Lord Mayor's Business Additional documents: Minutes: In Memorium
The Lord Mayor, on behalf of Dublin City Council, extended her deepest sympathies to the family and friends on the passing of former Councillor and Lord Mayor Michael O’Halloran. Michael served as a Labour Party Councillor on Dublin City Council from 1979 to 1991 and as Lord Mayor of Dublin from 1984 to 1985.
She extended her sympathies to the family and friends of James (Jimmy) Nicholls, a former soldier who recently lost his life while trying to save someone from drowning in the River Liffey.
A minute silence was observed.
Lord Mayors Charity Ball
The Lord Mayors reminded Members that the Charity Ball will take place this Saturday 13th May 2023 in the Mansion House for three very worthy causes; Children in Hospital, AsIAm and The Capuchin Day Centre.
Special Council Meeting
Members were reminded that there will be a Special Council Meeting on Climate Change on 22nd May 2023 at 6.15 p.m.

Co-Option of a new member of Dublin City Council following the temporary absence of Councillor Mary Freehill. Additional documents: Minutes: It was proposed by Councillor Dermot Lacey and seconded by Councillor Mannix Flynn that Fiona Connelly be co-opted as a new member of Dublin City Council following the temporary absence of Councillor Mary Freehill as per the Local Government (Maternity Protection and Other Measures of Local Authorities) Act 2022. The motion was put and carried.
Councillor Connelly took her place in the Council Chamber and joined the meeting. Congratulations were extended to her by the Lord Mayor and by the Members of the City Council. |

It was proposed by Councillor Deirdre Conroy and seconded by Councillor Anne Feeney, that we, the Lord Mayor and Members of Dublin City Council, being the Roads Authority for the City of Dublin and being of the opinion that the Public Right of Way over the laneway at the rear of 32 & 33 Dolphin Road, Dublin 12 as shown on the attached Drawing No R.M. 37662A, is no longer required for public use, extinguish the public right of way in accordance with Section 73 of the Roads Act 1993. It was proposed by Councillor Tom Brabazon and seconded by Councillor Daithí Doolan that Dublin City Council calls on the Minister for Housing to grant all local authorities with the statutory power to phase construction of Developments.
The following amendment was proposed by Councillor Daithí Doolan and the Sinn Féin Group : “That Dublin City Council calls on the Minister for Housing to grant all local authorities with the statutory power to phase construction of Developments, and to ensure adequate resources are provided for Dublin City Council’s housing department to employ extra personnel to ensure the speedy delivery of these housing developments”
A further amendment was proposed by Councillor Alison Gilliland and the Labour Group: “That Dublin City Council calls on the Minister for Housing to grant all local authorities with the statutory power to phase construction of Developments and to grant all local authorities funding to incorporate an appropriately sized space for community use and activities in to all social housing and cost rental developments so as to realise community cohesion and community place making”
The motion as amended was put and carried.
