2.

Presentation on the Cultural Impact Study 2021 - Iseult Byrne, Dublin City Cultural Company.

An overview of the impact study on demonstrating the impact of cultural participation in the work of Dublin City Council and information provided on the following:

·         New research study that was commissioned

·         Reasons for this impact study

·         The various participants and projects

·         The impact on the participants

·         Challenges and opportunities

·         Key findings

 

Bruce Philips provided an overview of a successful project which took place in the South Central Area.

 

It was noted that the Dublin City Council Culture Company has engaged in qualitative research and best practice particularly regarding accessibility.

 

Action: Noted.  The Dublin City Council Culture Company will report to this committee again in 2022.

 

 

3.

Presentation on the Biosphere Partnership - Les Moore, City Parks Superintendent

An overview was provided on the Biodiversity of Dublin Bay including:

·         The functions of a Biosphere Reserve

·         Three zones of biospheres

·         Range of activities available

·         Governance structure

·         Potential opportunities

·         Webinar series

·         Youth webinars

·         Sustainable Development Goals

 

It was noted that a new project with Failte Ireland will be launched in 2022.  A Licence is required for all events taking place on Bull Island.  The water quality reports are available on the DCC website.  It is planned to restart the school programmes as soon as it is safe to do so.  Any interested group can contact Dean Eaton or Lorraine Bull in relation to any area specific events or participation in same.

 

Action: Link to videos to be circulated to members. A special meeting of this committee to be arranged to discuss the Biosphere and related matters.  Lorraine Bull to organise.

 

4.

Motion submitted in the name of Cllr Nial Ring:-

"That this committee notes the commitment, given at the time of the naming of the Rosie Hackett Bridge, that DCC would facilitate the naming of a suitable infrastructure after Dublin Camogie Player, Kay Mills who was a close second in the naming vote (192 to 176 votes), and asks this committee to keep this issue on our agenda".

Motion submitted in the name of Cllr Mannix Flynn (referred from the South East Area Committee dated 13th September 2021)

“That this committee of DCC call on the Commemorations committee of Dublin City Council to consider erecting a plaque in the honour of the first DMP Dublin Metropolitan policeman to be killed during 1916 rising at Dublin Castle Gates on Castle Street.  (Constable James O Brien, from Limerick). In recent years there has been a wreath laying process here on Cork Hill. It would now be appropriate that a permanent marker would identify this person.   It is also important to note that many in the RIC worked as secret agents for the cause of Irish freedom and the Irish Republic.  Many of these individuals were unknown and unidentified for various reasons. It is time to honour all of our dead and those who died in the conflicts.”

“Quite some time ago I got agreement that the sole remaining bollard marking the Swan now under-ground river be designated a protected structure.  May I have an up to date report on progress and plans to erect a plaque at the site which is on the corner of Rathmines Road and Rathgar Road?”

7.

Motion submitted in the name of Sunil Sharpe of Give us the Night

“For this SPC to establish clear definitions for a cultural space, with the agreement of relevant government departments and stakeholders, in liaison with council management and planners. By identifying what a cultural space is, this will lead to a specific inclusion in the City Development Plan, protecting existing buildings of merit and enabling the creation of more cultural spaces in the new built environment. To be completed in advance of our first SPC meeting in 2022”.

A further motion in relation to the staff library was submitted but it was deemed to be an operational so it was stated by the Chair that the issue will be discussed as part of the Management Update.

 

A 15 minute extension to the meeting was sought and was agreed.

The following issues were discussed:

·         Staff Library – Staff in the library were re-assigned while the library is undergoing refurbishment.  There is no withdrawal of the service and the Library is to remain located in the Civic Offices.

·         Burial Strategy: Provide Columbarium Walls - Donnybrook Graveyard Pilot Project: Pre- Part 8 application process completed, Part 8 to be submitted in Q4 2021

·         Sports Facilities: Detailed report to issue to Area Committees

 

It was also noted that the Parks & Landscape Division have been awarded 11 Green Flags.  The Winter Lights have been launched.  The Miontuairiscí have secured funding for Baile Atha Cliath Gaeilge for the promotion and use of the Irish language.
