Lord Mayor's Business Additional documents: Minutes: In Memorium The Lord Mayor extended her sympathies on behalf of
the City Council to the family
The Lord Mayor also extended her sympathies and condolences to the families of the 10 people who lost their lives as well as the wider community in Creeslough following the terrible tragedy that occurred last month.
A minutes silence was observed.
Congratulations The Lord Mayor congratulated Antoinette Power, Head of Financial Accounting on her recent retirement following 41 years of dedicated and loyal service to Dublin City Council and wished her a very happy retirement.
She also wished to extend congratulations to Shelbourne FC on winning the FAI women’s cup final.
Halloween The Lord Mayor expressed her sincere thanks to Dublin City Council Area Offices, Waste Management and Housing Maintenance Sections, Dublin Fire Brigade, Parks Department and the citizens for helping the city have a relatively safe Halloween weekend.
She acknowledged the important role played by the public in reporting stockpiles of bonfire materials to assist DCC staff from across the city to collect them and prevent burning and damage on green spaces.
From midnight on the 31st October to midnight on the 1st November Dublin Fire Brigade received 234 fire calls of which 169 were Halloween related.
DFB emergency ambulance service received 357 calls during the same period. There was limited anti-social behaviour towards firefighter/paramedics on the night with no injuries reported. The community minded approach that people took towards their celebrations and those that took heed of the safety advice issued in the weeks leading up to Halloween was very much appreciated .
She also wished tocompliment the Events organised locally and by the Events Unit in Dublin City Council.
Kyiv Twinning Agreement The Lord Mayor notified the members of an invitation to attend the Kyiv Investment Forum in Brussels on 28th November and to meet with Mayor Klitschko of Kyiv for a solemn signing of the Twinning Agreement between Dublin and Kyiv that was passed by Council in March.
Development Plan The Lord Mayor invited the Chief Executive Owen Keegan to say a few words of thanks to relevant staff for their hard work on the Development Plan. Members of the Council also took the opportunity to thank John O’Hara and his team for all their work on the Development Plan.
Mansion House Crib The Lord Mayor received two Emergency Motions submitted on the issue of the removal of live animals as part of the Nativity scene at the Mansion House following her recent decision. The motions were not taken as per Standing Orders, as they were not urgent and/or a potentially dangerous situations requiring immediate action of Council. In light of the consent by the Executive to the submission of a planning application by Hammerson for Moore Street, despite a refusal by Hammerson to allow City Council access to 1916 buildings for survey purposes, this committee proposes to add the facade of no.18 Moore Street - identified in the Shaffrey Conservation Report 2011 on behalf of Chartered Land as a 19th century structure but destined for demolition by Hammerson - to the list of protected structures.

It was proposed by Councillor Mícheál MacDonncha:
“That this Council notes and welcomes the establishment of two new Citizens’ Assemblies by the Irish Government; it further notes that Citizens’ Assemblies are powerful democratic exercises that inform citizens, allowing them to debate specifics, develop positions and inform policy. They have operated effectively in many jurisdictions across the world. This Council calls on the Irish Government to establish an all-Ireland Citizens’ Assembly to debate and discuss our constitutional future. The debate on Irish Unity is live and growing, and we must plan for constitutional change, in the context of the Good Friday provision for a Unity referendum.
This Council also invites officials from the Taoiseach’s Shared Island Unit to present to the Council and provide an update on activity and plans for the future. This motion should be forwarded to the Office of the Taoiseach.
