A minute silence was held to remember Councillor Larry O’Toole’s son Darren, who recently passed away.  Councillor O’Toole thanked the Lord Mayor and members for their support during this very difficult time.  

The Lord Mayor spoke about the victims and families of the Stardust and mentioned the 50^th anniversary of the Dublin Monaghan bombing. 

He informed the Members that it was agreed at Group Leaders that the following motion in the name of Councillor Máire Devine would be taken without debate.  It was proposed by Cllr Máire Devine and seconded by the Lord Mayor “That This Council acknowledges that the provision of sport and pitch facilities is essential for healthy thriving cohesive communities. The lack of adequate facilities is most keenly felt in the Liberties, Dublin 8 area where disadvantage and inequality has disproportionately impacted upon the lives of children. It therefore notes and welcomes the Chief Executive’s recent commitment to accommodate a full size, multi-purpose playing pitch on the Marrowbone Lane site.

This Council expresses its unanimous support for the provision of the playing pitch and now directs the Council Executive to expedite its delivery - and calls upon the incoming Council to ensure this matter is prioritised and progressed as a matter of urgency.”

The motion was put and carried.

Councillor Mary Freehill was invited to say a few words following her retirement from the City Council after over 40 years of service to the City.The Lord Mayor thanked Mary for all her service, hard work and commitment and wished her well in her retirement. Members were reminded of the evening to be held in the Mansion House on Friday 17^th May in recognition of the service of the Councillors not seeking

re-election.  The Lord Mayor wished all those well in the upcoming elections.

It was moved by Councillor Vincent Jackson and seconded by Councillor Cat O’Driscoll that Dublin City Council approves the Dublin Chief Executive answering the questions lodged. The motion having been put and carried, written answers to the questions lodged for the City Council meeting were issued. The Questions and Answers are set out in Appendix B to these minutes.

It was proposed by Councillor Máire Devine and seconded by Councillor Séamas McGrattan that Dublin City Council notes the contents of all correspondence listed. The motion was put and carried.

The minutes of the City Council meeting held on 8^th April 2024 and the Special Council Meeting held on the 29^th April 2024 having beenprinted, certified by the Meetings Administrator, circulated to the Members and taken as read, were signed by the Lord Mayor.

It was noted that there was an error in relation to the minutes of the 8^th April 2024 regarding Item 13, Report No. 92/2024.  The minutes as amended were agreed.  A copy of the amended minutes can be found attached to these minutes in Appendix C.

It was proposed by Councillor Séamas McGrattan and seconded by Councillor Cat O’Driscoll that Dublin City Council Dublin City Council notes the contents of Report No.127/2024 and hereby approves the Crowdfund Dublin City Pledges as set out therein. The motion was put and carried.

It was proposed by Councillor Alison Gilliland and seconded by Councillor Donna Cooney that Dublin City Council notes the contents of Report No. 105/2024 and hereby approves the contents therein. The motion was put and carried.

It was proposed by Councillor Cat O’Driscoll and seconded by Councillor Tara Deacy that the Part 8 Application be withdrawn.  The motion was put and carried.

It was proposed by Councillor Damian O’Farrell and seconded by Councillor Dermot Lacey that Dublin City Council notes the contents of Report No. 106/2024 and hereby assents to the proposal set out therein. The motion was put and carried.

It was proposed by Councillor Lord Mayor Daithí De Róiste and seconded by Councillor Vincent Jackson that Dublin City Council notes the contents of Report No. 117/2024 and hereby assents to the proposal set out therein. The motion was put and carried.

Cllr Deacy informed the Members of the Strong Cities initiative presentation which will be made at the committee’s final meeting on 27^th May.

It was proposed by Councillor Janice Boylan and seconded by Councillor Ray McAdam that Dublin City Council notes Report No 114/2024 and adopts the Annual Financial Statement 2023 as outlined therein.  The motion was put and carried.

The Lord Mayor suspended standing orders at 9.27p.m. to allow the members congratulate Kathy Quinn, Assistant Chief Executive on her retirement. The Lord Mayor, Chief Executive Richard Shakespeare and members applauded her commitment, dedication and service to the City Council and wished her well in her retirement.

The following topical issues was submitted or debate:

"Taoiseach’s Dublin City Taskforce"

A vote was taken but the topic failed to achieve the required two thirds majority of those present to proceed for debate.  A copy of this vote can be found in Appendix D.  

The following motion was proposed by Councillor Ray McAdam and seconded by Councillor Cat O’Driscoll

“That the City Council agree to establish a pilot initiative in the #NorthInnerCity to encourage and engage communities in order to create more playful, healthy and inclusive public places. Such an initiative should be piloted within the North Inner City given the lack of outdoor space within family homes. It can enable inner city communities to get the most out of the resources that they have and allow them to enjoy the places where they live, and for children, adults, older people, to have somewhere that’s close to home for them where they can rest, they can play, communities can come together.”

The motion was put and carried.

The following motion was proposed by Councillor Keith Connolly and seconded by Councillor Mary Callaghan

“That Dublin City Council agrees to lease site 31 in Ballymun to Ballymun Kickhams.

a)    The fee is abated to a nominal fee until such a time that site 31 is fully developed.

b)    The club retain Pairc Ciceam for a period of 30 years to allow for club development and expansion.

The motion was not agreed.  The Executive agreed to set out possible alternatives for development for the site and bring a report to the next Council.
