A minutes silence was observed in remembrance of Nell McCaffrey, Journalist and Advocate for Social Justice and Women’s Rights, Edna O’Brien, Author, Jim Crowley former Dublin Corporation Housing Manager and All-Ireland Football Champion in 1958 and Matt Twomey former Assistant City Manager.

Noting that this is National Recovery Month, the Lord Mayor wished to remember all those who have died due to addiction.

Olympics and Paralympics

Congratulations were given to all our athletes in the Olympic Games held in Paris in August.  It was a pleasure to welcome them home on O’Connell Street on their return to Ireland and the Lord Mayor wished all our Paralympians who are currently competing in Paris the best of luck.

Submission of Election Expenses Statement for the Local Elections

Reminder given to members that a hard copy of this statement must be returned to Michael Gallagher in the Chief Executive’s Office by 5^th September 2024.  Failure to make a submission will result in a Councillor being suspended and possibly disqualified.  

Presentation of plastic bag bin waste

A presentation on the new Waste Management Strategy to deliver a cleaner Dublin City was provided by Barry Woods, Senior Executive Engineer, Waste Management.    City Centre businesses will no longer be able to put out rubbish in plastic bags. A copy of this presentation is attached to these minutes in Appendix A.

Task Force on Integration

The Lord Mayor outlined his intention to establish a ‘Lord Mayor’s Integration Taskforce’ which will deliver an evidence based approach to community integration in Dublin City that supports resident communities as well as new communities and that can be used to provide recommendations to the Minister for Integration and separately, recommendations as how to maximise existing integration outreach in Dublin City Council, including through sport, while recognising that the role for housing international protection applicants is exclusively the competence of the Minister and not Dublin City Council.

It was moved by Councillor Séamas McGrattan and seconded by Councillor Christy Burke that Dublin City Council approves the Dublin Chief Executive answering the questions lodged. The motion having been put and carried, written answers to the questions lodged for the City Council meeting were issued. The Questions and Answers are set out in Appendix B to these minutes.

The minutes of the Annual Council Meeting held on the 21^st June 2024, the City Council Meeting held on 1^st July 2024 and the Special Council Meeting held on the 8^th July 2024 having been printed, certified by the Meetings Administrator, circulated to the Members and taken as read, were signed by the Lord Mayor.

1.    It was proposed by Deputy Lord Mayor Donna Cooney and seconded by Councillor Cat O’Driscoll that Councillor Janet Horner be appointed to the Docklands Oversight and Consultative Forum. The motion was put and carried.

2.    It was proposed by Councillor Cat O’Driscoll and seconded by Deputy Lord Mayor Donna Cooney that Councillor Daniel Ennis be appointed to the Docklands Oversight and Consultative Forum. The motion was put and carried.

3.    It was proposed by Councillor Dermot Lacey and seconded by Councillor Cat O’Driscoll that Councillor Cian Farrell be appointed to the Docklands Oversight and Consultative Forum. The motion was put and carried.

4.    It was proposed by Councillor Dermot Lacey and seconded by Councillor Cat O’Driscoll that Councillor Kourtney Kenny be appointed to the Docklands Oversight and Consultative Forum. The motion was put and carried.

1.    It was proposed by Councillor Hazel De Nortúin and seconded by Councillor Ray McAdam that Councillor Conor Reddy be appointed to the Local Community Development Committee. The motion was put and carried.

2.    It was proposed by Councillor Cieran Perry and seconded by Councillor Ray McAdam that Councillor Vincent Jackson be appointed to the Local Community Development Committee. The motion was put and carried.

It was proposed by Councillor Ray McAdam and seconded by Councillor Cat O’Driscoll that Dublin City Council hereby approves the SPC Scheme 2024-2029 as amended, the nominations included therein and consents to the invitations of expressions of interest from sectoral members who wish to participate in the SPCs. The Council also approves the granting of an SPC Chair allowance of €6,000 per annum.  The motion was put and carried.

A document containing the members agreed allocation to the SPC including amendment to the scheme that increases both Council and Sectoral membership on the Community, Gaeilge, Sport, Arts & Culture SPC and the Housing and Social Inclusion SPC can be found attached to these minutes in Appendix C.

Councillors were advised by Deirdre Scully, City Planner to submit any comments they wish to make for inclusion in the document to be submitted to the An Bord Pleanála by close of business Friday 6^th September.

It was proposed by Councillor Ray McAdam and seconded by Councillor Séamas McGrattan that we, the Lord Mayor and Members of Dublin City Council, being the Roads Authority for the City of Dublin and being of the opinion that the public right of way over the laneway to the rear of houses No.3 to 15 on St. Ignatius Road, Dublin 7 as shown on the attached Map SM 2024-0130 is no longer required for public use, extinguish the public right of way in accordance with Section 73 of the Roads Act 1993.  The motion was put and carried.

That this council agrees to a total review of the trees policy forthwith and calls on the Chief Executive to ensure that a maintenance programme will be delivered without delay. The motion was put and carried.

It was agreed to refer this motion to the Community, Gaeilge, Sport, Arts & Culture once established for further detailed discussion.

Emergency motion in the name of Councillor Deirdre Heney and seconded by Councillor Ray McAdam was accepted for debate.

Dublin City Council calls on the Minister for Transport and the Minister for Local Government Housing and Heritage to immediately deal with the legal lacuna that exists in Dublin in relation to the non-regulation of Dublin Carriage horses in our capital city.

It was agreed that the Chief Executive would contact Senior Officials in the Revenue Commissioners, Department of Agriculture, Department of Social Protection and Gardaí Siochána to ensure the operation of regular multiagency checkpoints are held in conjunction with Animal Welfare.
