The Lord Mayor opened the meeting by thanking Mr Gavin Poole, CFRAMS Manager, OPW, Eastern Region,  Ms Grace Glasgow, RPS Director, OPW and Mr Gerry O’Connell, Engineer in Charge, Environment and Transportation - Surface Water and Flood Management Services for their presentation in advance of the meeting on the Draft  Flood Risk Management Plans for Dublin.

 

He then extended congratulations to the Dublin Senior Football Team and Management on Saturday’s win in the All-Ireland Football Final.  The Ladies Football Team was also congratulated on their achievements. The City Council then approved a request which had already been agreed at the Protocol Committee meeting held 29th September, 2016 for the attendance of Councillor M. Flynn at the 19th Annual Conference of the Association for Criminal Justice Research and Development on the theme of “Cybercrime”. On Friday, 7th October, 2016 in the Spencer Hotel, Excise Walk, IFSC, Dublin 1.

That this Council requests that an emergency meeting of the Arts & Cultural SPC is held immediately and before the awarding of an estimated €5.5 million, 4 year  Landscape & Grass  Maintenance Contract.  The emergency meeting is necessary in order that the SPC’s stated function in the strategic monitoring of local authority services including the identification of issues to be addressed is allowed to be carried out.  Furthermore an SPC’s role includes an input into the development of Service Delivery Plans for individual services which would include standards and performance indicators and again this needs to be allowed to be carried out. Members of this SPC were not made aware of this contract.  Recommendations and / or issues identified to be addressed (if any are necessary) emanating from the aforementioned meeting are to be included in the aforementioned contract before it’s awarded.

Dublin City Council is deeply concerned at the sale by CIE of public land at the Point Village & Connolly Station.

We call on Minister Coveney to make the necessary funds available to allow Dublin City Council purchase the land and develop it for housing.

 

 

 

 

Councillor O’Farrell amended Emergency Motion No 1 above to replace the words ‘the Arts & Cultural SPC’ with ‘councillors. The Chief Executive agreed that a meeting of Councillors from the Arts Cultural & Recreatsion SPC would be convened to discuss this issue.

It was proposed by Councillor P. Hand and seconded by Councillor C. Perry "That Dublin City Council condemns and opposes the ongoing use of Shannon Airport by the US military. This continued use has a harmful effect on Ireland's reputation as a non-aligned and neutral nation. Furthermore, this Council condemns the treatment of peaceful protesters, such as Dave Donnellan and Colm Roddy, supports their actions and their treatment is in stark contrast with the treatment and welcome received by Donald Trump, US military forces stopping over in Shannon as well as multi-national corporations and is unacceptable in a neutral Republic". The motion was put and carried.

·        that the Sunday Independent newspaper came into possession of confidential information pertaining to a homeless housing applicant.

·        that this information was then used in a distorted fashion by that newspaper to damage that applicant's standing as a campaigner around the issue of the housing and homelessness crisis resulting in great personal distress.

·        that a number of current and former public representatives and political activists then shared this article on social media in an effort to compound the damage to the housing applicant.

 

Furthermore that Dublin City Council:

 

·        Acknowledges that the Housing Assistance Payment scheme carries with it particular disadvantages for housing applicants seeking ultimately to be housed by the council and therefore declining accommodation under the Housing Assistance Payment scheme is neither uncommon nor unreasonable.

 

Dublin City Council therefore calls for

 

·        A statement from the Chief Executive regarding the circumstances of the information leak.

·        The amendment of the Housing Assistance Payment scheme so that social housing applicants who take it up are not removed from the allocations list and can progress on that list as normal until they are housed by the council so that they do not face the dilemma that currently exists when encouraged by Dublin City Council Homeless Services to partake in that scheme.

 

As this motion was still under discussion at the end of the meeting, it will be carried forward to the next monthly meeting of the City Council.

 

The meeting concluded at 9.30pm in accordance with Standing Orders and all items remaining on the Agenda were deferred to the next meeting of the City Council to be held on the 7th November 2016.
