Agenda and minutes

The Lord Mayor opened the meeting by expressing condolence to the family and friends of the late Jim Barrett, former City Architect, who died recently. A minutes silence was held as a mark of respect to the deceased.

The Lord Mayor then expressed the appreciation of all the Elected Members to the staff of Dublin City Council, including Dublin Fire Brigade and all front line workers, Civil Defence, the local communities and all other agencies who worked to keep the city moving and working over the recent weather.  The Chief Executive joined in the praise and commendation of the dedication of all the people involved. He then proceeded to give an update on the recent snow and storm event. Mr Dennis Keeley, Acting Chief Fire Officer, also gave a report to the meeting. Full details of this combined report can be found in Appendix A to these minutes.

The Lord Mayor then informed the Members that he would be supporting the “Dublin Honours Magdalenes” event to be held in the Round Room at the Mansion House on 5th and 6th June and that the Central Area Committee have agreed a contribution towards this event.  He also sought and was granted approval for Members attendance at the Nuclear Free Local Authorities  Seminar on the  Friday 9th March.

The Lord Mayor then introduced Ms Anne Graham, CEO of the National Transport Authority and Ray Coyne, CEO of Dublin Bus who briefed the City Council on city centre traffic plans. They gave comprehensive reports on the problems and issues facing the city in terms of traffic management and connectivity and also outlined the proposed solutions to these problems. Full text of their reports can be found in Appendix B and Appendix C to these minutes. Following discussion, Members put questions to Ms Graham and Mr Coyne which were answered where possible, Members were informed that additional queries could be emailed to either/both parties. The Lord Mayor thanked both CEOs for taking the time to attend the City Council meeting and expressed appreciation on behalf of the Members for their input.

It was moved by Councillor V Jackson and seconded by Councillor R McGinley “That Dublin City Council approves the Dublin Chief Executive answering the questions lodged”. The motion having been put and carried, written answers to the 149 questions lodged for the City Council meeting were issued. The Questions and Answers are set out in Appendix D attached.

The minutes of the Meeting of the City Council held on the 5th February 2018, having been printed, certified by the Meetings Administrator, circulated to the Members and taken as read, were signed by the Lord Mayor.

It was proposed by Councillor R McGinley and seconded by Councillor R McAdam “That Dublin City Council notes the contents of Report No 57/2018”. The motion was put and carried. The Chief Executive advised the meeting that he is preparing a report on staff resources for the Service Delivery Plan and Resources Working Group. The report will cover Assistant Chief Executive and Area Manager positions.  He undertook to send the report to the Members when it becomes available. It was also agreed to place this item on the Agenda for a future meeting of the Corporate Policy Group.

It was moved by Councillor D Lacey and seconded by Councillor D Flanagan “That Dublin City Council notes the contents of Report No 54/2018 and hereby approves the proposals set out therein”. The motion was put and carried.

The City Council agreed to defer the filling of this vacancy to the April Meeting.

The City Council agreed to write to the Dublin North East Regional Health Forum to inform them that Dublin City Council is not in a position to fill this vacancy.

It was proposed by Councillor D Flanagan and seconded by Councillor V Jackson “That Dublin City Council notes the contents of Report No 65/2018”. The motion was put and carried.

Councillor N Reilly declared an interest in one of the item in this report and withdrew from the meeting for the duration of this discussion and decision. It was proposed by Councillor R McHugh and seconded by Councillor E Ryan “That Dublin City Council notes the contents of Report No 60/2018 and hereby approves the community grants as set out therein”. The motion was put and carried. The City Council further agreed to re-examine the distribution of these grants on an area basis for the next and future allocations.

"That this City Council opposes the uncontrolled and unregulated use of Airbnb in our City. The unregulated use of Airbnb for accommodation aids the upward increase of rents in our city, allows unscrupulous landlords and individuals avoid paying taxes and negatively impacts on the housing and homeless crisis our city is facing. This motion requests that Dublin City Council does everything in its power to investigate and stop this practice taking place in our City and furthermore requests that this motion be sent to the Minister for Finance and the Revenue Commissioners for appropriate action to be taken at a national level". The motion was put and carried.

“That this council writes to the Minister for Health, Simon Harris, to request that he immediately releases the vital funding needed for the 25,000 people per year in Ireland who suffer from neurological conditions” The motion was put and carried.

“That Dublin City Council adopts Report No. 61/2018 and makes Variation (No 5.) to the Dublin City Development Plan 2016 – 2022 as outlined in the report”. The motion was put and carried.

The City Council agreed to refer this report to the Protocol Committee for their consideration.

It was proposed by Councillor P McAuliffe and seconded by Councillor T Brabazon “That Dublin City Council refers Report No 63/2018 to the Planning & Property Development SPC”. The motion was put and carried.

The City Council agreed to defer consideration of this report to the April City Council Meeting.

It was proposed by Councillor C Ni Dhalaigh and seconded by Councillor P McAuliffe  “That Dublin City Council notes the contents of Report No 71/2018 and assents to the proposal outlined therein” The motion was put and carried.

A proposal by Councillor E Ryan which was seconded by Councillor C Perry, to defer consideration of this report was defeated. The original motion was then put and carried.
