Minutes:

Order: Elaine Mulvenny and Deirdre Murphy updated the Committee on the  local   safety forums.  Vanessa Carey had sent her apologies; Clongriffin/Belmayne report was circulated after the Agenda.

 

Order:   Elaine advised The Edenmore Safer Forum was held on the 17th of January and the 21st of March and attended well by the local community on both occasions.  At the January meeting Garda Eoin Beatty informed residents the Garda Clinic in Edenmore has been opened 36 times since it started.  It was agreed at this meeting that Garda Beatty would notify the community group a few hours in advance of the clinic being open in order for them to advertise it on social media (this is now in practice).   Cllr Gilliland commended the Garda Clinic in Edenmore and how it was a great addition to the community. There are two Community Garda  assigned to Edenmore. Residents have expressed safety concerns regarding the drug problems, and anti-social behaviour issues of some tenants, the Area Housing Manager and Project Estate Officers will  look into this anti-social behaviour

 

The Donaghmede Safety Forum was held on the 10th of January and 14th of March and is continued to be well supported by the local community.  Most incidents of anti-social behaviour are concentrated around Howth Junction Dart Station, with the lift being a particular problem.  However, the North Central Area has an excellent relationship with Iarnród Eireann and continues to work in conjunction with them and the Garda to resolve and alleviate the problems.  The new lift system that is now in operation at the station is an example of this success.  The volume of traffic and pedestrian safety issues regarding the Hole-in-the Wall roundabout in Donaghmede remain a source of major concern.  The Grange Abbey residents have expressed their concerns around this issue due to the new development on the former Columban Missionary site.

 

Deirdre advisedJoy-riding and burning out of cars continues to be a major issue in Darndale and a cause of concern for the residents.   Since Christmas the Public Order Unit is deployed in Darndale every Thursday – Sunday. This issue has been raised at the JPC Local Strategic meetings where Superintendent Donnelly suggested if using  pre-cast concrete barriers like those used during road and motorway works could form part of a solution to this ongoing criminal behaviour. A meeting is to be arranged in the coming weeks with the transportation department and the local Parks Management to ascertain if these can be used.  If such barriers are available it is proposed to trial this arrangement for a period at one of the worst access sites in the vicinity of resident’s homes.   Deirdre has been in contact with Roads Construction regarding the request for 4 new chicanes  to go on the road from the Bell Building up as far as the dressing rooms in Tulip.

Presentation on Case Management - Garda Valerie Brennan

Minutes:

Order: Garda Valerie Brennan gave a presentation on Case Management.  In DMR North there are over 150 garda trained in case management.  In Coolock there are 13 targets/Profiles with 683 charges to date in total. 

Garda Brennan answered a number of questions from the JPC Committee regarding: 1) criteria for selecting offenders for case management, 2) what happens if the Guard is transferred or leaves, 3) how the court system deals with case management and 4) are new Garda recruits in Templemore being trained on case management.

Order:The Garda discussed the statistics for DMR North.  Superintendent O’Connor advised there is a big problem with people leaving their cars opens with laptops etc in them.  Operation Thor, Hybrid , Creeper and ‘Hi Viz’ have contributed to operations, with designated checkpoints being carried out by both uniform and plain clothes units , which have helped in the detection of crime and high visibility policing throughout the Raheny/Clontarf Sub-Districts. There is a deficit of Sergeants and Inspectors, more of them are needed. Superintendent Donnelly is down an Inspector due to Colm Healy’s promotion and transfer.  Councillor O’Toole requested that on behalf of the JPC Committee to pass on our good wishes to Colm.

 

Superintendent Donnelly spoke about The TAG (Teenager and Guard) Programme aimed at promoting positive engagement between young people and the Guards held over last 3 months. Approximately 20 Transition Year Students participated in six sessions over a period of three months.  This is the first time TAG has been done in the Coolock District.  Chief Superintendent Curran advised that teenage engagement is very powerful.

The  Councillors had a number of questions for the Gardai 1) Will Inspector Healy be replaced  2) How has the Grow House case progressed? 3) Are there plans to re-locate the HSE clinic in Darndale 4) Anti-social behaviour at the Stardust Memorial. Chief Superintendent Curran advised Inspector Healy will be replaced through the recruitment process,   The Grow House case has progressed and there are 2 people in custody.  The HSE make the decision in relation to the location of the Clinic in Darndale.  Superintendent Donnelly advised no residents have made contact regarding anti-social  behaviour at the Stardust Memorial, he will enquire re same.   Cllr O’Muiri asked is there a reduction in the theft of tools from vans in the area.  Superintendent Donnelly advised that there has been a significant decrease in the Coolock district. Regarding car theft most of those taken are older cars without immobilisers, new cars stolen are broken up and shipped abroad for parts.  Cllr Moran asked are the stolen cars still coming out from the inner city, Superintendent Donnelly advised they are not.

CCTV Raheny - Elaine Mulvenny

Minutes:

Order:  Elaine advised DCC are trying to identify the culprits in Raheny responsible for the anti-social behaviour.  DCC are going to see how the CCTV enhancements in Darndale work out and will implement something similar in Raheny.  The clinic in Edenmore is a success.

North Central JPC Sub Committee Draft Plan 2018 - For discussion (Plan to follow)

Minutes:

At the meeting Deirdre circulated the Draft work Plan 2018 to the committee and advised she will e.mail them within 2 weeks to see if they are in agreement, or if they want to make changes.
