Chairpersons Business: The Chair welcomed the new members to the Committee, Ciara Higgins, Royal Academy of Music who replaced Deborah Kelleher, Jenny Murray, Children’s Books Ireland who replaced Elaina Ryan and Ciaran Reid, Ballyfermot/Chapelizod Partnership who replaced Kristina McElroy. The Chair extended her congratulations and thanks to Coilin O Reilly for his hard work and commitment to this Committee, Coilín is leaving Dublin City Council to take up a position in Fingal County Council. The Committee endorsed these sentiments and wished him well in his new post.

2.

Report on Filming in the City pdf icon PDF 85 KB

Minutes:

The Assistant Chief Executive informed the Committee that an external facilitator/mediator with a clear brief and terms of reference has been commissioned to consult with all residents in the Henrietta Street area to try to achieve a reasonable balance between the demands of film makers and the needs and concerns of residents in the area.

 

Action: Following this process it is hoped that agreement/consensus will be reached and a report will be brought back to this Committee.

 

A discussion took place regarding the suspension to granting any further filming permits for a period of six months in Henrietta Street. Cllr Freehill suggested that before these types of initiatives are taken that they are brought before this committee or before the Area Committee for discussion. Members also suggested that any financial return should be reinvested in public domain improvements.

 

A separate issue regarding filming in the city overall was discussed. The Chair suggested that a report on what processes and permits we have in place be brought back to the SPC.

 

Action: A report to be brought to the next meeting of this SPC on filming in the city overall, including what processes and permits are in place and any potential revenue that may accrue from filming in the city.

 

3.

Temple Bar Cultural Trust - A New Vision - Report to follow.

Minutes:

Action: A report to be circulated to members after this meeting. To be considered at the next meeting of the SPC.

 

4.

Report on the proposed new City Library at Parnell Square - Margaret Hayes, Dublin City Librarian.

Minutes:

Dublin City Librarian informed the Committee that the project is at the finalisation of sketch design stage and it should be concluded by the end of January 2016. The project will then move to actual design with the intention of a planning submission in the summer of 2016 which will coincide with more information and public consultation and communication as the plan is progressed for planning.

 

A discussion took place regarding the geographical boundary of the project and whether it included Moore Street, Hugh Lane Gallery etc.

 

The Assistant Chief Executive indicated that the scope of the Cultural Quarter  was as broad as possible but the work of the Foundation is solely focused on the Colaiste Mhuire, and national ballroom sites.

 

Action:            Report Noted

 

5.

Commemorations Programme - Update

Minutes:

Brendan Teeling, Deputy City Librarian updated the Committee on the extensive programme of events which was developed by the City Council including capital projects at Richmond Barracks and the museum in Henrietta Street.

The Programme is being formally launched in the Mansion House by the Lord Mayor on Wednesday 13th January. All members are invited.

 

Action:            Commemorations Programme to be circulated to members.

 

6.

Lease of Arts Space at 15 Bachelors Walk

Minutes:

Issues were raised in relation to the process involved in the allocation of this space to the Irish Architecture Foundation.

The City Arts Officer outlined the application process and the assessment criteria which formed part of the public call out for the allocation of this space.

The members agreed that this was an open, transparent, credible process.

 

Action:            Members agreed to recommend this report to the February City                               Council meeting for approval.

                        Agreed to change wording from “disposal” to “grant of (lease /                                  licence)”

Dublin City Biodiversity Action Plan 2015 - 2020

8.

Report on Draft Invasive Alien Species Plan for Dublin City

Minutes:

Maryann Harris, Senior Executive Parks Superintendent outlined Dublin City Council’s obligations under new EU Regulations with regard to Invasive Alien Species. This Action Plan aims to put in place a management programme for the highest risk IAS which are known to be present in Dublin. A coordinated approach between a variety of public bodies and organizations will be necessary to achieve our targets.

Dublin City Council is the first local authority in Ireland to have prepared an action plan.

 

Action:            To go to public consultation with the aim go to the March SPC for                            approval and adoption. Members acknowledged and welcomed this                         comprehensive report.

Correspondence on Sculptures / Statues at College Green

Special Meeting of the Arts and Cultural Advisory Group - Report and Recommendations to redesign the public realm of College Green

Minutes:

Under Item 1 of the Minute of the special meeting – “Proposal to relocate the statues of Henry Grattan and Thomas Davis on College Green”, members expressed their unhappiness at the process and were not in favour of removing the statues as they were considered to be an integral part of College Green and public art in the city. 

 

Action: Recommendations in the report agreed.

Willie White requested an update on the Luke Kelly Sculpture

 

The Arts Office is anxious to proceed with the Luke Kelly Sculpture and the channels of communication are ongoing with the Kelly Family.

 

Cllr. Flynn raised the issue of the occupation of Moore Street.

 

The chair referred this discussion to the City Council meeting later today.
