In Memorium

A minutes silence was held following the recent passing of two giants in public broadcasting, Mícheál Ó Muircheartaigh and Tommie Gorman and for John Fitzsimons, a community champion in the South East Area who was the heart and soul of the St. Andrew’s Resource Centre.

 

Acknowledgement

The Lord Mayor wished to recognise the efforts and hard work of DCC staff and front line services over the weekend.  Over 600,000 visitors came to our city for the multiple events that included Pride, Taylor Swift, Shania Twain, the Saw Doctors and also saw an unfortunate outcome for our Dublin GAA football team.  Their hard work ensured the city was kept clean and flowing. Dublin was at its best, showcasing what Dublin can be which was in stark contrast to the unfortunate events of last November, providing the momentum we need to build on in to the future.

 

Joint Policing Forums

The Lord Mayor advised members of an interim arrangement he agreed with the Chief Executive for a non-statutory Citywide Policing Forum to be put in place until such time as the Local Community Safety Forums are established.  This forum will be equivalent or akin to the former Joint Policing Committees.  It was agreed by members that this should be put in place.

 

Affordable Housing Oscar Traynor Road

A report was circulated to Councillors in advance of the meeting regarding the recent publication of the price structure for these affordable homes.  It was agreed that this item would be debated under Item 12: Report No.139/2024 Social Housing and Delivery Monthly updates Report.

 

Citywide Transport Plan

Following circulation of a report issued to members before the meeting, the Chief Executive provided an update on the plan.  Following debate, the Chief Executive confirmed that he had requested an Economic Impact Assessment and would not be implementing this new plan until this was received and reviewed.

A proposal from Cllr Ray McAdam regarding the appointment of Members to the outside bodies was circulated in advance of the meeting.  There were three remaining vacancies on the Protocol Committee to which nominations were sought from the floor. It was agreed that Councillor Conor Reddy, Councillor Mannix Flynn and Councillor Barry Heneghan would fill the remaining vacancies.

 

It was then proposed by Councillor Ray McAdam and seconded by Councillor Dermot Lacey that the member listed be appointed to the outside bodies.  A copy of the appointments list can be found in Appendix B to these minutes

It was agreed by Councillor Anthony Connaghan and seconded by Councillor Dermot Lacey that the report no. 150/2024 Draft Strategic Policy Committees 2024-2029, as amended be approved.  The amendment agreed changes the name of the Community, Sport & Culture SPC to Community, Gaeilge, Sport,& Culture SPC. The motion was put and carried.

1)    Motion No. 1 -  It was proposed by Councillor Nial Ring and seconded by Councillor Barry Heneghan that the following motion be taken without debate and that the motion be forwarded to the Lord Mayors recently announced Task Force to ensure it is implemented:

 

In the Council meeting last November Lord Mayor Daithí De Róiste launched the plan to make Dublin the world’s first Autism Friendly Capital City. At the same meeting the following motion in my name was taken without debate, “That the members of Dublin City Council ("DCC") welcome the recently published Final Report of the Oireachtas Joint Committee on Autism and commit DCC to implementing the recommendations of the extensive report where applicable to DCC. In particular, DCC commits to the recommendations (in particular the provision of sensory rooms) pertaining to autism-friendly social housing, autism-friendly public buildings such as public offices and libraries as well as autism-friendly public spaces such as parks, playgrounds etc. In addition, the members note the recommendations that autism training should be provided to staff, and agree that this should be offered to Councillors if requested”.

 

Having regard to the foregoing, the members now agree that it will be one of the priorities of this Council to implement the Lord Mayor’s plan and the Oireachtas recommendations and, as a first commitment to our plan, Sensory Calming Spaces will be created/installed in all public accessible buildings (Libraries etc.) and Sensory Activity Areas will be provided in public parks as soon as practicable.

2)    Motion No. 2 – It was proposed by Councillor Hazel de Nortúin and seconded by Councillor Vincent Jackson that;

 

Dublin City Council recognises the Unveiling The Shadows; Dynamics of Domestic Violence and Abuse in Dublin 10 research report that was launched in Cherry Orchard in June.

 

This report has highlighted the extreme violence women and children in the D10 area are subjected to.

 

While recognising this report, Dublin City Council also agrees to recognising their commitment to making safe and liveable communities for all its citizens and therefore agrees to support the Local Area office with adequate resources from additional staff in Housing and Community Development.

 

The Motion was put and carried.

 

3)    Motion No. 3 – in the name of Councillor Hazel Chu.  It was agreed that this motion be deferred to the next Council meeting.
