL RING, CHRISTY BURKE, JOE COSTELLO AND JANICE BOYLAN

That Dublin City Council immediately conduct a review of the security at the Tree Carving at St. Anne's Park, at both Luke Kelly statues, and at the statue of the Irish Republican Volunteer Sean Russell at Fairview Park, and commits to installing anti-vandalism features recommended under the review.

Furthermore, in condemning the attacks on these statues/monuments, this committee also condemns, in particular, the blatant and hypocritical politicisation of the Sean Russell statue which directly provoked and precipitated the attack thereon.

ORDER: Agreed.

EMERGENCY MOTION IN THE NAME OF CLLR CIERAN PERRY

This committee objects to the segregation of Part V social housing tenants in Pelletstown, Dublin 7. With the support of Dublin City Council the developer Ballymore is attempting to offload their social housing commitment for their Strategic Housing Development (ABP-306167-19) to an existing site.

The segregation will result in separate social housing blocks of apartments on the existing site contrary to best practice of integrating private and social housing tenants. This committee believes social integration overrides cost and does not accept the excuse of cost as a reason for risking ghettoisation of social housing tenants.

ORDER: Agreed, Motion sent to Housing Development.

EMERGENCY MOTION IN THE NAME OF CLLR CIERAN PERRY

This committee calls on the HSE to withdraw disciplinary proceedings against Gerry Mc Aleenan, Head of Services in Soilse, for supporting his service users.

This committee also calls on the HSE to continue to support Soilse and confirm a rental agreement for both premises.

Soilse is the HSE addiction rehabilitation programme which adopts a holistic approach to addiction recovery.

The HSE are attempting to remove the service user payment of €8 per day without consultation and Gerry is opposing it.

Gerry has a long history of involvement in drugs rehabilitation and was involved in setting up the first community drug team in Ireland, the first women's drugs rehabilitation project and the first youth drugs rehabilitation project in the country. He is an advocate of service users being fully involved in the services they receive.

ORDER: Agreed. Meeting to be arranged with the HSE.

EMERGENCY MOTION IN THE NAME OF CLLR JOE COSTELLO

That Dublin City Council consult with local business people affected by the cycle lane bollards in Manor Street as a matter of urgency with a view to ensuring that their businesses are not adversely affected.

ORDER: Agreed.

EMERGENCY MOTION IN THE NAME OF CLLR JOE COSTELLO

That Dublin  City Council write to the OPW and Minister of State with responsibility for the OPW requesting that the periphery gates of the Phoenix Park remain closed until the proposed consultation on the future plans for the Phoenix Park is complete.

ORDER: Agreed. Letter sent to the OPW.
