Order: Elaine Mulvenny and Vanessa Carey updated the Committee on the 4 local safety forums.

Deirdre Murphy had sent her apologies, Darndale report was circulated with the Agenda.

 

 

Elaine advised an extraordinary meeting was held on the 19th of July to discuss progress on serious anti social issues raised at the May meeting.  At the most recent Edenmore Safety for a held on the 20th September local residents reiterated their concerns about the level of drug dealing and lack of Garda presence in the area.  The next meeting is scheduled for the 15th of November 2017.  The last meeting of the Donaghmede Safety Forum was held on the 13th of September. Environmental, public domain and community matters were discussed and Sergeant Dan Creedon gave the Garda update for the area since the meeting of the 10th May.

Representations from local residents e.g. The Donahies, Grange Abbey Estate, DERA attend the Fora on a regular basis and attendance is increasing with Kilbarrack residents hoping to join this for a shortly.  Howth Junction is problematic; the design is a challenge and security measures have been put in by Iarnrod Eireann to control the lift, but there are still a lot of challenges regarding security. The next meeting is scheduled for the 8th of November.

 

Vanessa advised The North Fringe Forum and Safer Clongriffin Belmayne Forum have been amalgamated from September 2017. The new thematic approach will improve the effectiveness quality and delivery of available information. Mr Declan Cahill chaired his first meeting of the Clongriffin Belmayne Community forum on Tuesday 19th September. The LEIP was explained to the residents at the meeting.  The Ayrfield Housing Site in Belmayne will be an Item on the next Agenda.

 

A report was circulated with the Agenda on the main issues from the Darndale Safer Forum.  The new fence is up in the Darndale Park and works have started on the club dressing room floors.

Order: The Garda discussed the statistics for DMR North. Superintendent Donnelly advised

that theft from vans is still a major issue in the Coolock area.  The joy riding problem in Darndale.was discussed.  There will be a Public Order Unit in Darndale from the Thursday before Halloween.  The drugs surveillance at Edenmore has provided very good results.  There is an increase in Domestic Violence.  There is a new system, guards will make a call back to each complaint a week or two later to check everything is ok.

 

Cllr Lyons asked where the public can call that have any information in relation to anti social, they need to call Coolock Garda Station, if they leave their contact details either Inspector Healy or Superintendent Donnelly will phone them back. It was noted the improvement in Darndale Park.  Cllr Lyons requested if the Garda at the Darndale Park Run could come up from 9.30 to deter any of the young people causing problems on the quad bikes with the horses.  Cllr O Brien advised could there be a more permanent solution withregards to the boulder that has been removed on the green area between Clonsaugh and Belcamp.

 

Also is there a sharing of information with regards to Domestic Violence between the guards and DCC. The Area Manager will look at their housing protocols in relation to relinquishment of possession of tenancy.   Derek Farrell is aware of 2 situations that are being dealt with through Kilbarrack Housing Office.  There needs to be barring orders so the women and children can move back into the homes.  Cllr Gilliland asked about the protocol on domestic violence from a housing provision perspective.  Cllr Moran advised about burned out cars not removed and how long does it take, Superintendent Donnelly advised they should be removed immediately. Deputy Broughan asked what urgent action can be taken against people selling cars to people for joy riding.  Superintendent Donnelly spoke about the previous Friday 20 guards were sent up to Darndale but the Garda car windows are getting smashed.

Minutes:

The residents of Greenwood Lawn, Dublin 13, have reported anti-social behaviour to the Garda and the council on the lane at the rear of their homes called Grove Lane, previously reported by residents from Clare Hall,(question 12 to the Chief Ex. 04/07/2016.)The resident in No.20 Greenwood Lawn, Mr. Paisley, has reportedpeople are living in a tent in the lane and they have no association to the Travelling community from the dwellings in this area.  Can the council address this problem?

 

Order: Superintendent advised it is the responsibility of the land owner.  Elaine Mulvenny advised ownership of the land changed at the end of 2016.  Contact has been made with agents for the  owner, Elaine will talk to them in relation to 1) Securing the land and 2) What their intentions are for the land in the next few years.  Elaine will meet with the Clare Hall Residents Group within the next 3 weeks.

Ongoing Graffiti problem in North Central Area (Cllr.Horgan-Jones) Attached HTM 24 KB

Minutes:

Order:  Cllr Gilliland spoke on behalf of Cllr Horgan-Jones.  Is there a way graffiti can be recorded as a crime?  Superintendent Donnelly advised graffiti is a crime and if the person is identified they will be prosecuted.  Richie Cleary advised a lot of graffiti is along the Dart line, if offensive graffiti are reported it is removed within 24 hours.  The painting of the DCC utility boxes is a great success and the likes of ESB and utility providers should follow suit.

Each Area Joint Policing Subcommittee to establish a Parks Subcommittee

Minutes:

Order:  There is a new structure to deal with anti-social issues in Parks.  A subcommittee will be set up and will meet before the JPC meeting and will comprise of the Area Manager, Chairperson of the JPC, Chief Superintendent and the Senior Executive Parks Superintendent.
