Chairpersons Business: The Chair welcomed the three new members of this SPC, Councillor Anne Feeney, Councillor Claire O'Connor and Councillor Seán Paul Mahon.

2.

Filming in the City - Draft Code of Practice.

Minutes:

The Assistant Chief Executive outlined that Dublin City Council through its Events Section will appoint a Filming Liaison Officer who will work closely with filming companies and organisations with a view to assisting and facilitating such activity in Dublin City. This Officer will ensure that all aspects of the Code of Practice and Guidelines are fully complied with and to recommend withdrawal or non issue of filming permits where such compliance is clearly not being adhered to. 

 

Action:  Agreed Code of Practice.  Current moratorium on filming permits by D.C.C.                 at Henrietta Street now lifted.

 

3.

Presentation on Creative Spaces Initiative - Jacinta Lynch, Founding Director of Broadstone Studios.

Minutes:

Creative Spaces Collective (CSC) is a widely ranged group of artists and organisations at the heart of artistic life in Dublin, they aredetermined that the City of Dublin is a place for artists to work, for the benefit of citizen, visitor and worker alike.

 

CSC arose out of Broadstone Studios, the oldest studio Collective in Dublin, losing their building in 2015 like many others, unable to face down the rising rents and fragile leases in 2016 Dublin.

 

CSC are looking for a model for Dublin to provide cultural infrastructure to combat the growing exodus of Artists from Dublin City, a natural home for culture.

 

The Members supported the views of the group and stated that it was very worthwhile having this discussion as an SPC looking at this as a strategic issue which can be advanced through mixed use development in the Development Plan.

 

Action:  Welcomed and noted

 

4.

Street Performance Bye-Laws 2016 - Verbal Update.

Minutes:

The Assistant Chief Executive informed the members that the Forum set up had met several times and some progress had been made on outstanding issues, however the fundamental issue of sound and noise has not been resolved.

 

The Chair indicated that if the Bye Laws were to be put in place for the summer months, she proposed to move the 11th July SPC meeting to Tuesday 21st June, to enable our report to go before the 4th July City Council meeting.

 

Action:  Report to be brought to the next SPC meeting on 21st June 2016.

 

5.

Motion submitted Councillor John Lyons:-

“That this committee agrees to the commissioning of a new statue of Irish revolutionary leader Robert Emmet, to be located outside St. Catherine’s Church, Thomas Street, the area in which the revolutionary leader was executed by hanging in 1803.”

 

Minutes:

This Motion was broadly supported. Following a discussion it was agreed that this motion should go before the Arts and Cultural Advisory Group and Commemorative Naming Committee for a report and recommendation.

 

Action:  Report and recommendation of the Arts and Cultural Advisory Group to be brought to the next SPC meeting.

 

6.

Report on Implementation of Cultural Strategy, Ray Yeates, City Arts Officer.

Minutes:

The members supported the implementation of cultural audits (qualitative and quantitative) in all city areas paying particular attention to developing cultural clusters in the context of the revised development levy funding.

 

Action:  Agreed. Methodology for the proposed audits to be brought to the next SPC.   It was also requested that a report on the cultural audit that took place for the SDZ and how effective it has been since its implementation be brought to the September SPC meeting.

 

7.

Report on Dublin City Local Economic and Community Plan 2016 - 2021.

Minutes:

The Assistant Chief Executive informed the Committee that this Plan will be published shortly and will circulated to all Councillors which will be a permanent agenda item for this SPC. The objectives and goals attributed to this SPC will be reported on by the Arts Office, Libraries, Galleries, Sports Development and Recreation, Culture and Parks and Open Spaces as appropriate.

8.

Report on the proposed new City Library at Parnell Square - Margaret Hayes, Dublin City Librarian.

Minutes:

Awaiting approval of the Stage 2(a) report by the Parnell Square Cultural Quarter Foundation; a sketch design presentation of the project will be brought to the SPC once the approval process is complete.

9.

Temple Bar Cultural Trust - A New Vision - Terms Of Reference and Membership.

Minutes:

Action:  Agreed – First meeting to be arranged.

 

10.

Management Update.

Minutes:

Issues raised in the Management update were dealt with by officials present.

 

Cllr. Jackson and Cllr. Clancy commended Dublin  City Council Library’s staff and management for their delivery of a very inclusive 1916 – 2016 commemorations programme.

 

Action:  Report Agreed

Approved Minutes of Sport and Wellbeing Partnership Advisory Board meeting held 8th February 2016.

Minutes:

Action: Agreed. Audit on sports facilities in the South West area to be brought to the next SPC meeting.

Action:  Agreed. The Chair requested a report to be submitted to the next SPC and Area Committees on the plans and initiatives of cultural partnerships between the National Cultural Institution, Local Area Offices and local communities.

Councillor Freehill informed the Committee that the Good Citizens Awards will take place on Tuesday 17th May, in the Round Room Mansion House and all members are invited.

 

Cllr. Jackson requested the St. Patricks Day Festival Committee be invited to attend a future SPC and also to provide a financial breakdown of all costs DCC provide towards the Festival Committee.
