Chief Superintendent Dermot Lavin

Senior Probation Officer Dermot Lavin gave presentation. Councillor Mc Donncha advised that education is needed in prison service for young offenders. Councillor Flanagan asked that more communication be given between probation office and Dublin City Council around the removal of graffiti which Councillor Roe suggested painting take place on the area were graffiti has been removed.  

Bruce Philips said that Dublin City Council are very open in maximising any opportunities in the area and will continue to liaise with Dermot and the probation services.

Dympna Mc Cann

Dympna Mc Cann gave an update. A number of Councillors thanked Dympna, Jack Nolan and the members of the Implementation Oversight Group for all their collaborated work in the area which can be seen and is a positive for the community. Councillor Gilliland requested more rethinking in relation to active involvement and engagement with horses/animals. It was agreed that Councillor Batten would raise the need for more employment at the next meeting of the IOG which she is a member of. Councillor O’Toole requested more engagement with the community in relation to drug dealing/intimidation and raised his fears in relation to the spine site increasing the population and asked that housing use their imagination with this site. Derek Farrell advised that DCC will give consideration to applicants who come under the downsizing, financial contribution and senior citizens list’s. Councillor Cooney requested more information be provided on Uforest funding which Dympna Mc Cann agreed will be forwarded to all members. Derek Farrell advised that Dublin City Council will pay for the trees.

Darndale – Dympna Mc Cann advised these meeting are held quarterly.

Belmayne – Councillor Mc Donncha raised concerns and said its not acceptable the main street not going ahead with opening until 2024 this was echoed by Councillor Brabazon & Councillor Gilliland. Mick Carroll advised that he had a meeting with Environment and Transportation this week and should have an update by the end of the week in relation to the opening of Main Street. Deirdre Murphy explained that a map of the area was sent to all departments for their observations which is currently still ongoing in relation to works that is needed to be carried out to bring the areas Main Street, Avenue & Parkside Boulevard up to standard required for Taking In Charge. Councillor Gilliland asked if money was the issue in which Deirdre Murphy confirmed that the money which is taken from development levies/bonds etc is nowhere near what is needed to cover this.

Tommy Collins gave update. Any reports of dumping of bonfire materials or queries should come in through citizen hub or contact Richie Cleary, Tommy Collins or Joanne O’Sullivan. A number of Councillor’s thanked both public domain and community section on the work leading up to and on the weekend/night of Halloween with clean up and events being organised. Councillor Mc Donncha requested a list of events be circulated to all Councillors to be shared on their social media pages. Councillor O’Toole was happy with industrial estate not leaving out pallets but requested public domain touch base with them all again to ensure it stays that way. Bruce Philips agreed with communication through Councillors social media pages to get information out there for the good work that the community section does with these events. Councillor Heney advised of Dublin City Council policy in not supporting fireworks and stated €7-10,000 can pay for a lot more maybe even having local bands playing in park and for some thinking outside of the box.

Councillor Brabazon requested this item be added to the agenda over concern in relation to rosters. Superintendent Ronan Barry gave apologies for Chief Superintendent Peter Duff, he also advised that currently there are twelve assigned to the community policing unit which will drop to eight from 6^th November but it is hoped that this will raise again to ten. Deputy O’Riordan thanked chair for raising this issue and agreed that more members are needed in this unit he also wished to thank the community policing for their great work and appreciation, Councillor Brabazon agreed and said they are very much appreciated. Councillor Stocker requested that this committee write to the Minister of Justice & Garda Commissioner asking that a commitment be given on resources for community policing. Inspector Helen Barker advised that there are two sergeant & ten Gardai in the community Policing unit in Raheny/Clontarf with all ten and one sergeant trained on bikes. Superintendent Darren Mc Carthy confirmed that there are eighteen community Gardaí in the Santry/Ballymun/Fingal area. Both Councillor Batten and Councillor Roe agreed that more visibility is needed in the evenings especially around parks.

Update given by An Garda Siochána. Councillor O’Toole raised the issue of parking in Buttercup especially on the bend, stated it’s an accident waiting to happen. Councillor Heney requested An Garda Siochána are made aware of the animal welfare unit that has been set up in Dublin City Council as there have been a few incidents that seem to have happened in the past were some members are not aware of this section. 

Derek Farrell verbal update.

LGMA Act has been in-acted but the delay in regulations i.e. circular economy bill. An Garda Siochána recording devised bill at present 1^st/2^nd stage with Seánad. Darndale cameras repaired under Section 38 all paperwork has been completed to make application. 

Bruce Philips advised that the code of practice for the LGMA should be ready by end of 2023.

Councillor Cooney asked that Dublin City Council look into providing cameras on bull island to curb dumping. 

Derek Farrell confirmed awaiting the transfer of lands and an update will be given by the ACE.
