Update on Biodiversity Additional documents: Minutes: Les Moore, Head of Parks Biodiversity and Landscape Service and Lorraine Bull, Biodiversity Officer presented on Biodiversity and Greening Strategies.
After each presentation, the Lord Mayor invited speakers from all parties to contribute to the debate.

Motion No. 1
It was proposed by Cllr Alison Gilliland on behalf of the Labour Group and seconded by Councillor Declan Meenagh that: “Dublin City Council commends the cross departmental work undertaken to reduce our carbon emissions and increase our resilience in the face of a growing climate emergency. Dublin City Council also commends the significant work undertaken to retrofit our social housing stock and support a just energy transition. i)To further support residents becoming more energy efficient Dublin City Council congratulates everyone involved in setting up Sustainable Energy Communities across Dublin and welcomes the council’s support in partnering with these communities where needed to provide funding support and information, in particular from Dublin City Libraries by making a home energy testing kit available to borrow so people can look at the energy efficiency of their own homes. It acknowledges the pilot established by Fingal County Council to works with sustainable energy communities on projects to retrofit council homes and private homes at the same time and calls on DCC to work with SEAI, Dept of Environment, Climate and Communication and other agencies like CODEMA to quickly run a similar pilot and to make it part of our strategy so it will be the catalyst for change needed to retrofit homes in Dublin, and that such a pilot would be supported by adequate funding so DCC can employ enough staff to carry out this crucial work moving us towards our climate commitments ii) Recognising the contribution our own properties can make to support our race to net zero Dublin City Council agrees to also prioritise in our capital plan and annual work plans the retrofitting and energy proofing of all Dublin City Council owned community and cultural properties, local offices and civic offices and to prioritise the mainstreaming of recycling and climate friendly waste management and practices in all these properties as well in the surrounding public realm areas.” The motion was put and carried.
Motion No 2. It was proposed by Cllr Claire Byrne on behalf of the Green Party Group and seconded by Councillor Janet Horner that: “The Green Party in Dublin City Council: · Recognises that we are still in a climate, energy and biodiversity crisis · Understands that cities account for approximately 75% of global emissions and the role that Dublin City has in reaching our binding emissions reduction targets as set out in the Climate Action and Low Carbon Development Act to reach 51% reduction in emissions by 2030 and reach climate neutrality by 2050. · Also understands Dublin City Councils commitment to reach Net Zero by 2030 under the 100 Climate Neutral and Smart Cities European Mission programme to which Dublin is a ... view the full minutes text for item 3. |
