Lord Mayor's Business Additional documents: Minutes: In Memorium: The Lord Mayor extended her sympathies to the family and friends of Honorary Freeman of the City of Dublin Thomas Kinsella who died on 22nd December, 2021. He received the Freedom of the City on 24th May 2007 from then Lord Mayor Vincent Jackson in City Hall and was the 75th person to receive the honour.
She also extended sympathies in respect of Archbishop Desmond Tutu of South Africa who died on 26th December 2021. A Nobel Peace Laureate and veteran of South Africa’s struggle against apartheid, Archbishop Tutu was welcomed to the Mansion House on 13th February 2009 by then Lord Mayor Eibhlin Byrne and honoured with a Civic Reception.
Monument to Countess Markievicz and the Women of the Revolutionary Decade: The Lord Mayor noted that the first meeting of the Working Group on a Monument to Countess Markievicz and Women of the Revolutionary Decade had taken place. The Working Group members are Cllr Vincent Jackson (Chair) Cllr Cat O’Driscoll, Cllr. Mary Callaghan, Cllr Mannix Flynn, Cllr Donna Cooney, Dr Paula Murphy, Ray Yeates, Ruairí Ó Cuív, Margarita Cappock and Brendan Teeling, they will focus on how best to celebrate and acknowledge the contribution of women to the formation and development of the State.
Covid 19 and the impact on Dublin City Council and Dublin Fire Brigade The Lord Mayor called on Eileen Quinlivan, Assistant Chief Executive, Corporate Services, Transformation and Human Resources and Dennis Keeley Chief Fire Officer for an update on the impact of Covid 19 on services and how this is being managed.
Eileen Quinlivan told the meeting that there had been an increase in cases of staff impacted as a result of Covid 19 (positive case/close contact/isolating) but that there had been no significant disruptions to services. She noted that the numbers this week are declining on last week. Full measures from last year remain in place including remote working for office based staff & pod structures particularly in the operational side. Departments are monitoring the situation daily, keeping measures under review to ensure protection of essential services.
Denis Keeley, Chief Fire Officer informed the Members that 200 frontline Dublin Fire Brigade workers were unavailable for work over the New Year, with a "surge in numbers" of firefighter paramedics affected by COVID-19 between Christmas and New Year. As a result of the absence of staff a number of appliances provided by the fire and ambulance services could not be operated on New Year’s Eve. There has been a steady improvement of the situation in recent days. There are a range of mitigating measures in place to help maintain service delivery including fast-tracking the qualification of new firefighters, the suspension of training courses of operational staff with the aim to ensure there is a fire appliance in every fire station in the city and county to ensure service delivery and continuity. Dublin City Council commends

Motion No. 1 in the name of Councilor John Lyons
Noting the recent refusal by central government to provide funding from the Urban Regeneration and Development Fund for the white water rafting facility proposal at George’s Dock, this council believes that work on progressing the project should cease immediately and a new process initiated that will consider a variety of alternative proposals for this key city centre site.
Derek Kelly, Director of Services, South City provided a statement that at its meeting in December 2019, following a robust debate, the Elected Members approved, by a significant majority, a Part VIII planning application for a major redevelopment of George’s Dock. The proposed redevelopment consisted of a white-water rafting course, a swift water rescue training facility with an urban street scene for use by the emergency services and a kayaking/canoe polo/swimming pool within the derelict outer basin at George’s Dock. The Council also approved the demolition of the existing City Council Dockland offices on Custom House Quay and the construction of two new Quayside buildings – one to service the George’s Dock development and a second to replace the Docklands offices.
Since the approval of the Part VIII there has been a considerable amount of negative commentary related to this project. This has created a narrative around the project that appears impossible to reverse and that has undermined the planned funding of the project. While the merits of the project, as set out in the Business Case and Cost Effectiveness Analysis, are still as strong today as they were in 2019 we have been unable to convince the various State funding bodies, to support the project and provide part funding to supplement the Council’s own funding contribution. (In this regard it is worth noting that it was never intended that the project would receive URDF funding.)Notwithstanding the support of the City Council, it has become clear that there is significant hostility towards the elements of the project that would boost the tourism offer in Dublin and provide a world class sporting facility.
In light of the funding difficulties, I am recommending that the Council does not proceed with the George’s Dock element of the project.

Emergency Motion(s) Additional documents: Minutes: In light of recent rumours and media reports that a 'deal' granting ownership of the Iveagh Markets to a private developer, this council agrees that: - a full report be given to the Councillors at this evening's monthly meeting of the Council to include details of the deal made, monies exchanged, the amount the local authority is liable for if any, whether any monies were paid to participants in the negotiations by way of a fee and if so, where those fees were paid from. - that time be given for questions to management and debate at this evening's meeting - that any 'deal' made granting ownership should include a no sale clause, an agreement that vulture funds or REITs will not be involved in future development or acquisition of the markets; a requirement to initiate immediate remedial works, that the markets shall be restored and preserved not simply gutted to facilitate development, that development must commence within a prescribed period of time; that a community and public market space must be included in future development;

Assistant Chief Executive Richard Shakespeare made a statement in relation to the Iveagh Market by the Assistant Chief Executive, Richard Shakespeare at the City Council meeting on Monday night.
1. The three parties Lord Iveagh, Dublin City Council and Mr Martin Keane (and related companies) are involved in a confidential mediation process which arises from a number of legal proceedings which are currently before the High Court.
2. It is the intention of the parties that this matter be resolved as soon as possible.
3. Without prejudice to these proceedings and as part of this mediation process, the parties have agreed that the following can be stated at this time.
4. On a strictly without prejudice basis, an application to take out an archaeological licence under Section 26 of the National Monuments Act 1930 (as amended) has been made to facilitate proposed enabling works in the Iveagh Markets, Dublin 8. The primary purpose of the enabling works is to provide a hard standing to allow for the erection of scaffolding and access to facilitate an architectural survey of the roof, parapet walls and rainwater goods of the Wet and Dry Market structures. This will facilitate the repair and conservation of the Market Buildings.
