Presentation by National Justice Office on current practices - Superintendent Colm Healy

Minutes:

Order: Inspector Colm Healy gave a presentation on the Garda Youth Diversion Programme followed with a question and answers.  This is a programme aimed at keeping children ages 10 years to 18 years old out of the Criminal Justice System. Dublin, Galway and Limerick are the busiest areas. 61% of children that go through this programme have one offence and only 10% go to court.

Order:The Garda discussed the statistics for DMR North.

 

There is a Major issue of illegal dumping at Moatview/Belcamp and the Travellers site.  Deputy Broughan advised there was a similar issue about 10 years ago. Dave Dinnigan advised it is a challenge, DCC staff have been threatened and there is massive scale dumping. The cost of disposal is very high, over 100k has been spent on services to remove the dumping.  DCC looked at CCTV, facial recognition at night is difficult a long term plan would be to develop out the site.  The Coolock guards will link in with Waste Enforcement.

 

Cllr O’Moore referred to an incident in Edenmore.  Superintendent O’Connor advised specific incidents will not be discussed at JPC Meetings.  Cllr’s spoke regarding the increase of cocaine use in the area.  Superintendent Colm Healy spoke regarding SOLAS which manages, co-ordinate’s and support’s the delivery of an integrated Further Education and Training strategy for young people, this has been very successful with regard to young offenders.  The Sector policing introduced in Darndale, Clongriffin and Edenmore has been very successful with high intensity garda patrols.

 

 

Superintendent O’Connor advised regarding how drugs have become cheaper and easier to buy.  Chief Super Intendent Curran advised cocaine as seen as recreational, it is now more of a problem than drink.  Superintendent O’Connor spoke regarding the increase in assault causing harm at GAA sporting events and how the GAA need to take a more pro-active approach. 

 

Inspector Francis advised there will be 10 new Garda assigned from Ballymun Garda Station to Santry Garda Station by the end of January.  Santry Garda Station is managed by the Superintendent in Ballymun. Online fraud has increased 110%.  It is not necessarily Irish people carrying out this fraud but mainly international groups.  The new boundaries between North Central Area and North West Area will come into effect after the local elections on 24h May 2019.

Update on Garda resources to include replacement for Inspector Healy, and Community Garda (requested by Cllr. O Toole at last JPC meeting)

Order:  2 Garda Inspectors and 3 Sergeants have been assigned to the NCA in the last week.  Inspector Brian Clune has replaced inspector Healy and has been appointed to Darndale.

Order: This is an ongoing issue; crime figures are low in comparison to the Coolock District.  Priority would be for a new enhanced Garda Coolock headquarters with additional resources.  The projected population of the North Fringe will be 50,000.  Cllr O’Brien queried did the original North Fringe LAP include a Garda station.
