The Lord Mayor opened the meeting by offering congratulations to the following:

 

a)     Shane Curran and Terenure College for the recent win at the Young Scientist & Technology Exhibition held in January

 

b)     Conor Turner from Santry who finished 2nd in the World Ice Swimming Championships held recently in Germany and who, together with the Irish Ice Swimming Team, was received in the Mansion House last Friday.

 

The Lord Mayor then requested approval for Members to attend a national conference in Enniscorthy on Thursday, March 2nd, which Wexford County Council is co-hosting and which is relevant to the core objective of delivering the highest quality affordable social housing. Attendance was approved by the City Council. The Lord Mayor then reminded Members who not already done so to return their Ethics Declarations by the end of February.

 

The Lord Mayor then informed the Members that he wished to propose the granting of the Freedom of Dublin City to Barrack and Michelle Obama, former President and First Lady of the United States. Accordingly, the following resolution was proposed by the Lord Mayor and seconded by Councillor P McAuliffe:

 

“That the Honorary Freedom of the City of Dublin be conferred on Barack Obama and Michelle Obama and that they be elected and admitted to the Honorary Freedom of Dublin City pursuant to the provisions of the Local Government Act 2001 as amended”.

The motion was put to a vote and carried. Full details of the vote can be found in Appendix A to these minutes.

The Members also requested that the Brady/Faherty Report be circulated to them as soon as it is available. The Lord Mayor agreed that fifteen minutes would be allocated under Lord Mayor’s Business at the March City Council meeting to discuss this issue.

(c)   In light of the ongoing planning process surrounding the Clerys site, the Members of Dublin City Council wish to reiterate, repeat and restate their continued support for pervious motions passed in relation to this iconic building and business. They also wish to highlight the need for any plan concerning the future development of the site to properly adhere to, having regard to the Dublin City Council Scheme of Special Planning Control for O’Connell Street and Environs.

 

The Members of Dublin City Council, at a Special Meeting held on 29th June 2015 to discuss the Clerys issue, agreed motions which contained the following clauses that continue to have the support of this Council:

  • This Council confirms by this resolution that it will not agree to alter the use of the entire Clerys building because of the iconic status of Clerys and resolves that it must continue to be used as retail space which is an essential part of the retail experience of the city centre and that change of use is not appropriate and will not be entertained.
  • DCC calls on the Government to amend company law to protect our economy and society.
  • Dublin City Council calls on the Directors of Natrium to meet with Clerys staff and their trade union representatives to discuss the liquidation of the company, the manner of the liquidation and its impact on the loyal workforce.

“ In regard to late-night and weekend working on Dublin Docklands construction sites that the City Council notes with concern the continued and ongoing derogations from the terms of Planning Permissions granted under the Dublin Docklands Strategic Development Zone (SDZ) for late-night and weekend working which are reducing the amenity of nearby residents, and notes  the evidence submitted by residents to Council staff suggesting that certain Docklands sites are neither complying with the terms of the Planning Permissions granted nor the derogations, and instructs the Chief Executive to make greater efforts to protect Docklands residents and allow them the peaceful enjoyment of their homes, particularly late at night and over weekends”

 

The motion was put and carried. It was further agreed that this motion be forwarded to Minister Coveney and to the Planning SPC.

“Dublin City Council calls on the Planning Department to open negotiations with JCDecaux to extend the Coca-Cola Zero dublinbikes scheme to the urban villages of the City along the national primary routes or other routes branching out from the current cluster. This expansion would include the provision of new digital high profile advertising sites in the outer city with particular focus at or near M50 junctions”
