Order: Elaine Mulvenny,  Vanessa Carey and Deirdre Murphy updated Committee on the 4 local community police forums.

 

Elaine advised that their will be an extraordinary meeting held on Wednesday 19th July 2017 in St Monica’s Edenmore in relation to the increased use of drugs.  Misuse of quad bikes, estate management and waste management issues.  Cllr Gilliland and Lord Mayor Michael Mac Donncha both concurred with calling the extraordinary meeting to tackle the anti-social issues.  Normal safety meetings will continue in the Autumn.  Cllr Gilliland is very concerned that children as young as primary school age are being used as drug couriers.  There is increased Anti-Social behaviour at Howth Junction and Kilbarrack Station’s. A Spanish student was attacked and a lot of rubbish had been burned. Iarnrod Eireann have upped security  at Howth Junction Station.  There was a recommendation for a Kilbarrack Forum, Elaine Mulvenny discussed it as becoming part of the Donaghmede Forum. 

 

Vanessa advised that it is intended to merge the Safer Forum and the North Fringe Forum .  The Belmayne/Clongriffin Safer Forum needs a re-structure, with a thematic approach and speaker at each meeting to deal with neighbourhood issues.  Mr Declan Cahill, current chair of the North Fringe Forum will chair the new combined forum.

 

Deirdre advised that the use of quad bikes and scramblers has been raised at each Darndale/Belcamp/Moatview Safety Forum as being a major problematic issue for the area.  Inspector Colm Healy reiterated that the Garda will not give chase but if people know where the users of the quads/scramblers live, or who they are that he will call to their homes.

 

Cllr O’Toole informed the committee that there has been a serious spate of joy-riding and burning out cars in Primrose Grove the previous weekend.  He has already spoken to Superintendent Donnelly and Inspector Healy about this,  that action needs to be taken as residents are living in fear and intimidation.  Chief Superintendent Finbar Murphy asked Cllr O’Toole to give him a couple of days to put a plan in place to meet the challenges by the weekend 21 - 22 July.  He will put a plan of action in place to tackle this issue.

Order: The Garda discussed the statistics for DMR North.  Inspector Healy advised that theft from vans is still a major issue in the Coolock area and they advise all van owners to fit a big silver dead lock.  The stats on burglary are quiet good, community police are very pro-active in relation to security.  The drugs surveillance at Edenmore has provided very good results.

 

Cllr O’Muiri advised that the incidents of theft are up in Marino.  Superintendent O’Connor stated that crime comes in waves and then balances itself out.  Cllr’s queried staff numbers,  Cllr O’Moore advised that when a couple in a shop in Raheny were assaulted they rang Raheny Station and were told that “there was nothing they could do”, only 1 Garda on duty”.  Superintendent O’Connor advised Cllr O’Moore that he would speak to him about it later.

 

4.

Presentation on gaming and lotteries - How guards police underage gambling. E.g betting shops, casinos etc. (Verbal Update - Cheif Superintendent Murphy).

Minutes:

Order: A Gambling Control Bill 2017 is currently being worked on and will be out by the end of the year addressing young people/adult addiction, on-line mobile phone and off premises gambling, it will also deal with internet gambling.  It is also intended to set up a Gambling Control Office.

Garda resourcing - Outline of how guards in the District are employed vulnerable people, on-line mobile phone and off premises gambling, it will also deal with internet gambling - (verbal update Chief Superintendent Murphy)

Minutes:

Chief Superintendent Finbar Murphy discussed Garda resourcing.  With the move towards armed/specialist units, local units have suffered.  The Division fight’s hard to get additional guards, there are 15 new guards starting in the division on Friday 21st July, 15 more in September and December.  Cllr O’Muiri asked about where will the 15, 15, 15 bring the numbers, will it bring it up to fill position.  Chief Superintendent hopes this will turn the corner and they will break even. 

 

Superintendent O’Connor stated that since 2009 he has lost 57/58 people.  Inspector Healy advised he has to prioritise resources, serious crimes of robbery, tiger kidnapping, rape etc. will take priority.  Cllr Moran queried community guards and their presence on the street, they play a vital role for young people and minor crimes.  Cllr Gilliland agreed that community guards have a vital role for kids in liaising with schools, and prevention of crime.  Cllr O’Muiri stated that the numbers are important he would like to see a breakdown of the numbers in the district and what they should have.  He will follow this query up separately

Chief Superintendent Finbar Murphy advised the group of the “Policing Plan 2018” Consultation Week 31st July – 4th Aug 2017.  It was agreed that if people have submissions/news they will send them onto Deirdre Murphy who will forward them onto Ballymun.
